HomeMy WebLinkAbout1969-08-18 / 111 ADJOURNED MEETING AUGUST 18 , 1969 Supervisor Cortright called the adjourned meeting to order at 8 : 00 P . M . at the Fire House in West Danby . Present : Supervisor James = H . Cortright , Councilman Ralph Wilbur , Councilman Donald Makie , Justice Dorn , Justice Wright , Water Commissioners Lou Huttunen , Carlton Hunt , Eugene Gray , Roy Casterline , and Kenneth Colburn , Also Water Superintendent Perry Crance . Supervisor Cortright stated that last week ' s town board meeting was adjourned , therefore , any businesscwould be conducted that normally might be at the regular meeting . First matter of business was the Duties and Responsibilities of a Water Superintendent : - Each commissioner and each Town Board member was given a copy which should already have been read . The Town Clerkk ' s copy was dated and each member of water commissioners signed the copy . ' RESOLUTION # 10 ADOPTION OF DUTIES OF WATER SUPERINTENDENT Councilman Makie offered the following resolution and moved its adoption : Resolved that the duties and responsibilities of the Water District Superintendent be adopted by the Town Board . Justice Seconded by 2rnitman Wright . 5 ayes , 0 noes , carried . Secondly , Supervisor Cortright gave each one present a copy of the final estimate from the contractor and the final bill from the engineers . Mr . Hunt stated that Item # 20 ==481 sq . yds . did not mean a thing to him- - inch thick , foot , or 1 /2 inch thick ? It ought to be cubic yards . Cortright said the engineers based this on figure of square footage given . Makie asked why the $ 2 , 645 . 50 figure in the completed column to $ 770 . 00 in the contract estimate , with no authorization . Cortright made the following comments : The contract estimate was $ 770 . 00 when they figured the job . Where highway had to be crossed and fix various driveways , etc , they actually used , according to their figures , 481 square yards . Accord - to the square footage that Mr . Hunt measured off , it came to more than 481 sq . yds surface measurement . All the figures in the co Tact estimate column as opposed to completed to date column , as explained/the engineer , that the engineer draws the plans and estimated figures as to what is required to do the various 29 items as listed . It is noticed that where a constant solid price could be reached , there is no variation , but where pipe - -and blacktop for example - - is estimated , it varies more or less . The end result was the contract estimate of $ 194 , 735 . 00 and the completed job was $197 , 808 . 34 and quoted the attorney as " standard procedure : It was agreed that out of a $ 200 , 000 . 00 job , a difference of $ 3 , 000 . 00 is not bad . Mr . Hunt stated the blacktop deal is o . k . , too . The bid was let on the contract estimate . Driveways and roads were to be restored to their original conditions . The unit prices did not change -- it was the quantities estimated by the engineers which figures were based on . In answer to question of ': why do we bid " , is because each of these contractors put in _ a bid on items , the engineers have to approve it and the engineers know how far out of line they are but don ' t expect a firm estimate . This is why ? a resident engineer is on the job . The FHA engineers and Standard L Engineering have been over the whole system and both approve it . Compagni does MiChave to come back to fix end of last blowoff , cave - in in front of Huttunen ' s place and gauge on storage tank . There is also a problem with the clorinator , but is under guarantee and will be taken care of . Supervisor Cortright reviewed the final estimate from Standard Engineering Check book balance of tonight is $ 12 , 120 . 06 . On January 1 , 1970 , $ 2 , 000 . 00 will be due on the Principal and $ 3 , 760 . 00 due on the Interest . Compagni ' s bill of $ 14 , 233 . 14 and Standard Engineering bill of $ 709 . 01 leaves a short - age of $ 2 , 822 . 09 . Councilman Makie questioned where all the ..money went at which time the Supervisor went home for the checkbook and cashbook to be audited . An amount of $ 10 , 000 . 00 inquestion resulted in adjourning the meeting for August 25th at the Old Fire House in Danby with the engineer from Standard Engine? ring . ( OVER ) V RESOLUTION # 11 RESOLVED , that the Supervisor be authorized to pay Compagni Construction Co . $ 10 , 000 . 00 in part payment • of a bill totalling $ 14 , 233 . 14 . Seconded by Wright . 5 ayes , O ' noes , carried . There will be need to borrow money on a tax anticipation note . Makie moved to adjourn this meeting until August - 25 , 1969 at the old Danby Fire House . Seconder by Wilbur . 5 ayes , 0 noes , carried . Meeting adjourned at 9 : 30 P . M .
