Daily Report for June 2023 Date: InSDections. visits. etc. Hours Discussion with Charlie Atwater regarding replacing the existing 7 regular Monday sidewalk with the exact same but new. No permit is required. 6/5/22 Ste re -inspection at 1244 Starr. McKinney property. Does not comply. I spoke with Mr. McKinney and he states that he is still in the process of cleaning up the property. Sire re -inspection at 3586 Route 215. Property does not comply. Both USPS and certified mail was returned. Conversation with the Clerks to get a different address. Re -inspection at 1344-1346 Carroll St. Does not comply. Second notice sent for compliance. Fire & Safety Inspection at Walden Place. No deviations minted at 7 regular Tuesday time of inspection. Fire alarm and sprinkler inspection reports will be 6/6/22 emailed. Deck framing inspection at 797 Fercor Dr. completed. IPS-inspection, create invoice -mail. Phone discussion (45 minutes) with Attorney Phil Gulisano regarding upcoming deposition. Correspondence with Abbey with F&J Complete Home Solutions regarding sign application and process. Discussion with Lisa with Artcraft Home Improvement regarding an existing construction site located at 424 Hatfield Rd. and future inspections that are required. Next one required is insulation - will call to schedule. Jesse Anderson -tenant issues with small leak in the basement (one unit). Mr. Anderson states that the landlord won't pay him to fix the leak and would like help. I indicated that he may want to reach out for legal advice regarding this situation. FOIL Request completion for the property located at 854 Route 13. Letter of notice mailed to the Town Clerk. Insulation inspection at 424 Hatfield Rd. -insulation inspection 7 regular Wednesday passed. Plumbing inspection is required for the next phase of 6/7/22 inspections. Prepare past due F&S Inspection notices. Prepare past due F&S Inspection invoices. Thursday John McNerny-discussion regarding fire & safety process and record 7 regular 6/8/22 recording on his end. It was resolved that I would leave a copy of the report in his mailbox in the copy room. 1 hour discussion with Attorney Phil Gulisano regarding deposition. Receive fireworks application for TNT, requesting space at the Walmart parking lot. I will review it tomorrow. Scan email ERF (emergency response from) from the Chemung Bank to the fire commissioners. Discussion with John Delvecchio regarding local ordinance referring to garage sales. Receive fire alarm system inspection report for Motel 6. File for future inspection due. Sheldon Prindel communication regarding re -inspection of inspection at America's Most Wanted repair shop. Nora- Sherwin Williams permit application questions. May monthly report emailed to Board Members, Town Clerk, Amanda Rainbow and Town Attorney. Discussion with Peter Brown regarding concern that his neighbor on Crestwood Court may be conducting a business out of her residential property. Email to Bruce Weber and John Delvecchio for suggestions on this complaint. Friday Zoom meeting with Attorney Phil Gulisano regarding deposition (1.5 6/9/22 hours). Review sign plans for Jax Service, input application into IPS, submit application for processing to the Town Clerk's Office, email receipt and building permit to applicant, Sean Smith. Receive building permit application from Marsha Havrah for a new roof. No plans, insurance or other required documents attached. I reached out to Mrs. Havrah and made her aware of the missing documents that are required before a building permit can be issued. Communication with John Delvecchio and Bruce Weber regarding a potential business being run out of a residential building. Spoke with Mr.Joseph regarding requirement for manufacturers specifications for change of foundation and rebar prior to foundation inspection. Receive complaint from neighbor on W River Rd. regarding campers being torn down and rubbish all over the place. Site inspection made. Violation notice to comply prepared in IPS and mailed to the owner of record. Correspondence with Eric Barden regarding new residential at 1242 Starr. Rd. A request for items still required by KevinMcMahon was requested to be sent to me so I can get a final inspection scheduled. Review of TNT fireworks application made and completed. Meeting with Town hired Attorney, Phil Gulisano 9:30-11:00 to Tuesday discuss further information regarding the Compagni lawsuit prior to 6/13/23 11:oo deposition. Deposition from 11:oo-1:oo. Office until 2:30- office work. Hours 7 regular 7 regular Site inspection made at 1244 Starr Rd regarding a re -inspection