8.5A Request for Funding for Water Supply Project Construction Phase — Resolution
The City Administration Committee will discuss on Wednesday, February 27, 2013, the Water
Supply Construction Phase Funding (reference attached resolution and the latest cash flow
projection from OB &G). Water and Sewer staff will be present, as will our consultant O'Brien &
Gere to answer questions.
9.1 Old Elmira Road Reconstruction Project Presentation
The Engineering Office held a second public information meeting on Tuesday, February 19,
2013, to receive comments regarding this project. A presentation was held to offer alternative
designs. These alternatives will be presented to the Board, along with a discussion regarding
the alternatives. A resolution to choose a design will be in the agenda for the March 4t Board
meeting.
9.2 Recommendation of a Special Capital Project for Watermain Replacement on
Edgecliff Place
With the existing watermain on Edgecliff Place we cannot supply adequate fire flow to the
fraternity at 1 Edgecliff Place, Zeta Beta Tau. They have been required by Cornell to sprinkler
their building by the end of the year. Our watermain along Edgecliff Place is the original line: a
very old 4 -inch diameter cast iron line. We can only supply a bit less than 190 -gpm through
the existing main (reference the attached fire flow tests we conducted). These low flow results
are indicative of a very heavily tuberculated (lots of lumpy mineral and iron nodules on pipe
walls) pipe, with substantially reduced cross section. This old pipe is long past its replacement
due date.
We are proposing the installation of a new 6 -inch diameter ductile iron watermain. The cost for
the City to do this would be approximately $60,000.00, substantially less if we encounter
minimal rock excavation. If the Board of Public Works authorizes the work, it will need to be a
special capital project authorized outside of the normal capital projects review cycle.
9.3 Request for Pony Rides during Ithaca Festival
For the past several years, the Ithaca Festival has requested that ponies and horses be
allowed within Stewart Park to provide rides for children. This year, they would like to bring the
horses downtown to Pirro's parking lot on the 100 block of West State Street for Friday and
Saturday of the festival, and returning to Stewart Park on Sunday. We have not received any
complaints regarding the horses or any issues with damage to property in the past.
9.4 Request to Install New Pipes and Sleeves at 203 Dewitt Place
The property owners at 203 Dewitt Place have begun an extensive excavation and addition to
their residence. In the process, they found City water and sewer mains located almost
immediately under where they want to put the foundation for their addition. The property
owners have already invested thousands of dollars in non - refundable materials and labor. We

are requesting input and guidance from the Board as to whether we could install new water
and sewer pipes at their current location along with sleeves to enable us access to the pipes in

8.5A Request for Funding for Water Supply Project Construction Phase
WHEREAS, The City of Ithaca Water distribution system serves approximately 30,000
customers, and the City's Water Treatment Plant produces approximately a thousand million
gallons of water annually, and
WHEREAS, the City's Water Treatment Plant was originally constructed in 1903 and upgraded
in 1951. Since its construction, City workers have maintained the functionality of the plant to
meet changing water quality regulations. Now beyond 110 years, the facility is operating past
its useful life, and
WHEREAS, the City of Ithaca, in April 1996, issued a Request for Proposals for a
"comprehensive water system evaluation ", intended to "focus on studying, recommending,
designing and managing initial construction improvements principally to serve the City of
Ithaca and its surrounding customer needs for the next 50 years ", and
WHEREAS, following the submission of proposals, the City selected O'Brien & Gere for this
work and entered into an initial contract with them in September of 1996, and
WHEREAS, in 1999, as part of its adopted City budget for 2000, Common Council established
a Capital Project for the Water Source Project (CP #510), in the amount of six million dollars
($6,000,000.00), and
WHEREAS, in 2005, the rebuild of City system or the purchase of water from Bolton Point
were selected as the two alternatives for evaluation by the City, and
WHEREAS, Common Council approved a new contract with O'Brien & Gere in October of
2005 to provide "phased engineering and environmental review assistance to support
proposed improvements to the City's water supply system ", contract executed by Mayor and
OB &G December 9, 2005, and
WHEREAS, a Final Environmental Impact Study was published in 2009, and
WHEREAS, on October 14, 2009 Common Council resolved unanimously to adopt the rebuild
option to address the City of Ithaca's future water supply needs, and

WHEREAS, and the City of Ithaca Site Plan Review process was completed in 2012, and
WHEREAS, the City's engineering consultant O'Brien and Gere entered the final design
phases of the Water Supply Project in 2012 and will be complete in 2013, and,
WHEREAS, we are currently in the bidding phase of the project for the membrane purchase,
the control systems integration contract, and contracts number 2 and 3 of the Water Supply
Project, and
WHEREAS, our consultant has estimated the cost of the construction phases for the Water
Supply Project and has provided us with this estimate as well as a cash flow projection for the
entire project (copy attached), and
WHEREAS, the total project cost estimate is $36,369,969 which is distributed within all the
Water Supply Project contracts as follows:

