Notes for BPW Agenda, MaY 6, 2093 8.1A Appeal of Recycling Violation for 205 Thurston Avenue — Re The resolution reflects the Board's decision from the May 13th meeting. 8.4A Recommendation to Establish a Capital Project to Fund Repairs and Upgrades to the Portion of the "Upper Cascadilla Creek Walkway" Adjacent to 504 Stewart Avenue — Resolution Please see the Board's agenda from April 22, 2013 for more information. This resolution should reflect the Board's discussion. 8.4B Recommendation to Establish a Capital Project to Fund the Six Mile Creek Scour Remediation Proiect — Resolution The creek wall and ramp that runs along Six Mile Creek by South Titus Avenue and South Plain Street was damaged during the storms that occurred in the fall of 2011. The City has been authorized money from FEMA to repair the wall. A capital project now needs to be established before the City can move forward with repairs. 8.A1 Green Garage Trash Facility Program Improvements — Resolution Continued discussion, per Board's request. Assistant City Attorney Krin Flaherty has confirmed her attendance for this meeting. 9.1 Boat Slip Rental Fees This is a continuation of the discussion from April 8th and May 6th. Assistant City Attorney Krin Flaherty has confirmed her attendance for this meeting to answer questions, per the Board's request. 9.2 Options for the Intersection at Stone Quarry Road and Spencer Road Staff will attend the meeting to discuss the concerns about Spencer Road in the vicinity of Stone Quarry Road. We understand that the INHS application for funding for 2013 was not successful. Staff will be prepared to discuss a few options for sidewalk in the area, a segment of bikeway on Spencer Road, and a few alternatives for traffic, including one -way scenarios, turn prohibitions, and possibly dead - ending the segment coming from South Meadow Street Extension. You may receive an email before the weekend with more information. Katl4U EX6rv±,Ve ASSIStavlt For R-.aU geniavv, vK, ,4cti,ne super�ntewdevut of Public Wori2s Ma I 1, 2013 Page 2 8.1A Appeal of Recycling Violation for 205 Thurston Avenue —Resolution WHEREAS, a recycling violation written for 205 Thurston Avenue on March 26, 2013, has been appealed to the Board of Public Works by the property owner on the grounds that the owner was not aware of the recycling ordinance, and WHEREAS, staff followed the Board's standing policy to tag solid waste or recycling materials with a warning tag that gives the property owner a twenty -four (24) hour grace period to remove the improperly placed material in order to avoid the department picking up the material and sending a bill for the special service, and WHEREAS, City Code mandates the fee and special collection to assure that materials are picked up or removed in a timely manner to protect public health and to avoid the material being scattered by dogs, the wind or vandals, and WHEREAS, Common Council denied the Board's previous request to be able to expunge a solid waste fee on the basis of a first time or infrequent occurrence, now therefore be it RESOLVED, That the Board of Public Works denies the request to expunge the $20 recycling violation for 205 Thurston Avenue dated March 26, 2013. 8.4A Recommendation to Establish a Capital Project to Fund Repairs and Upgrades to the Portion of the "Upper Cascadilla Creek Walkway" Adjacent to 504 Stewart Avenue — Resolution WHEREAS, the Board of Public Works (BPW) at its April 8, 2013 meeting reviewed the staff recommendations contained in the memorandum on "Repair to Cascadilla Creek walkway — four scope options" dated April 2, 2013, and discussed the matter with staff in attendance, and WHEREAS, the BPW stated their preference in pursuing "Option 2 ", which essentially includes acquiring a few extra feet of width for a reconstructed sidewalk, as well as replacing the stairs and railing adjacent to the 504 Stewart Avenue, now therefore be it RESOLVED, That the BPW recommends that Common Council establish a Capital Project in the amount of $70,000 which is estimated to be sufficient to cover design, right of way acquisition, construction, and inspection costs related to said project. Page 3 8.413 Recommendation to Establish a Capital Project to Fund the Six Mile Creek Scour Remediation Project - Resolution WHEREAS, the creek wall and ramp abutting Six Mile Creek in the vicinity of South Titus Avenue and South Plain Street were damaged by storms in 2011, and WHEREAS, the