TOWN BOARD MINUTES
October 13 , 1969
The regular meeting of the Town Board of the Town of Denby was held
at the Danby Town Hall , Monday , October 13 , 1969 at 8 : 00 P , M0

Supervisor Cortright called the meeting to order . Minutes of the
September meeting were approved as submitted .

Referred to him for purpose of county budgeting and when through

Plan ng Board A ® Chairman Joe Short had nothing to report than to ask for
oomment or questions conoerning the minutes . .
Supervisor Cortright had previously advised budgeting in 1970 for

r aerial photographs to Mr . Short and suggested doing this in late - all
or winter .
Appeals Board o Chairman _ Doyle Webber absent . Supervisor asked Mrs . Webb
if she would like to be chairman which sit answered , glon .
Appointments to the Planning BoardmThere are at present two vacancies at
present and a third with Milton Todd desiring to be off
the Planning Board ,
Wright moved that the three vacancies on the Planning Board be filled
by the following appointments and expiration of term : .
Richard Olson ® June 1976
Stanley Kirk m June 1975
Rick Dobson m June 1970

Chairman of Assessors - Thayer absent .
Discussion on Hillview Road - Councilman Wilbur made the following statements :
Since last Board Meeting , different ideas have been tossed about as to
what to do about Hillview Road problem . Even though it has been shaped
and oiled there is a problem and will continue . Something will have to
be done long range . Another road- -no namem-apparently not abandoned
because are drawing our mileage state aid on it . Possibly should conm
e ider doing some work on thisnroad91for more than one reason . Bill
Landstrom says the new location of Route 96 will probably follow more
o r less the railroad- mwill - not stay up on the bank with all the hills
and curves but drop down in the valley . If work was done on such
✓ oad and if a new road was built we would be given an access on it - -- -
if/a&eivat• e this " roa.dV something has to be done about an access on to
the new highway . Another angle is that this " road '° could be the relief.
for Hillview Road with considerable workmm ( 1 ) ,,,u on end where it inter -
sects with . Route 96 , it is terribly steep andoh room for trucks to
pull on a main highway -- possibly buying some land to make an access for
trucks to get on to the highway - . if this can not be done - - there is
definitely need to be doing something long"range . Landstrom expressed
concern if Danby would be willing to work at this some in the winter
when he wasn ' t so busy ' , he would be willing to furnish materials ,
trucks IN CONJUNCTION WITH US . Sure that some agreement can be worked
o ut . Murat look over by going to this area .
Supervisor suggested using our town planning board and oounty
planning department . Per direction of Town Board , clerk did write the
county planning director as regards the increased use of Hillview Road
when ' and if a sanitary landfill there . Mr . Liguori has called the
Supervisor and is anxious to meet with the Town Board , Planning Board
o n this matter in conjunction with the County Highway Superintendent .

Councilman Wilbur will ' go with the Planning Board to look over
the area when contacted by Planning Board Chairman Short .

Date for Public Hearing on the Preliminary Budget .. -
Makie moved to schedule the Public Hearing on the Preliminary' Budget
for November 5 , 1969 at 8 : 00 P . M . in the Danby Town Hall .

Gemara). Fund Bills - Bills from the General Fund were totalled as to
budgetary item resulting in some categories being
over their budget .
Dorn moved that the Supervisor be .. . authorized to make the following
transfers in the books for the General Fund :
From 12m400 Assessors ' Expense - take $ 40000 - to 6 - 600 Heat , Light , Repa '
From 8560 Compensation Insurance - take $ 200 . 00 - to 17 -400 Youth _ pen :

Highway Fund Bills - Wilbur moved to pay Highway Fund Bills # through
# ' totalling as listed on Warrant 10 ,

Water District Bills o A copy of the final invoice for the West Danby Water
District was received by Standard Engineering ,
consolidated to include all previous invoices in
order to clarify the total engineering and related
costs ,
• Councilman Makie questioned the following from said invoice :
Field Surveying m $ 6 , 446 . 13
Out .. ofaPocket Expenses m $ 1 , 388 . 96
" which are over and above the engineering costs , supervision of construction ,
residence inspection , and no listing as to the actual work that was done ,
which list was requested . " Would like to see the contractor -where it says
what they did and where in the contract it says they were authorized to do
so " .
Supervisor Cortright asked clerk to write Mr . Green of Standard
Engineering requesting their representative to come down and to bring
a detail of the two items Makie questions as well as his contract
signifying authorization to perform these services at the request of
Councilman Makie .
Dorn moved to pay one Water District Bill # 10 as listed on Warrant 10 ,
totalling $ 26 . 30 . Seconded by Makie . 5 ayes , 0 noes , carried . .
Supervisor' s Reports o Wilbur moved to accept the Supervisor ' s Reports ( 3 ) ,
Seconded by Wright . 4 ayes , 0 noes , carried .
Supervisor Cortright recessed the Town Board meeting to finalize the
Preliminary Budget - Time : 9 : 30 P . M . Discussion on the Highway Budget
which consisted of the following amounts :
Item I - 220543 . 00
Item 2 - 1 , 000 , 00
Item - . 6 , 259 . 49
Item 4 - 5 , 700 . 00
Item IA- ' 10 4, 200 0
TOTAL 45 , 927 -. 4-9-
Town Board .. agreed to leave the Preliminary Budget as is .

Regular Town Board meeting called back to order at 10 : 00 P . M .
Adopt the Preliminary Budget - Dorn moved that the Preliminary Budget be
adopted and a public hearing on said budget
be held on November 5 , 1969 at 8 : 00 P . M ,
in the Danby Town Hall . Seconded by Wilbur .

Work week hours for highway employees - Wilbur and Chaffee to discuss further .
