This submission is for Concept Site Plan review for the property owned by 8961 Route 11 Properties, LLC for
the property located at 3871 West Road (NYS Route. 281) in the Town of Cortlandville, New York. The new
Automotive dealership is replacing the former dealership building that was destroyed by a fire. The 4.58-acre
property is in zone B-3 Planned Commercial Business District and also within an aquifer and wellhead
protection overlay districts. The project is subject to review by NYSDOT and NYSDEC.
Per the Cultural Resources Information System (CRIS) by Office of Parks, Recreation and Historic
Preservation (QPRHP), the property is located within an archaeological sensitive area and will require
submission and review by QPRHP.
A new 24,460 sf dealership building is proposed, complete with showroom, offices, service entry and service
department, is larger than the former building but will be located in a similar location on site. The site layout
provides accessible vehicular and pedestrian circulation, with dedicated sidewalks at the building for
pedestrians. A new asphalt parking lot will surround the building with a capability of holding 317 vehicles
which will be utilized for customers, employees, service, and inventory.
At the front of the lot, is an existing free-standing sign that is planned to remain.
Stormwater will be collected and treated via stormwater management facilities including subsurface
stormwater infiltration system, stormwater treatment swales, and stormwater infiltration basins. Soils on site
are A soils, which are suitable for NYS DEC best management practice storm water treatment facilities. A
stormwater Pollution Prevention Plan (SWPPP) will be completed for the project meeting the current New
York State Stormwater Management Design Manual.