of 7 regular Wednesday garbage/rubbish complaint. Property does not comply. Will give Mr. 6/14/23 McKinney another week to make progress. Re-inspectin made at 3527 Kellogg Rd regarding grass and garbage complaint. Property is found in violation. Issue notice to property owners of 3999 Crestwood Court for possible business being conducted from an R-1 zone after receiving a complaint.Email Town Attorney John Delvechhio for approval. Thursday Site inspection at E. River Rd.... looter inspection made at 468o Route 41 for new construction of a 36 x 34 garage. Foundation inspection ( #4 min. 24" on center -vertical bars and #4 min. at 24" on center) at 4046 Kinney Gulf Rd. with Steven Joseph. 6/15/23 Friday 6/16/23 Inspection passed. Plumbing inspection at 434 Hatfield (50 Lbs air and smoke test) plumbing inspection passed. Review plans for heat pump and boiler system installed by Halco at 4446 Route 41, McGraw. Process permit application, email copy of 7 regular 7 regular receipt and building permit to Sierra at Halco and mail original copies to owner of property. Email Michael Swenson the list of notes that are required to proceed with the process of building permit for a 12' x 20' utility shed located at 3682 Katie Ln. I also called and spoke to Mr. Swenson regarding the requirements noted in the email. Communication with Marsha Havran regarding a new roof permit application, I am still waiting on the contractor, Eagle Ridge, to submit plans. I called and spoke with Cricket from Eagle Ridge to see if I could help with getting the plans sent to me. Cricket states that she will hopefully have them over by Monday or Tuesday of next week. Email Rich Cunningham at `rhoma regarding a possible new build located at 1386 E. River Rd. Property is located in a flood zone so Mr. Cunningham inquired about the base floor elevation. Ms. Jacobs states that the garage has a small leak. Ms. Jacob asked if I could come inspect the leak. I stated to her that I would reach out to her landlord, Mr. Delvecchio, to get information from him regarding this leak. There appears to be a court issue and she is moving out, according to Ms. Jacobs. I reached out to John Delvecchio but he is on vacation and will respond when he has a chance. Receive permit application and building plans for a 32 24 ft pole barn located at 148 Hatfield Rd. A copy of the application and plans were emailed to Kevin McMahon for review. File has been started. In office meeting with Mike Swenson regarding shed application and revised plans for review. Correspondence with John Kozlowski at 3682 Abdallah regarding a replacement fence for an inground pool. Scope of fence and gate plans required with permit application. I emailed him an application at jon@marylandbiochemical.com for completion. Ramona Burns located on Kellogg Rd- discussion of building permit plans and setbacks for a 12 x 16 shed she wants for her property. Receive voicemail from Bob Bombard regarding Tractor Supply's sprinkler system failing on Saturday the 17th.. I spoke with Jackie McDonald at Tractor Supply who states that they are waiting for quotes for a rebuild or replace. Register for a webinar for the 23rd of June regarding State Fire Prevention and Building Codes. Review roofing plans for 1102 Halstead Rd. Email the contractor 7 regular. Wednesday regarding documents required and/or missing for the permit process. 6/21/23 Review plans for a bathroom renovation located at 4015 Collegeview Dr.- permit processed in IPS and building permit issued. Plans submitted for a 32 x 24 pole barn located at 148 Hatfield Rd. Plans approved, permit processed in IPS and building permit issued. Plans for a 12 x 20 shed completed, plans approved, permit processed in IPS and building permit issued -mailed to owner of record. Final walk through of newly constructed 4,455 sf residential house. Smokes, Co detectors all working properly and interconnected, hot water running, electrical cert., blower door test completed, driveway a little questionable but given the go ahead to issue a C of 0 by K. McMahon. Thursday Closed out permit number 22-042 in IPS. Documents given to the 7 regular 6/22/23 Clerk's for filing. Receive roof permit application for 3738 McGraw Marathon Rd. Review of application and documents. I forwarded it to K. McMahon for his review and will issue a permit once all reviews have been made. File created. Check for $84.0 given to the Clerk's office until permit has been processed. Site inspection made at 3820 Route 11, Little Treat Shop for final sign inspection. Process Certificate of Compliance in IPS and close. C of C mailed