WHEREAS, the City has established Capital Reserve #16 Water Sources Development with a
current balance of approximately $3,766,000, to help offset some costs of said project; now,
therefore, be it
RESOLVED, That the Board of Public Works recommends that Common Council amend
Capital Project #510 Water Treatment Plant Improvements /Reconstruction by an amount not
to exceed $30,369,969 for a total project authorization of $36,369,969, and be it further
RESOLVED, That funds needed for said project amendment shall be derived from a
combination of fund transfers from Capital Reserve #16 Water Sources Development and the
issuance of Serial Bonds as determined by the City Controller, and be it further
RESOLVED, That the Board of Public Works with the Superintendent of Public Works are
authorized to bid and award each of the component contracts (listed above).

Information Sheet — Old Elmira Road Reconstruction

Project objectives:
Reconstruct Old Elmira Road as a "complete street" which means accommodating
motor vehicles, pedestrians, bicyclists and transit; accommodate and improve access to
abutting businesses and residences; improve run -off control from the paved areas of the
street and decrease the amount of impermeable surface; provide clear delineation of
the public right of way.
Present three general alternatives:
All three accommodate 2 twelve foot (12') vehicular lanes, 2 six foot (6) bike lanes,
continuous five foot (6) sidewalks and snow storage / planting areas. All alternatives
include pedestrian scale street lighting and drainage facilities.
Reconstruction will include asphalt pavement, granite curbs, planting areas with
structural soils for tree root zones and concrete sidewalks. All driveways are
constructed with six inch (6") thick concrete with wire mesh reinforcing.
Altemative 1:
This alternative provides for a five foot (6) wide snow storage space abutting the curb, a
five foot (5') sidewalk and a five foot (6) planting area. Curb cuts and aprons are
dimensioned and designed to permit access to abutting properties for the maximum size
legal vehicle that is anticipated to need access. Planting areas behind the sidewalk will
be curbed (at the City's expense) to keep vehicles from damaging planted, permeable
areas.
Those driveways designed to accommodate trucks and tractor - trailers will. be
constructed to a width matched to the turning movements of the vehicles. This will
result in wide curb cuts and even wider aprons. All concrete for curb cuts and aprons
will be assessed to the abutting owner.
Altemative 2:
This alternative also provides for a concrete snow storage space abutting the curb, a
five foot (6) sidewalk and a variable width planting area. This alternative differs from
alternative 1 in that curbing on the south - easterly side of the street will be mountable
granite and the snow storage space abutting the curb will be colored concrete. Curb
cuts and aprons will be uniformly dimensioned however longer turning radii will be
accommodated by the concrete snow storage space. Planting areas behind the
sidewalk will be curbed to keep vehicles from damaging planted, permeable areas.

The driveway entries will appear narrower than they are and will therefore provide a
better delineation of vehicular and pedestrian zones for the overwhelming majority of
vehicles accessing abutting properties. The concrete snow-storage area, although
more durable in the face of wide turning movements, will provide less pervious area.
Alternative 3:
This alternative includes an eight foot (8') wide loading zone approximately four hundred
linear feet (400') in length in addition to the vehicular and bike lanes in alternatives 1
and 2. The loading zone will provide for deliveries, customer pick -up and TCAT
passengers. Sidewalks, snow storage and planting areas could be arranged as in
alternative 1 or 2. This will also minimize the need for a few very wide curb cuts.
Drainage:
Several property owners have expressed concerns regarding drainage and flooding in
the Old Elmira Road vicinity. This is understandable since many properties in the
Meadow Street —Old Elmira Road area lie within the 100 year flood zone. In addition to
being in a low lying area of the City this neighborhood is directly effected by variations in
Cayuga Lake levels.
The mean lake level is USGS 381.6. Annual variation in lake level is controlled
between 379.6 and 383.6. Many pipes, culverts and drainage ditches have bottom
elevations of barely more than the average lake level so drainage facilities, both public
and private, frequently hold water and only slowly, and seasonally, release water to the
lake. This obviously compromises the system's ability to respond and therefore
requires more careful attention to surface development and maintenance.
As a property owner of the road right of way the City will endeavor to minimize flow of
surface runoff onto abutting properties. The planned cross - section for the Old Elmira
Road project will provide a positive pitch from the approximate edge of the right of way
toward the gutter line of the street. The vertical alignment of the street will be
developed, to the greatest degree possible, to direct gutter flow toward catch inlets,
storm sewers and culverts. The project will also endeavor to reduce impermeable and
erosion -prone surfaces.
Pipes and culverts within the right of way will be designed to accept and move the most
runoff possible. This is a difficult balancing act given the extremely flat nature of the
terrain and the ambient lake levels. Although wider culverts and bigger pipes have the
potential to carry or hold more volume of water they lack adequate pitch to maintain
water movement. This exacerbates silting of the facilities and leads to a greater need
for maintenance.
In accordance with State and local laws it is each property owner's responsibility to
manage and maintain water courses on her /his property. Many pipes and ditches

