M . Board Members Present : Supervisor Donald C . Makie Councilman Gerald Crance Justice Floyd Dorn Justice A . Francis Wright Absent : Councilman Ralph Wilbur Others Present : Highway Superintendent Chaffee , Gordon Roberts , Mr . and Mrs . Doyle Webber , Moses Peter , Edward Roberts , Fred French and Ed Monroe . Supervisor Makie called the meeting to order . Minutes of the December meeting were approved as submitted . COMMUNICATIONS There were no Planning Board minutes . 1 . A communication from Mr . Jack B . Lozier asking about information on availability of rentals and homes for sale . REFERRED TO THE PLANNING BOARD . PRIVILEGE OF THE FLOOR Supervisor Makie commented on the community spirit evolved in setting up the Christmas Tree at the Danby Fire House property , and being lighted during the Christmas season . None from the floor . COMMITTEE REPORTS Highway - Wilbur ahsett. - no other report . Zoning - Dorn - no report . Fire - Wilbur absent - no other report . Cemeteries - Dorn - no report . Youth - Makie reported the application for the youth budget has been made . Insurance - Wright - no report . Refuse , Collection and Disposal - Makie reported that Mr . Leon Myers has consented to use of his land to continue as the Town Duq and is very cooperative . Contract is out to Landstrom . OLD BUSINESS Highway Superintendent Chaffee reported the 1963 FWD has a broken crank- shaft . ON AGENDA . Highway wages need to be discussed . Zoning - Gordon Roberts reported several boxes of old papers to go through and possibly some may be discarded . Also asked about insurance covege on people coming to his home . Francis Wright A . to coordinate the requested extension of Blatchley & Street . b . get a copy or inventory of spare parts . c . problem in assessment of property in the Water District . Insurance - Chairman - A . Francis Wright Member - Floyd Dorn a . request special meeting with the Town Board Insurance Committee and Ithaca Agency . Refuse , Collection and Disposal - Chairman-Gerald Crance Member - Ralph Wilbur a . traffic which will be generated will pass through Crancets part of town--what will be Danby peoples requirements to use this dump ? RESOLUTION #1 HIGHWAY. . :EMPLOYEES HOURS AND WAGES Justice Wright moved that the hours for the highway employees be reduced from 45 hours a week to 42 * hours a week and that the following wage scale be granted : From: $2 . 90 $ 2 . 65 $2 . 50 To : $ 3 . 25 $ 2 . 90 $2 . 70 Seconded by Crance . 4 ayes , floes , carried . RESOLUTION #2 SALARIES OF EMPLOYEES FROM GENERAL FUND Councilman Crance moved that the following employees be paid the following salaries for the year commencing January 1 , 1970 : Supervisor $2 , 500 . 00 yearly to be paid monthly Deputy Supervisor $ 500 . 00 yearly to be paid monthly Town Clerk $2 , 700 . 00 yearly to be paid monthly Deputy Town Clerk $ 200 . 00 yearly to be paid as vouchered Councilmen ( two ) each $ 600 . 00 yearly to be paid quarterly Justices ( two ) each $ 1 , 500 . 00 yearly to be paid monthly Custodian $ 800 . 00 yearly to be paid monthly Historian. $ 100 . 00 yearly to be paid annually ( June ) • Zoning Officer $ 800 . 00 yearly to be paid quarterly Constable $ 25 . 00 yearly to be paid annually Highway Superintendent $ 8 , 000 . 00 yearly to be paid bi -weekly Seconded by Justice Dorn . 4 ayes , 0 noes , carried . k (Town Board Minutes - January 12 , 1970 Sheet # 4 Investment of Funds according to Town Law Supervisor Makie advised the Board that he may invest funds - - state or federal obligation or certificates of deposit . Interest acquired goes to fund which money is taken from . Makie will work out a cash flow diagram and present to the Board . RESOLUTION # 3 SURPLUS OR UNEXPENDED BALANCE Supervisor Makie offered the following resolution and moved its adoption : Whereas , all surplus monies may be appropriated by the Town Board and , Whereas , a total of $ 3 , 306 . 29 from the 1969 General Fund is realized , be it therefore Resolved , that $ 1 , 653 . 15 be transferred to a contingent fund and $ 1 , 653 . 14 be transferred to a capital reserve fund . Seconded by Dorn . Roll Call Vote : Makie - aye Crance - aye Dorn - aye Wright - aye Wilbur - absent RESOLUTION #4 PENALTY ON UNPAID WATER BILLS Supervisor Makie offered the following resolution and moved its adoption : Whereas , the Water Commissioners and Town Board met on January 9 , 1970 and , Whereas, several users in the Water District have unpaid bills and upon recommendation from the water commissioners it is therefore , Resolved , that unpaid water charges in the West Danby Water District in arrears for thirty days or longer .shall be subject to a penalty of five per centum per quarter not exceeding ten per centum per unpaid quarterly charge . The last day to pay without penalty shall be stated on the bill . Seconded by. .Wright . Roll Call Vote : Makie - aye Dorn - aye Crance - aye Wright - aye Wilbur - absent 1963 FWD Truck - Town Board gave Highway Superintendent permission to replace motor with a rebuilt motor . Highway Snogo - Chaffee recommends selling the snogo - -not getting much use out of it . Wright moved that the highway superintendent put the snogo up for bid with a minimum bid of $ 500 . 00 , and the right to reject any or all bids . Seconded by Dorn . 4 ayes , 0 noes , carried . Dorn ro study the cost of equipping new truck with a plow . General Fund Bills - Withdrew a bill from Ithaca Agency amounting to $ 3 , 556 . 00 . Wright to look into . Wright moved to pay General Fund Bills #1 through # 9 as listed on Warrant 1 , totalling ng 539 . 50 .
