RE: 2023 CDBG Program Income Certification
As a past or current recipient of NYS Community Development Block Grant (CDBG) funds, you
are required to report annually on any Program Income (PI) received.
Program Income (PI) is any revolving loan payment, or gross revenue of at least $35,000,
received by your community that was generated from the use of NYS CDBG funds. The Office
of Community Renewal (OCR) requires the repayment of all PI that remained uncommitted after
March 31, 2019. Recipients of PI are no longer able to retain those funds for local use.
Please fill out the CDBG Program Income Report for the state fiscal year ending 3/31/23.
Do not mail or submit via fax. Retain a copy with local project files.
Return the form to OCRRenortsahcr.nv.eov and include the Communitv name and `2023 PI
Certification Form' in the subiect line.
The CDBG Program Income Report can be found at the CDBG website. Go to Forms and
Documents, and then CDBG Reporting.
This form must be signed electronically by the Chief Elected Official.
All uncommitted PI must be returned to the Housing Trust Fund Corporation (HTFC) according
to the instructions provided on the report form.
The report and any uncommitted PI must be returned to the OCR by 4/17/23, or funds may be
suspended. If revenues received did not exceed $35,000, bank account statements must be
submitted to the OCR. Uuon OCR annroval, recipients may transfer such revenues to their
general fund. On -going projects using pre -approved program income funds (committed prior to
4/1/19) should be complete. Please be prepared to provide status updates upon request. Please
note, funds from any on -going projects using pre -approved program income funds should not be
included in the reporting form when returned to OCR.