Department of Public Works applied for and received approval of funding from the New York State Office of Emergency Management for repairs to the creek wall and ramp, and WHEREAS, plans and specifications for remediation of damage to the creek wall and ramp have been prepared by the City Engineer's Office, and WHEREAS, a project for the Six Mile Creek Scour Remediation (FEMA Project No. 3807703) is eligible for funding under the New York State Office of Emergency Management Public Assistance Program that calls for the apportionment of the costs of such program to be borne at the ratio of 75% Federal share and 25% non - federal share, and WHEREAS, the City of Ithaca wishes to advance the project by making a commitment of 100% of the total costs of the FEMA approved grant application, and WHEREAS, the project has been determined to be a Type II action in accordance with the City Environmental Quality Review Ordinance and the State Environmental Quality Review Act, as per 6 NYCRR PART 617, Section 617.5©1 and 2, and WHEREAS, the Board of Public Works wishes to progress the Six Mile Creek Scour Remediation Project, now therefore, be it RESOLVED, That the Board of Public Works hereby approves the above - subject project, and be it further RESOLVED, That the Board of Public Works recommends that the Common Council authorize a total capital project budget in the amount of $180,000, as 100% of the federal and non - federal share of the cost of work for the project, or portions thereof, and appropriated from the issuance of serial bonds and made available to cover the cost of participation in the project, and be it further RESOLVED, That the Superintendent of Public Works of the City of Ithaca be authorized to execute all necessary agreements, certifications or reimbursement requests for Federal Aid on behalf of the City of Ithaca with the New York State Office of Emergency Management — Federal Emergency Management Agency (FEMA) in connection with the advancement or approval of the project and providing for the administration of the project and the municipality's first instance funding of project costs and permanent funding of the local share of federal aid and state aid eligible project costs and all project costs within appropriations therefore that are not so eligible, and be it further RESOLVED, That the Board of Public Works recommends that this project be undertaken with the understanding that the final costs of the project to the City of Ithaca will be, at most, 25% of said FEMA approved grant application, currently estimated at $45,000 of the $180,000 authorized for this portion of the project, in monies and in -kind services as managed by the Superintendent of Public Works and monitored by the City Controller. Tropical Storm Lee generated heavy persistent rain during the incident period of September 7 to 11, 2011 and caused an Increase In the velocity and volume of the water In Six Mlle Creek. The water level in the creek rose over 8ft and resulted In flood damages to the Ithaca Boat Ramp and adjacent concrete retaining wall owned by the City of Ithaca at the southwest intersection of S. Plain St. and S. Titus Ave. (See Location Map 1) The city uses the ramp to access the creek. The concrete boat ramp buckled and was completely washed out and scouring erosion undermined the concrete retaining wall, which resulted in cracking and tilting of the wall at a 10 degree angle. (See Photos 1-4) The following damages were determined to be the direct result of FEMA DR- 4031 -NY: 1. 1392 SF( (101 It x 12 ft) + (30 ft x 12 ftW) 6 Inch of thick, textured concrete boat ramp was washed out along with 52 CY ((1392 SF x 1 ft)1,27) subbase fill, and 155 SY (1392 SF19) compacted gravel base. (See Figure 1 and Photos 2 & 3). 2.46 LF of 1 It x 1 It continuous concrete footing at and of boat ramp was washed out. (See Photo 4). 3.41 LF of 9 ft high concrete retaining wall, Immediately downstream of boat ram access, cracked and tilted st a 10 degree angle. (See Figure 1 and Photo 1). A 71 LF section of concrete retaining wall Immediately upstream of the boat ramp atx>aso was undamaged (See Figure 1) Applicant proposed repairs are not included In this PW SOW. — END OF REVISION " The rain event occurring September 7 -11 due to Tropical Storm Lee caused the water level in Sur Mile Creek to doe from Its normal level. High velocity storm water Inundated an engineered stream access ramp owned by the City of Ithaca at the intersection of South Plain Street and South Titus Ave. The City of Ithaca uses this ramp to access the stream. The following components of the stream access facility were damaged. 