to owner of record. Documents to the Clerk's for filing. Permit application and documents for a re -roof submitted, application processed in IPS and processed with Clerk's. Building permit emailed to the contractor. Site inspection made at 3640 Page Green to follow up with a Stop Work Order. issued. Construction continued and was completed. An email was sent to Kevin McMahon to follow up with the next course of action. Friday Webinar State Fire Prevention and Building Code Council Conference 6/23/23 10:00-2:00 Prepared past due invoice documents and mailed to the following: National Grid, A Plus, America's Most Wanted Auto, WXM Auto,Cortland Buffet, Beauty Salon & Omorphia and Bushy's Pro Shine. Review plans for reroofing project located at 3738 McGraw Marathon Rd. Send to K.McMahon for review. Process permit with Town Clerk and process building permit in IPS. I called the contractor to let him know the permit was processed. T received information regarding a Bull Bash Fair setting up for tonight and Saturday at the Cortland County Fairgrounds. I contacted Town Clerk Kristin to see if there had been a permit issued. No record of permit is on file. I stopped by the fairgrounds and spoke with the Owner of the fair, Dennis. Correspondence with Town Clerk and Dennis was made. Permit issued with Clerk's Office. Signed prepared documents for the TNT fireworks tent to set up and sell fireworks at the Walmart parking lot. Daily Report for June 2023 Date: Inspections. visits. etc. Hours Footer inspection at 4049 Colleview for a 26 x 30 2 car pole barn. The 7 regular Monday builders (amish) had not completed the footers, therefore, I would 6/26/23 need to return. Return a few hours later and approve 12 footers at least 4 feet in depth. Site inspection made at 945 McLean Rd. Sign violation regarding 2 large banners erected on the property. Violation prepared inIPS and issued to the owner of the property and to the physical address. Review fire and safety inspections which are approaching due date and send notices to the properties which are not public assemblies or that need scheduling. Review Planning Board Index of Actions and Minutes. Site inspection made at 396o Route it. Accumulation of tires 7 regular Tuesday throughout the exterior portion of the property. Violation notice issue 6/2, 7/23 to owner of the property with IPS. Correspondence with resident at 3763 Katie Ln. regarding permit application and application process. Discussion with Stacey Hatfield regarding scheduling a footer 7 regular Wednesday inspection in July at 10 a.m. 6/28/23 Conversation with Misty Morgan, at the Cortland Sleep Lab regarding scheduling a fire & safety inspection- scheduled for Friday at to. Correspondence with Mike Swenson in regards to a footer inspection made. Fire & Safety Inspection made at Ithacor, which includes National Farmers, Ithacor and massage therapy. Deviations noted: Fire extinguishers were out of date with inspection and require current inspection and tags, CO detectors are required. Discussion with Ithacor manager, Mark, regarding a complaint made by tenant Ms. Dzikiewicz. Mark explained that the complaints presented (no door on electrical panel, mold in the bathroom, no heat) have all been rectified in previous months. Thursday Inspection at 4446 Route 4, McGraw to inspect a recently installed 7 regular 6/29/23 heat pump and hot water heater. Inspection appeared to be installed properly. Waiting on electrical inspection to close out the permit. Discussion with Ms. Dzikiewicz regarding her apartment complaints. As previously discussed with the manager of the property, I did not find any violations as the furnace has been replaced and at this time can not be enforced(code can enforce heat of 68 degrees from Sept. 15-May 15), mold in the bathroom has been determined to be coming from poor ventilation when the moisture is high in the space ( I suggested that she runs the fan or opens the window), and the door to the electrical box has been placed properly back on the units. I further discussed this with Mark to ensure that he knew that there were not any violations that I could find viable to pursue. Receive letter from Mr.Wirsig regarding a shed which was moved on his property and now is in violation of ZBA as the shed is not within the proper setbacks for the size of shed. I drafted an email and sent it to Mr.Wirsig detailing the specifications regarding the process for a variance. I copied Town Attorney Delvecchio and Code Officer McMahon as this issue has evolved with both of them as well. Friday Fire & Safety Inspection at Cortland Sleep Lab.
