Re: Periodic Review Report (PRR) Response Letter
South Hill Dump, Cortlandville
Cortland County, Site No.: 712009
Dear Town of Cortlandville (as the Certifying Party):
The New York State Department of Environmental Conservation and Department
of Health (Agencies) have reviewed your Periodic Review Report (PRR) and IC/EC
Certification for the South Hill Dump site (NYSDEC Site No. 712009) located off
Sommerville Road in the Town of Cortlandville, Cortland County, New York. for the
following period: January 1, 2021 to December 31, 2022.
Please provide the below corrections and updates to the PRR by July 28th, 2023:
•Update the 2015 SMP with the new frequencies and other changes approved
following the 2020 PRR and NYSDEC approval letter.
•Prepare a scope of work and provide a cost estimate for the repair of the
damaged monitoring well MW-2D.
•Verify the acreage of the Site; 2015 SMP states 2.5 acres, and the 2022 PRR
states 10.4. Revise the 2015 SMP if necessary.
•During the next certification period (January 1, 2023 to December 31, 2024), in
addition to the standard groundwater analysis outlined in the 2015 SMP, collect
groundwater to be analyzed for emerging contaminants (EC, PFAS and 1,4-
Dioxane.
The frequency of Periodic Reviews for this site is 2 year(s), your next PRR is due on
February 1, 2024. You will receive a reminder letter and updated certification form 75-
days prior to the due date. Regardless of receipt or not, of the reminder notice, the next
PRR including the signed certification form, is still due on the date specified above.