1. A section of the concrete well, 45 FT Long X 9 FT High X 1.5 FT Thick - 32 CY, that extended along the channel of the creek beyond the end of the ram and rests on a 45 FT Long X 3 FT Wide X 2 FT Thick =10 CY concrete footing. Erosion caused by the flood waters scoured out the 45 FT Long X 3 FT Wide X 8 IN Thick = 2.50 CY gravel bedding material under the footing. This caused the footing to rotate toward the stream which to turn caused the wall to rotate along the shore at an approximate angle of 10 Degrees. A tack in the wall at the downstream end of this segment prevented damage to the remainder of the downstream wall. 2. A concrete ramp 71.4 FT Long X 20 FT Wide X 6 IN Thick - 26.44 CY with reber reinforcement resting on a 71 A Fr Long X 20 FT Wide X 8 IN Thick = 26.44 CY of gravel base material. The erosion of the gravel base continued for the entire length of the ramp. 3. A section of concrete wall that abuts the concrete ramp 19 FT Long X 9 FT High X 1.5 FT Thick = 9.5 CY and rests on a 19 FT Long X 3 FT Wide X 2 FT Thick = 4.22 CY concrete footing. The flood waters eroded the concrete ramp that abutted the was which allowed the flood waters to scour out the 19 FT Long X 3 FT Wide X 6 IN Thick =10.55 CY gravel bedding material under the footing. This ceased the footing to rotate toward the ramp at an approximate angle of 10 Degrees. A crack in the wall at the upper and of this segment prevented damage to the remainder of the ramp wall. SCOPE OF WORK: PA-02 -NY -4031 •PW-00685(0): ' REVISION ' The applicant proposes to restore the damaged concrete boat ramp and concrete retaining wall to pre-disester form, function, and capacity by replacing the concrete boat romp, sub-base and base, and shoring up the concrete retaining wall with sheet piling. Driving sheet piling In front of the outside face of the damaged retaining wall is a cost effective alternative to removing and replacing the concrete wall and footings, and will effectively restore the damaged element to pre - disaster function and capacity. WORK TO BE COMPLETED: - Permanent 1. Scrape and excavate 26 CY ((1392 SF x.5 fW rubble, average 6 Inch depth, at boat ramp. 11.1 Distribute 52 CY ((1392 SF x 1 ft)/27) bank run gravel, 1 ft depth, to form new boat ramp subbase. 1.2 Distribute 155 SY (1392 SF/8) crushed stone, compacted base, 1 it depth over boat ramp subbase. 1.3 Install 14 CSF (1392 SF /100) 4 x 4 welded wire fabric for now concrete boat ramp. 1.4 Install 230 LF wood formwork around perimeter of new concrete boat ramp. 1.5 Pour, 1392 SF of 6 inch concrete slab on grade, with textured finish at new concrete boat ramp. 2. Excavate 43 CY ((5 4 x 5 It x 46 ft)27) for continuous footing at boat ramp. 2.1 Install 46 SFCA wood formwork for continuous footing at twat ramp, 2.2 Install 180 LF (2 Q top and bottom, 45 ft) 94 rebar for continuous footing at boat ramp. 2.3 Pour 2 CY ((1 it x a ft x 46 ft)27) concrete at boat ramp continuous footing. 3. Shore up tilted 41 LF concrete retaining was with 5 jacks. 3.1 Minimum laborlequipment charge for shoring. 3.2 Drive 41 LF sheet piling at outside face of concrete retaining wall. 3.3 Pour 5 CY ((.5 it x.5 it x 12 it x 41 fQ27) ready mix concrete at voids between Meet piling and concrete retaining wall. 3.4 Pump 5 CY ready mix co ncrete. 3.5 Minimum equipment/labor charge far pumping. WORK TO BE COMPLETED - Non Permanent 4. Mobilize 1 loader, 1 backhoe, and 1 excavator. 4.1 Demobilize 1 loader,1 backhoe, and 1 excavator. 5. Instal 200 SF (100 it x 2 it) cofferdams. 6. DOCUMENTATION REVIEW: 20% or more sampling of the documentation was reviewed/validated and found to be complete and reasonable by the FEMA project specialist. If applicable, copies of applicant's pertinent pre- disaster policies, invoices, cancelled checks (or other proofs of payment) were reviewed and samples of payroll data are attached. PROCUREMENT: if applicable to this project The applicant Is required to adhere to State Govemment Procurement rules and regulations and maintain adequate records to support the basis for all purchasing of goods and materials and contracting services for projects approved under the Public Assistance program, as stated In 44 CFR 13.36. The applicant has advised they have/will follow thair normal procurement procedures.
