General description of the project and why it is needed :
The Town of Cortlandville is requesting $6,680,665 as a part of Phase 2 for Gutchess Lumber Sports
Park.
In 2019, Phase 1 was completed and since then it has received National Recognition as a baseball
scouting site, brought over $1.7 million to the local economy, and served as a COVID Testing Site at the
height of the pandemic. This complex has become an invaluable asset to the community and we hope to
build upon this momentum.
This next phase will help establish Gutchess Sports Complex as a true resource for our residents – not
only in just the Town of Cortlandville, but also in the City of Cortland and surrounding areas of Cortland
County. It will include a multi-purpose, ten-acre parking area adjacent to the existing recreation complex
that will operate as a flexible venue with infrastructure built in for a performance stage and food truck set
up. This facility will be ADA and public transit accessible with a newly proposed road including public
bus stops. It is our plan to work with Cortland County to establish a new route that connects the City to
the Town to promote diverse and equitable usage. Additionally, we have designs for and will build a large
outdoor walking trail with tree cover and landscaping to provide an area for outdoor exercise and
enjoyment – to support the mental and physical health of our residents.
Currently, Cortlandville has a few community centers, but none that serve as a gathering space for
residents or groups. Additionally, there are no State Parks or golf courses that could be programmed for
large entertainment or activities. This development will allow for festivals and non-profit events to boost
the quality of life, tourism, and the local economy. When complete, we anticipate hosting farmers markets
and food pantries to promote public health and increase access to healthy, whole foods from local farms.
What are the benefits of this project and why is it a priority?
This park represents the future of community economic development in the Town of Cortlandville. Since
its inception, we have seen remarkable success with people driving within a four-hour radius to visit,
which has stimulated millions of dollars of investment into the local economy. The first phase of the
park’s development has always been a part of a larger plan to develop the transportation and recreational
improvements that engage our residents.
While the Township of Cortlandville is comprised of 34% Low-Moderate Income people, the City of
Cortland proper is majority Low-Moderate Income at 53% in total. This is important to note for a few
reasons: (1) the re-investment in the local economy that the park stimulates doesn’t just impact the
wealthy, but also the quality of life of LMI persons (2) this second phase of development, which
incorporates a transit route from Cortland to the park will help connect LMI persons to an important
community resource. We want everyone to have fair access including those with disabilities that will be
accommodated with 26 handicapped parking spaces.
As many of you know, the more local your food source, the healthier and more sustainable your food
system. As previously mentioned, we hope to host farmers markets and food pantries on site once The
Community Hub at Cortlandville is complete. Cortland County and surrounding areas are home to
longstanding, family-owned farms that yield a quality product. We hope that this project will not only
support access to healthy and fresh foods, but also the farmers that work so hard to produce it. As the
saying goes, “no farms, no food.”
Amount Requested for FY24:
$6,680,665
Total Project Cost:
$6,680,665

Taxpayer, (2) the Project's Importance to New York; and (3) the Project's Importance to the Local
Community *
(1) Funding is important to the taxpayer as it will offset the use of municipal funds, which may increase
taxes, to make necessary infrastructure improvements to our community facility, such as the parking lot,
which comprises the majority of our project budget. (2) Putting the best possible amenities forward is in the
best interests of all New Yorkers - it makes people want to be here versus another location. By enhancing our
facility, we are strengthening our community and local economy, which will help stabilize current
outmigration trends that we see in NYS. (3) The size and location of this facility will make it usable by local
groups such as non -profits, schools, community organizations, etc. to host farmers' markets, food
pantries, clinics, shows, fairs, exhibitions, showcases and educational opportunities, while connecting the
inner-city of Cortland to the these opportunities in neighboring Town of Cortlandville.

1. Please Use The Space Provided To Describe Your Project In Greater Detail *
The Town of Cortlandville is requesting $6,680,665 as a part for Phase 2 of Gutchess Lumber Sports Park called
The Community Hub at Cortlandville or The Hub. This public facility represents the future of the Town of
Cortlandville and has had remarkable success since its inception. We hope to build upon this momentum with
the creation of The Hub, which will help us tackle a range of issues such as public health, sustainable
development, and poverty alleviation.
In 2019, Phase 1 was completed and since then, the park has received National Recognition attracting visitors
from all over the Northeast Region, brought in over $1.7 million to the local economy, and even served as a
COVID Testing Site at the height of the pandemic. The first phase of the park's development has created a
solid foundation that serves as our launching pad for improvements specifically for our local patrons. The
Hub will include a multi -purpose, ten -acre parking area adjacent to the existing complex that will operate as a
diverse venue - continuing the boost to our economy while prioritizing community needs. Planned
infrastructure includes an area for a performance stage, electric hook-ups for food truck set-up, and a large
outdoor walking trail with generous landscaping and tree cover.
Currently, Cortlandville has a few community centers, but none that serve as a gathering space for individual
residents or groups. Additionally, there are no State Parks or golf courses that could be programmed for large
entertainment or activities. The Hub will create a designated space for festivals and non-profit events to
improve the quality of life and help those in need. When complete, we anticipate hosting farmers' markets and
food pantries to increase access to healthy, whole foods from local farms. As you know, the more local your
food source, the healthier and more sustainable your food system. Cortland County and surrounding areas are
home to longstanding, family -owned farms that yield a quality product. We hope that this project will not only
support access to healthy and fresh foods, but also the farmers that work so hard to produce it.
One of the most important aspects of this facility is that it is designed to be inclusive with 26 handicapped
parking spaces and a public transit stop on the newly proposed access road. This new route will connect the
City of Cortland to the Town of Cortlandville to promote equitable use. While the Township of Cortlandville is
comprised of 34% Low -Moderate Income residents, the City of Cortland is majority Low -Moderate Income at
531yo in total. This is important to note for a few reasons: (1) the re -investment in the local economy that the
park stimulates doesn't just impact the wealthy, but also the quality of life of LMI persons, creating jobs that
may not be available otherwise (2) this second phase of development, which incorporates a transit route from
Cortland to the park will help connect LMI persons to an important community resource - designed to provide
opportunity for outdoor enjoyment for mental and physical health.
Our Economic Development Initiative (EDI) proposal is guided by the belief that the most competitive
economies are ones that are accessible and provide a chance of success for all its participants. The proposed
Community Hub at Cortlandville and associatedpublic transportation improvements does just that by
establishing a much -needed gathering space at a central location - accommodating those with disabilities and
low-income residents alike.
