Danby Town Board
June 15 , 1970
A special meeting of the Danby Town Board was called by
Supervisor Makie for the purpose of discussing with county
officials the changing of county and town. exoads with the
development of a county sanitary landfill site located off
Hillview Road in the Town of Danby .

Discussion : Supervisor Makie questioned what road the county
wanted to exchange and really is this the heart
o f the problem in that a few years the sanitary
landfill may not be there . . . but as said the
✓ oads could be changed back .
Mr . Bruce said this could be written either way - -
this is the way he and Howard Stevenson leanedg •
feeling it would not set any precedent .
Makie stated this has been talked about, at least,
for a year and a half and always been assured
that the problem of a road would not develop into
a problem . Sees that this is developing into a
problem--that work would proceed to a point that
it would be just a matter of days or weeks before
adequate road facilities were available when the
landfill was opened . Sees that this planning
has not taken place .
Bruce reminded that this has not been passed very
long by the Board of Representatives .
Councilman Wilbur thinks we are past a precedent
stage , because it is very eveident the problems in
locating a landfill - -nobody wants it . If anybody
e lse wants their road built and they want bne' in
their town , am sure Danby would let theirs' go .
Makie stated it is a lot for the residents of the
County to ask a small town to absorb the cost which
they are imposing on the town , and if landfill is
o pened and Hillview Road is used , there will be a
large cost to our roads which ar_e_ _, -adequate for
this type of traffic - - one item alone would be
dust control . Questions why this road would even
have to be exchanged- -road would not be built to
any advantage to the town , but to the county and
the residents of the county .
Bruce asked what is the main objection to changing
✓ oads .
Makie : First , do not know what the roads are .
Bruce : Left up to Howard Stevenson and Dick Chaffee
to work out .
Makie : What is the real necessity of going through
this ?

Bruce : You ' re going to get into some red tape - -
what do you want , the County to take them
over , period ?
Makie : No , just help/ build this road across the
valley .
S tevenson : Does town prefer,- that the county build
-the - !' other ' road in which case Hiliview
perhaps would not be used for the heavy
traffic ?
Makie : Yes
Stevenson :. If that were done , then Hiliview would
✓ eamain under town control ?
Makie , Yes , would remain under our control .
S tevenson : Thinks out of all this , will end up
with a revision in the new Erwin Road- -
at least Syracuse is checking with
Albany to see what obligation they
believe the Towns have when they fill
o ut a request for need for building
an Erwin Road . The state feels there
is some obligation on the part of the
towns when the state puts money in a
✓ oad to end up with a road that can
be used .
Makie : We are not counting car traffic , pick-up ,
but the heavy traffic .
Wright : Making a bad example of the town board
when speaking of garbage of Danby versus
garbage from City of Ithaca alone
is comparing a mountain to an anthill .
S tevenson : Still build roads for a certain axle
load whether it is one truck per day
or fifty . . . . on any highway built .
Makie : Feels the long range solution is to build
a road across the valley .
A discussion followed on the Board of Representatives
awarding the bid for the sanitary landfill operation and the
access to it . Question of hazardous intersection at Hiliview
Road and Route 96 . re -
It was understood that the county can not /build Hillvloy-' Road
for the Town of Danby ,
Mr . Bruce stated three alternatives possible - - ( 1 ) come in
o n no - name road and the:wother ( 2 ) on Hiliview Road- - either
altering the intersection out beyond a barn located south of
the intersection to give more visibility or possibility , depending
o n how the right-of-way goes , crowding over a little closer to
the house and building up a level approach .
` A road map was viewed for the purpose of a possible exchange .
Stevenson stated the county would rather not be left with any
dead-end roads . Chaffee recommended giving the county no -name
r toad and exchanging Hiliview Road for a county road .
Resolved that the _ county , 'and out the cost- of building
no -=name road and. to .:nea ,i ao : wr tii property owner at intersection
o f Hiliview Road and 96 , Any firm decision has to come as a
recommendation from the Planning and Public . Works Committee to
the Board of Representatives as to maintenance of Hiliview Road ,
where the funds are coming from , etc .
