Although House rules for funding requests for 2024 have not been released yet, please provide some preliminary information about your request below. Funding for FY24 will not begin consideration until Spring 2023 but this form will ensure that your project gets due consideration for potential inclusion in Congressman Molinaro’s project requests. In 2019, Phase 1 was completed and since then it has received National Recognition as a baseball scouting site, brought over $1.7 million to the local economy, and served as a COVID Testing Site at the height of the pandemic. This complex has become an invaluable asset to the community and we hope to build upon this momentum. This next phase will help establish Gutchess Sports Complex as a true resource for our residents – not only in just the Town of Cortlandville, but also in the City of Cortland and surrounding areas of Cortland County. It will include a multi-purpose, ten-acre parking area adjacent to the existing recreation complex that will operate as a flexible venue with infrastructure built in for a performance stage and food truck set up. This facility will be ADA and public transit accessible with a newly proposed road including public bus stops. It is our plan to work with Cortland County to establish a new route that connects the City to the Town to promote diverse and equitable usage. Additionally, we have designs for and will build a large outdoor walking trail with tree cover and landscaping to provide an area for outdoor exercise and enjoyment – to support the mental and physical health of our residents. Currently, Cortlandville has a few community centers, but none that serve as a gathering space for residents or groups. Additionally, there are no State Parks or golf courses that could be programmed for large entertainment or activities. This development will allow for festivals and non-profit events to boost the quality of life, tourism, and the local economy. When complete, we anticipate hosting farmers markets and food pantries to promote public health and increase access to healthy, whole foods from local farms. What are the benefits of this project and why is it a priority? This park represents the future of community economic development in the Town of Cortlandville. Since its inception, we have seen remarkable success with people driving within a four-hour radius to visit, which has stimulated millions of dollars of investment into the local economy. The first phase of the park’s development has always been a part of a larger plan to develop the transportation and recreational improvements that engage our residents. While the Township of Cortlandville is comprised of 34% Low-Moderate Income people, the City of Cortland proper is majority Low-Moderate Income at 53% in total. This is important to note for a few reasons: (1) the re-investment in the local economy that the park stimulates doesn’t just impact the wealthy, but also the quality of life of LMI persons (2) this second phase of development, which incorporates a transit route from Cortland to the park will help connect LMI persons to an important community resource. We want everyone to have fair access including those with disabilities that will be accommodated with 26 handicapped parking spaces. As many of you know, the more local your food source, the healthier and more sustainable your food system. As previously mentioned, we hope to host farmers markets and food pantries on site once The Community Hub at Cortlandville is complete. Cortland County and surrounding areas are home to longstanding, family-owned farms that yield a quality product. We hope that this project will not only support access to healthy and fresh foods, but also the farmers that work so hard to produce it.