handling runoff in this neighborhood run across private properties. Despite occasional
past practice by the Department of Public Works to provide emergency response in the
event of failure of private facilities to operate correctly, it is the property owner's
responsibility to maintain those facilities.
The City will provide abutting owners the opportunity to connect existing drainage inlets
to the storm drain system. It is the City's expectation that owners will prevent the
introduction silt and debris into drainage facilities on their properties.
The City will maintain a storm water pollution prevention plan during reconstruction.

Re: Request for Pony Rides in Downtown Ithaca,
Stewart Park, June 2nd and 3rd 2012
To Whom It May Concern:
The Ithaca Festival is requesting special permission to have Pony Rides in the
City of Ithaca on private property owned by Maria Pirro located at 132 W
State St. on May 31 st and June 1 st 2013 as part of Festival activities. On
Sunday, June 2"d, pony rides would take place in Stewart Park. Pony rides will
be provided by Painted Bar Stables of 4093 Lake Ave. Burdett, NY 14818.
Painted Bar Stables carries liability insurance for this activity. Proper
insurance documents will be included in the City Permit process.
The pony rides would occur in a portable round pen. Access to the area would
be limited by the use of one gate to allow riders in and out. A horse trailer will
be located next to the portable pen to allow storage for supplies and as a respite
area for horses.
Manure will be completely removed from the Festival site. Manure will be
removed from the pony ride area continuously throughout the day and
completely removed from the festival site at the end of the day.
The Festival will take responsibility for sod repair in Stewart Park if it
becomes necessary to do so.

Hello Ray & Kathy,
We need to have the Board of Public Work's input here as to how we the Water & Sewer Division of the DPW should proceed.
The owners of 203 Dewitt Place were issued a building permit for a small addition on the south side of their home. It was a small
enough project not to warrant site plan review. Upon excavation for the addition footer it was discovered that both the water and
sewer mains were within the footprint of their new addition. In checking the deed for their property there was no mention of the
municipal water and sewer or recorded easements for such. Our mapping is based on the original 1909 mapping with subsequent
more accurate location of above ground features such as manhole covers and valve box lids. We are finding more often than not these
mains were laid in very circuitous fashion. Reference copies of our current mapping attached.
At any rate our residents at 203 Dewitt Place have an addition underway, the siding stripped off their house and a big hole in the
ground next to their house, awaiting direction from us before they can proceed. I believe they had no reasonable way of knowing our
water and sewer mains were located so close to their house. Our existing mapping has the watermain shown incorrectly under the
existing house and the sewermain approximately in the correct location.
I want to get the Boards opinion of how we should proceed here. It would cost the City in the neighborhood of $4,000.00 in materials
to install sleeves and new pipes through the sleeves to facilitate the construction of the addition over top of our mains. I estimate it
would take our 5- person crew about two days to do the work. Note there is no viable alternative to relocate / reroute the pipes.
We are bound to encounter much difficulty when it comes time to replace or rehabilitate the mains through this neighborhood. ;

Hello Mike'n' All,
We visited the residential construction site at 203 Dewitt Place yesterday and today. The excavation for the new addition to the house
exposed water and sewer mains and an old gas main running through the area to be enclosed by the footer. The water and sewer
mains are currently in use. NYSEG is checking their records for the gas, to see wether it is abandoned or live. These mains are in
excess of 100 -years old and our records do not give accurate locations. I have to wonder if the deed and original survey reference the
municipal infrastructure. We will find out. At any rate we have to see what may be done here. There is no room to relocate the mains.
One possibility may be to run new mains in the same location inside of larger pipe sleeves. If this can be done and who pays for it are
matters to be decided by the Board of Public Works. I'll will discuss this matter with the BPW and get their decision.
Fortunately the private excavator was highly skilled ; ) ... and expertly uncovered all the mains without so much as a scratch on the
pipes. The sewer is a 6 -inch diameter clay tile. The water 6 -inch diameter cast iron.
