M . concerning a proposed amendment to the local law on " aged exemption " which would increase the present $p3 , 000 . income limitation to $ 5 , 000 . to conform the local law to the state staAtte amendments . Supervisor Makie stated that to do this on a practical basis , all towns be on the same figure . Justice Wright questioned special district taxes . An exemption does not apply to special district tax . No comments from the public . Public Hearing adjourned at 8 : 15 P . M . Respectfully submitted , Dorothy J . Roberts Clerk Present : All Board Members and about one dozen townspeople . P November 23 , 1970 PUBLIC HEARING TOWN OF DANBY A public hearing was held on November 23 , 1910 at 9 F . M . in the Danby Town Hall relating to the operation of snowmobiles in the Town of Danby . . Present : All Board Members and approximately 35 persons from E the town . Clerk read read a possible ordinance which was proposed by the Southern Tier Snowmobile Club , whose president is Moses , P eter . This would not allow snowmobile use on all state high- ways except at certain points where there are side roads . O peration on Gunderman Road , to its intersection on Oomfort Rd . would not be permitted . ! a . 0 A proposal read by the clerk and written by Ithaca Attorney Armad Adams listed roads where snowmobile use would be permitted . Moses Peter stated that he would like to see an open-ended town ordinance passed with the idea that the law could be amended -If : ce.rtain trouble spots arose . Mrs . Muriel ; Cole and Robert Snedden , both residents of Nelson Road , asked about the noise problem and regulations for youthful offenders_ ( aged 10 - 16 ) . Some Town Board members felt that a curfew and a muffler ✓ egulation might be added to the ordinance . Councilman Ralph W ilbur explained the state ' s new snowmobile law which has pro - ✓ isions for a school for youthful operators emphasizing :; that : . . t they must receive permit to drive a snowmobile . C;omm:ents0duringethe hearing : May persons object to the noise or just have to listen ? Will roads be signed , such as ones to be used for snow- mobiles ? W hat is person ' s recourse if going on private property or too much noise . Complaint of late night and early morning hours last winter . S uggestion of Sunday morning curfew . Possibility of zoning the town for snowmobiles which would prohibit use in more populated areas . Peter answered that " zoning " the town in such a manner would cause enforcement problems . Following additions • • the state is regulating the noise factor , most of the rides will be away from populated areas , and the majority of snowmobile operators go direct to their destination and may return a different route . Supervisor Makie thanked the people for attending and said that the Town Board will make a formal recommendation at the next regular Town Board meeting . Hearing closed at 10 : 05 P . M . Roberts Clerk TOWN OF DANBY SPECIAL MEETING November 23 , 1970 A Special Meeting of the Danby Town Board was called for following the public hearings on the tax exemptionfor the elderly and relating to the operation of snowmobiles . Justice Wright moved to waive the three -day notice for a special meeting . Seconded by Councilman Wilbur . 5 ayes , 0 noes , carried . Purpose of the meeting was to hear the presentation of a proposed development district by John Rance of Ithaca and Robert Eckert of Danby . They wish to change property zoned R- 1 District to commercial for the purpose of operating a snowmobile and dune buggy track . Councilman Wilbur moved that Rance and Eckert send their proposed development plan to the Planning Board for their recommendation . Seconded by Justice Wright . 5 ayes , 0 noes , carried . A general discussion was held with Zoning Officer Gordon Roberts who had questions to be raised . The Town Board , also , advised Eckert and Rance to go to the Tompkins County Health Department with their proposed plan . Meeting adjourned at 10 : 25 P . M .
