M . Board Members Present : Supervisor James H . Cortright Councilman Donald C . Makie Councilman Ralph Wilbur Town Justice A . Francis Wright Town Justice Floyd Dorn Others Present : Highway Superintendent Chaffee , Rick Dobson , , Clifford Hill , • Edward Hill , Gordon Roberts , George Arsenault , Mrs . Webber . Mrs , Colman , Fred Thayer , Moses Peter . Hillview Road residents : Mr . and Mrsj Charles Poelvoorde , Mr . and Mrs . Duby , Ross Cortright , Jaok Cortright Supervisor Cortright called the meeting to order . Minutes of the August meeting were approved as submitted . COMMUNICATIONS 1 . From Department of Agriculture and Markets re : Dog Enumeration . 2 , From State of New York Department of Health re : Nutrient Control Eutro hication , 3 , Prom Wendell Bryoe re : Resignation from Denby Planning Board . a 1RIVTLEGE OP FLOC/ : None from the Board , Cliffo % Hill stated they have ready a 2nd group of plans for a trailer park . $upurvieor advised taking these to the Planning Hoard . Mr . Walter Duby spoke for the Hillview Road residents in ' regsrl to conditions on that road . All the truck traffic is creating a dust problem and there is need for a speed limit . Supervisor Cortright stepped down from the chair and turned the gavel over to Councilman Maki to make the following oommentes Shortly after beoo ing Supervisor , Hillview Road was an ' Erwin ProJeot which 'wts approved one year prior to taking office . Since this time of oonstruotion , there has not been additonal gravel placed on road , shoulders have not been • properly shaped up . The moot reoent coverage was mad ® by the ; grader, this spring and was praobioally a trip over by the grader to knook the tope off the humps in the potholes . The road was oiled in front of the residences about a year ago . At this point , there is 415 , 000 . 0042in stem I of the Righway = aa`o ® unt for general highway improvement and repair . Landotrom : s trucks are the least violators as far as speed is concerned . But our own highway truokm , truoks from the Town of Spencer and from Tioga County are violators . Trucks do pull the dirt in on the oiled eur£aoes with their Speed . Therefore , do feel there should be a survey of the traffic on thin road •. -, traffic count on this road and others comparable to it in the town - ship so that,.. we do have grounds for oil and stone treatment . Also , it is the oars , pick-up trucks , trailers going to dump on weekends . It is JustifieH INV able that this road should be oiled and stoned , if not at least in front of all home - soiled . To the Town Board , want to make it olear that these residents ot ; Hiilview Road do have a Justifiable and reasonable complaint . WrightLguarantees road will be patrolled next morning . Jaok Cortright has seen the road widened , rebuilt , oto . through the efforts . of the town and every time has stood up well until heavy traffic over it . Ih the past two years , road has deteriorated . Need to get trucks slowed down;. Makie asked Highway Superintendent Chaffee if thin road stands up ae : ; well as our other town Erwin roads dun to heavy traffic . Greater Maintenance ? ? Chaffee mays it stand 's up as well but is easy enough to see after one goes by the dump , how the road ohanga ® from there to where the trucks are use it . In the Town of Ithaca , trucks have been stopped from using the roads , so have built own roads . ' Chairman of the Highway Committee , Ralph Wilbur does not feel that we can go to a than that is in hhuslnesss and say , " if you going to use the road , you ' re going . to help pay for it " . Feels it iS our obligation to maintain a road here someway . It would be better to go the mile or so of papermix right on Hilivie w Road rather than the question of whether it would pay for the town to Open the old tCrwe - oad out to the highway , because of a dangerous hill and exit on the main highways . In concl_usionan speed on the road will be controlled , Wilbur will speak to Land trorn to ask if he will come in from south entrance of Hiliview Road and exit the same way , and Highway Superintendent Chaffee will shape up the ereas between where the oil is now spread ( mixing calcium with the gravel ) and oil or oil as is . Makie reported that Planning Director Liguori speaks. that Landstrom r 4 land is considered for Sanitary Landfill . Makie moved that the c :(. e2k write to Plannira Director Frank Liguori that there tr. . a highway problem on Hiliview Road which. Will -be increased by the volume of traffic should a sanitary landfill be planned F' o' p this area and to schedule a meeting with Mr . Liguori , the Highway Superintendent and Town Board . Attendance at Hearing on Erwin Plan - Wilbur will take care of , Discussion of Aurora Street Hill as it effects the Town of Danby Wilbur reported that on Wednesday , September 17 , there will be a public hearing in. . the Common Council room on Green Street , time 7 : 300 This is the time for all persons to be heard. and the Town of Danby will be heard Discussion of Payment for Repair of Water Main - Clerk read a letter from Compagni Construction Co . for repair of water main caused by private backhoe operator digging across line . Makie moved that the Water District pay to Compagni Construction Co . $ 1. 53 . 77 ' for repairing water main caused. by private backhoe operator digging across line and the District be reimbursed bpi the individual . Seconded by Wilbur . 5 ayes , 0 noes , carried . Report on Standardi 7ngineering bill - Cortright reported having heard nothing froth the Engineer so, bill still stands unpaid . Funds for West Danby Water District - Cortright reported the need. for addi - tional funds hinges on the preceding report ( what Standard Engineering comes Up with ) so will table at this time . Change of Appeals Board Chairman - Doyle Webber , newly appointed chairman of the Appeals Board would like to decline the appointment as chairman . Wilbur will talk with Doyle Webber to continue with appointment as chairman , Wendell Bryce resignation - Porn to work with the Planning hoard. and members • of Town Board for recommendation to fill this vacancy .
