TOWN BOARD MEETING The Regular Meeting of the Town Board of the Town of Cortlandville was held at the Peter Alteri Jr. Municipal Garage, 3587 Terrace Road, Cortland, New York with Supervisor Williams presiding. Members present: Supervisor, Thomas A. Williams Councilman, Jay E. Cobb Councilman, David J. Donlick Councilman, Jeffrey D. Guido Councilman, Gregory K. Leach Town Clerk, Kristin E. Rocco-Petrella Others present were: Town Attorney, John DelVecchio; Deputy Town Clerk, Abigail Albro; Others joining via Zoom video/telephone conference: News Reporter, Eddie Velasquez from the Cortland Voice. Supervisor Williams called the Regular Meeting to order. He explained that the purpose of the meeting was to pay outstanding bills before the end of the year. RESOLUTION #379 AUTHORIZE PAYMENT OF VOUCHERS – DECEMBER Motion by Councilman Leach Seconded by Councilman Cobb VOTES: AYE – Williams, Cobb, Donlick, Guido, Leach NAY – 0 ADOPTED BE IT RESOLVED, the vouchers submitted have been audited and shall be paid as follows: Funds A, B, DA, DB, Voucher #1770-1817 HG, SF, SS, SW General Fund A $ 76,764.25 General Fund B $ 16,164.30 Highway Fund DA $ 0.00 Highway Fund DB $ 65,120.53 Gutchess Lumber SC Project HG $ 0.00 C’Ville Fire District SF $ 0.00 Sewer Fund SS $ 13,071.21 Water Fund SW $ 16,585.74 Funds CD1, CD3, CD4 Voucher #10-11 BMills Rehab CD1 $ 0.00 Town Wide Rehab CD3 $ 2,250.00 Business Devl CD4 $ 0.00 Funds TA, TE Voucher #(None) Trust & Agency TA $ 0.00 Expendable Trust TE $ 0.00 Under new business, Town Clerk Rocco-Petrella explained she received a quote and proposal to preserve one of the Town’s vital records books. The proposal was signed in October 2022; however, the book was not shipped to the company until December and would not be completed until 2023. She requested the Board authorize the encumbrance of $1,590.00 from the 2022 Budget B4020.4 (Registrar of Vital Statistics) to pay Kofile for the preservation of the vital record book. The cost for the digitization of the records, in the amount of $232.50, would be paid from the 2023 Budget. RESOLUTION #380 AUTHORIZE ENCUMBRANCE OF $1,590.00 FROM THE 2022 BUDGET B4020.4 (REGISTRAR OF VITAL STATISTICS) TO PAY KOFILE FOR THE PRESERVATION OF ONE VITAL RECORDS BOOK Motion by Councilman Leach Seconded by Councilman Cobb VOTES: AYE – Williams, Cobb, Donlick, Guido, Leach NAY – 0 ADOPTED DECEMBER 28, 2022 TOWN BOARD MEETING PAGE 2 BE IT RESOLVED, per the request from the Town Clerk and Registrar of Vital Statistics, the Town Board does hereby authorize and direct the encumbrance of $1,590.00 from the 2022 Budget B4020.4 (Registrar of Vital Statistics) to pay Kofile for the preservation of one vital records book for the Town of Cortlandville, and it is further RESOLVED, the funds due to Kofile in 2023 for the digitization of the vital records book in the amount of $232.50 shall be paid from the 2023 Budget. Also under new business, Attorney DelVecchio recalled discussion had at the December 21, 2022 Town Board Meeting, regarding the drafting of a proposed local law that would address updates to the building and fire codes. While he had the draft local law prepared, he was not ready to present it to the Board until he spoke with the NYS Department of State to make sure the language was appropriate. Due to the holiday his phone calls remained unanswered. Attorney DelVecchio would report back to the Board at a later date. Supervisor Williams asked the Members of the Board if they had anything to report. Councilman Cobb asked what the rules were for parking on the side of the streets and mentioned a potential hazard with cars parked on Terrace Road near the entrance/exit to the Town Hall. Supervisor Williams explained there was overnight parking on Town roads from November 1 to May 1. He would contact the Sheriff’s Department and ask them to look into the matter. Supervisor Williams informed the Board he received notification that Financial Administrator, Megan Johnson received a B+ grade for the college accounting course she took last semester. The Board congratulated Ms. Johnson for her hard work. No further comments or discussion were heard. Supervisor Williams adjourned the meeting at 5:07 p.m. Respectfully submitted, Kristin E.
