1. Call to order
2. 11:30 a.m. Public Hearing Regarding Engineering and Final Design Services for a
Proposed Sewer Improvement for the Town of Ithaca, Tompkins County,New York,
pursuant to Article 12-C of the Town Law,to be known as the Town of Ithaca Grit
Removal,Concrete Restoration, Emergency Generator Replacement, and
Miscellaneous Plant Improvements Engineering and Final Design Services Sewer
Improvement at the Ithaca Area Wastewater Treatment Facility,and establishing the
Town of Ithaca Grit Removal,Concrete Restoration, Emergency Generator
Replacement,and Miscellaneous Plant Improvements Engineering and Final Design
Services Sewer Improvement Area
Mr. Goodman opened the public hearing at 11:34 a.m. There was no one wishing to address the
board and the hearing was closed.
Mr. Goodman explained that the Public Interest Order or"PIO" is no longer needed and the
resolution was not moved.
3. Discuss and consider approval of funding for Maps, Plans & Reports and contract for
Engineering Services Agreement among City of Ithaca, Town of Ithaca, Town of
Dryden and GHD Consulting Services,Inc. for Grit Removal Project, Concrete
Restoration Project, Emergency Generator Replacement, and Miscellaneous Plan
Improvements at the Ithaca Area Wastewater Facility
Mr. Goodman explained that the resolution being proposed essentially takes the place of the PIO
at this point in time. This resolution authorizes the IAWWTP to move forward with preparing
the MPR for a future PIO.
TB Resolution 2017 - 146: Approve Funding for Maps, Plans and Reports and Approve
Contract for Engineering Services Agreement among City of Ithaca, Town of Ithaca, Town
of Dryden and GHD Consulting Services, Inc. for Grit Removal Project, Concrete
Restoration Proiect, Emergency Generator Replacement, and Miscellaneous Plant
Improvements at the Ithaca Area Wastewater Facility
Whereas, the Ithaca Area Wastewater Treatment Facility (IAWTF) is in need of certain
capital improvements, and

Whereas, IAWTF staff in association with the IAWTF's consulting engineers, GHD
Consulting Services, Inc. (GHD) have estimated the cost for the engineering services for the
final design of projects for grit removal, concrete restoration, emergency generator replacement,
and miscellaneous plant improvements to be as follows, as detailed in GHD's letter and Scope of
Services Schedule A dated October 9,2017:
1-Concrete Restoration and Leak Repairs (final design) $22,900
2-Grit Removal and Miscellaneous Repairs (final design)
2.1-Grit System $200,700
2.2-Influent Building Improvements $28,700
2.3-Stair Tower Improvements $37,400
2.4-Structural Improvements $10,200
2.5-Miscellaneous Improvements $56,700
2.6-Instrumentation and Control $15,100

Contingency 5% $20,675

Whereas, at its November 8,2017 meeting,the Special Joint Committee (SJC) approved
a resolution recommending to the City of Ithaca, Town of Ithaca, and Town of Dryden
(Municipal Owners)that the final design engineering services agreement with GHD be
authorized and funded in an amount not to exceed $434,175, and
Whereas,the final design engineering services will form part of the maps, plans and
reports for any proposed capital project for the above-listed sewer improvements,now,therefore,
be it
Resolved,that pursuant to Town Law §209-q(2),the Town Board of the Town of Ithaca
hereby approves an amount not to exceed $434,175 to pay for GHD's final design engineering
services that will form part of the maps,plans and reports for the above-listed sewer
improvements,with funds to be utilized from the Capital Reserve Account, and be it further
Resolved,that each Municipal Owner's share of the cost according to each
municipality's percentage of ownership interest in the IAWTF is as follows:

Resolved,that the Town Board of the Town of Ithaca approves entry into a contract
among the City of Ithaca, Town of Ithaca, Town of Dryden and GHD Consulting Services, Inc.
in an amount not to exceed $434,175 for final engineering design of the above-listed sewer

improvements, and pursuant to General Municipal Law § 119-o and the December 31, 2003 Joint
Sewer Agreement among the Municipal Owners, authorizes the City of Ithaca to execute the
contract through its designated signatory on behalf of the Municipal Owners, contingent upon
approval of the contract by all IAWTF owners and subject to the approval of the Attorney for the
Town.

4. Discuss Inlet Valley Study and authorization for the Supervisor to sign a supplemental
agreement to extend the term date
TB Resolution 2017- 147: Approve supplemental agreement to extend the term date with
ConsultEcon,Inc. for the Inlet Valley/Elmira Road corridor study
Whereas, on April 10, 2017 the Town Board authorized the Town Supervisor to execute
a contract with ConsultEcon for the Inlet Valley/Elmira Road corridor study, a grant funded
project that included a recommended award from the Empire State Development of$30,000 and
a Town match of$30,000, and
Whereas, on October 16, 2017 the Town Board authorized the Town Supervisor to
execute a supplemental agreement with ConsultEcon, to include additional funding (not to
exceed $5400), for the purposes of gathering additional field work and holding individual
interviews with several property owners, and to change in the end date of the term to December
31, 2017, and
Whereas, there is now a need for additional time to complete the final project elements,
estimated to take no more than 2 months,now therefore be it
Resolved, that the Town Board approves, authorizes and directs the Town Supervisor to
execute a supplemental agreement with ConsultEcon, to change the end date of the term of
agreement from December 31,2017 to February 28, 2018.

5. Discuss Interceptor Agreement
Mr. Goodman asked Mr. Weber to explain.
Mr. Weber explained that the recent Renzetti Place project went over the amount stated in the
Public Interest Order and the agreement has very particular requirements for the City to go
through when a project goes over. Unlike most all town projects,the City does not go out to bid

and does the work in-house so there are no change orders and oversight such as is done with
town projects.
Mr. Weber noted that this is not the first time the City has not complied with the notification
requirements and Mr. Engman did refuse to pay one such overage after numerous warnings on
other projects.
Mr. Weber added that the City has a big interceptor project coming up they would like to start in
April and they have not involved the town in the discussions or specifications as outlined in the
agreement. This particular project is going to cause issues if that cooperation and discussions do
not happen because the town is anticipating growth in the area and may need a larger diameter
than they are planning.
The Board discussed the agreement and different approaches to the issue. Mr. Goodman put the
topic on the next board meeting agenda for a full discussion and will send out the agreement and
past correspondence for background.
6. Consent

Resolved, that the Town Board of the Town of Ithaca hereby approves and/or adopts the
following Consent Agenda items:
a. Approval of Town Board Minutes of December 11, 2017
b. Town of Ithaca Abstract

TB Resolution 2017 - 148a: Approval of Minutes of December 11, 2017
Whereas, the draft Minutes of the December 11,2017 meetings of the Town Board have
been submitted for review and approval, now therefore be it
Resolved, that the Town Board hereby approves the submitted minutes as the final
minutes of the meetings December 11, 2017 of the Town Board of the Town of Ithaca.
TB Resolution 2017— 148b: Town of Ithaca Abstract
Whereas the following numbered vouchers have been presented to the Ithaca Town
Board for approval of payment; and
Whereas the said vouchers have been audited for payment by the said Town Board; now
therefore be it

7. Reports
Mr. Goodman reported that Finger Lakes Land Trust has completed the purchase of the land on
Culver Rd. and the town will now move forward with the rest of the transaction.
Mr. Goodman noted that he was told Rte. 79 East will be closed in both directions Wednesday,
January 3, 2018.
The meeting was adjourned upon a motion and a second at 12:12 p.m.
