Discussion was held on the need for by- laws establishing quorum needed to
conduct business , voting procedures , vice chairman , and procedures for
expending monies . It was the feeling of those present that by- laws
governing the above be acted upon before any official business be con -
ducted , that four members of a seven -member board should not take respon -
sibility for establishing said by- laws , and that the matter be the first
item of business at the May meeting .
Clifford and Edward Hill reviewed their attempts at fulfilling the
planning board ' s suggestions as given at the special planning board
meeting of March 24 , 1970 , relative to their proposed trailer park .
They indicated that after having talked with Mr . Liguiri , and after
having consulting an architect for the purpose of developing plans meeting
the planning board ' s requirements , they were hesitant to make the necessary
financial committment without knowing whether or not they would be given
favorable approval from the planning board , the public at the public hearing ,
and finally from the Town Board . The Hill ' s revealed that their financial
problems problems were made greater because of difficulty of obtaing money
through a change in lending policy which , they indicated , could have been
avoided with a favorable decision by the planning board when their plans
were originally submitted . They also felt thay and their proposal were
being used as " guinea pigs " because theirs was the first trailer park pro-
posal submitted under the newly adopted zoning ordinance . They finally
asked that the planning board put a " hold " on their proposal until they
are able to work out their problems . .
It was pointed out that five of the sevem members of the board have been
appointed since mid- 1969 , and that may lacked information and background
details pertinent to the case , and that after the proposal was given to
Mr . Liguiri for his consideration and suggestion the board decided to follow
his recommendations for the betterment of both town and developer .
inasmuch as his recommendations were within the guidelines prescribed by
the zoning ordinance .
Copies of the Danby 701 Plan were distributed to members present .
