PH UBLIC EARING Tammy L. Thomas, Applicant/RO – Bossard & West Groton Roads – TM #15-1-43.2 – Major Subdivision Chairperson Carey opened the Public Hearing at 7:30 PM. The Board Secretary read the Legal Notice as published on 12 May 2004. The applicant appeared before the Planning Board on 15 April 2004 and presented the proposed 4-lot subdivision at that time; reference is made to those Minutes for the details. Chair Carey recognized Dorothy Martinez of 205 Bossard Road who stated she was present to find out what was being proposed for the property. Mrs. Thomas explained the proposed subdivision of land and displayed a subdivision map for her review. This subdivision had previously been approved, but the map was never filed; therefore, Planning Board approval was needed at this time in order to proceed with the actual subdivision of land. The Board determined that the road frontage shown was adequate and met the Town’s requirements. In response to Chair Carey’s question, Mrs. Thomas stated that there would be no restrictions placed on the property to be sold. She stated that she had contacted someone (Mr. Harrison) to remove the abandoned vehicles on the property. The vehicles have been moved to the roadside for easy pickup. With everyone having been heard who wished to be heard, Chair Carey closed the Public Hearing at 7:35 p.m. Chair Carey noted for the record that a SEQRA review had been completed on this property when the original subdivision application was presented. A motion was then made by Member Janice Haines to approve the proposed Major Subdivision, as requested, contingent upon existing junk vehicles being removed from the property. This becomes Resolution #18 of 2004. Mark D. Rodee, Applicant/RO – 246 & 256 Pleasant Valley Road – TM #s 32-1-23.2 & 32-1- 24 – Boundary Line Change Chair Carey recognized the applicant who explained that he was asking for a boundary change to consolidate his present parcel (TM 32-1-23.2) of 33± acres with the adjacent parcel he had purchased (TM #32-1-24) consisting of .33± acre. With no further discussion, a motion was made by Member Baxendell to approve the boundary change, as requested, with TM #35-1-24 to be combined with TM #32-1-23.2 by deed description. The motion was seconded by Member Brad Albro, with the vote recorded as follows: Ayes: Chairperson Carey Nays: None Member Gloster Member Albro Member Baxendell Member Clark Member Guihan Member Haines Motion carried. This becomes Resolution #19 of 2004. Approval of Minutes – 15 April 2004 A motion was made by Member Mary Gloster to approve the Minutes of the 15 April 2004 Planning Board meeting, as corrected (Member Gloster noted that under the listing of Board Members at the top of Page 1 of the Minutes, “Member” Baxendell should be changed to read “Mark” Baxendell. The motion was seconded by Member Albro, with the vote recorded as follows: Ayes: Chairperson Carey Nays: None Member Gloster Member Albro Member Baxendell Member Clark Member Guihan Member Haines Motion carried. This becomes Resolution #20 of 2004. Harold & Trudy Bernhardt, Applicants/R0s – West Groton Road – Part of TM #22-1-15 – Amended Subdivision Map Chairperson Carey recognized Robert Walpole, Realtor, representing the Bernhardt’s who were seeking approval of an Amended Subdivision Map to add a fourth parcel, as shown on the survey map provided. The fourth parcel would be what was left over from the entire parcel. The original three-lot subdivision was approved November 2003. He stated that 160± acres would be retained by the Bernhardts, and any further subdivision would trigger a Major Subdivision. With no further discussion, a motion was made by Member Barbara Clark to approve the amended subdivision map to add a 3± acre lot (fourth parcel), as requested. The motion was seconded by Member Albro, with the vote recorded as follows: Ayes: Chairperson Carey Nays: None Member Gloster Page 2 of 4 Town of Groton Planning Board - Minutes of Regular Meeting 20 May 2004 Member Albro Member Baxendell Member Clark Member Guihan Member Haines Motion carried. This becomes Resolution #21 of 2004. Review of Applications for Code Enforcement Officer A motion was made by Member Albro to enter into an Executive Session to review the 14 applications received for the Code Enforcement Officer position. The motion was seconded by Member Baxendell, with the vote recorded as soon as possible: Ayes: Chairperson Carey Nays: None Member Gloster Member Albro Member Baxendell Member Clark Member Guihan Member Haines Motion carried. At the completion of the Board’s review of the applications, a motion was made by Member Albro to come out of Executive Session and return to the Regular Meeting. The motion was seconded by Member Tom Guihan, with the vote recorded as follows: Ayes: Chairperson Carey Nays: None Member Gloster Member Albro Member Baxendell Member Clark Member Guihan Member Haines Motion carried. A motion was made by Member Baxendell to approve the selection of four candidates to be interviewed for the position of Town Code Enforcement Officer: Gary Coats, Steven Everle, Doug Staley, and Alan Lockett. The motion was seconded by Member Albro, with the vote recorded as follows: Ayes: Chairperson Carey Nays: None Member Gloster Member Albro Member Baxendell Member Clark Member Guihan Member Haines Motion carried. This becomes Resolution #22 of 2004. The Planning Board agreed that they should hold a Special Meeting during the first week of June to conduct the interviews at 15-minute intervals, which would start at 8 p.m., with the Board members meeting at 7:30 p.m. The date of this Special Meeting was to be determined after ascertaining the dates available to those involved in the interviews. All those involved in the interview process were asked to prepare questions ahead of time, e.g., what kind of hours could you provide, experience, how are your people skills, etc. Page 3 of 4 Town of Groton Planning Board - Minutes of Regular Meeting 20 May 2004 The Planning Board asked that copies of each of the four applications be mailed to all those involved (Planning Board Members, ZBA Members, and Town Board Members) for their review before the selected meeting date. A DJOURNMENT At 8:20 p.m., a motion was made by Member Baxendell, seconded by Member Haines, to adjourn the meeting. All Board members present voted in the affirmative. Joan E.
