Consider Adjournment Meeting of the Ithaca Town Board Thursday, October 5, 2017 at 5:30 p.m. „a BUDGET MEETING MINUTES Present: Bill Goodman, Pat Leary (VC), Tee-Ann Hunter and Rod Howe Absent: Rich DePaolo, Eric Levine, and Pamela Bleiwas Staff: Mike Solvig, Judy Drake, Bruce Bates, Sue Ritter, Jim Weber and Paulette Rosa 1. Call to order and Pledge of Allegiance—Meeting called to order at 5:32 p.m. 2. Presentation of the Town Supervisor's Tentative Budget for 2018 Mr. Goodman gave an overview of the proposed budget noting that the increases associated with additional personnel have been discussed at three different committees and the increase is needed due to the growth in the town as well as the increase in parks, trails and sidewalks. It is important that our staffing levels keep pace with our commitments and expectations of services. Mr. Solvig added that this is the first year of the Highway Part Fund and the removal of the Inlet Valley Fund. The levy increase is about 5.4%which is lower than expected due to the increase in assessed values in the town. The typical increase is 2.5%which will look different for different owners depending on whether their assessment went up significantly or not. Mr. Howe stated that he had no questions on the budget and he appreciates all the work that goes into it. He is happy to see the community services stayed the same. Ms. Hunter asked about the decrease in the Fire Protection portion and Mr. Solvig explained that we had expected a larger increase in our costs the last few years that has not materialized, in some ways the City's increase in assessed value and the grant for firefighters has helped defer that so we are using some of that money collected to offset the General Fund. Mr. Goodman stated that the board should think about including some money to begin evaluations of the Public Works Facility. The five-year plan has renovations happening both inside and out and with the increase in staff it is becoming more and more important to begin that process. 3. Consider approval of Elected Officials' salaries Mr. Goodman noted that the proposed increase is the same as the proposed 2%for staff. TB Resolution 2017- 117: Approval of 2018 Elected Officials Salaries Resolved, that the governing Town Board of the Town of Ithaca does hereby approve the proposed salaries for the elected officials for the year 2018 as; SUPERVISOR $ 55,995 (Paid Biweekly) (includes Supervisor's Administrative Function pay) DEPUTY TOWN SUPERVISOR $ 0.00 (Paid Biweekly) TB 2017-10-05 pg. I (includes Board Member pay) TOWN BOARD MEMBERS (5) $ 14,365 Each (Paid Biweekly) TOWN JUSTICES' (2) $ 23,850 Each (Paid Biweekly) and, be it further Resolved, the Town Clerk is hereby authorized and directed to publish said salaries as required by Section 108 of the Town Law. Consider approval of 2018 Office and Field Classification Wage Scales Mr. Goodman noted that the proposed 2% COLA was discussed at both the Personnel & Organization and Budget Committees and recommended by both (See Attachment). TB Resolution 2017- 118: Approval of 2018 Office and Field Classification Wale Scales Whereas, the Town Board established a Wage Scale, which sets the Hiring Minimum and Job Rate for each job classification, which may be increased each year based on a Cost of Living Adjustment(COLA); and Whereas, the collective bargaining agreement with the Public Works unit represented by Teamsters Local 317 established a 2% cost of living adjustment for 2018; and Whereas, after evaluating the Consumer Price Index (CPI-W) as well as other factors, the Town Supervisor and Human Resources Manager in preparation for the 2018 tentative budget recommended to the Personnel Committee a 2.0% Cost of Living Adjustment (COLA) to the 2017 Job Rate for all classifications in the Office and Field Wage Scales; and Whereas, the Personnel Committee reviewed and discussed the recommendation and recommends for the 2018 Wage Scales a 2.0% COLA on the 2017 Job Rate for all classifications in the Office and Field Wage Scales; and Whereas, the Budget and Finance Committee during its early review of the 2018 Budget projections discussed the Personnel Committee's recommendation, and concurred with the recommendation; now, therefore, be it Resolved, the Town Board of the Town of Ithaca does hereby approves the 2018 Office and Field Classification Wage Scales, which include a 2.0% Cost of Living Adjustment on the 2017 Job Rate for all classifications in the Office and Field Wage Scales. Consider setting a public hearing regarding the Town of Ithaca 2018 Preliminary Budget TB 2017-10-05 pg. 2 TB Resolution 2017 - 119: Set Public Hearing Re2ardin2 the Town of Ithaca 2018 Preliminary Budget Whereas, the Town Supervisor filed his 2018 Tentative Budget with the Town Clerk on September 24, 2017 and the Town Clerk presented it to the Town Board at its October 5, 2017 meeting, and Whereas, the Town Board discussed and considered the 2018 Tentative Budget; now, therefore, be it Resolved, that the Town Board accepts the 2018 Tentative Budget as the 2018 Preliminary Budget for the Town of Ithaca; and be it further Resolved, that the Town Board will hold a public hearing at 215 North Tioga Street, Ithaca, NY on the 16th day of October 2017 at 5:30 pm, for the purpose of hearing public comments on the Town of Ithaca 2018 Preliminary Budget. Consider setting a public hearing regarding a proposed local law to extend the moratorium on accessory dwelling units through December 31, 2017 Mr. Goodman explained that the Planning Committee has been working hard on this but in case we need an extension, now is the time to set the public hearing. There do seem to be some details and questions still to be worked out. The public hearing is on October 16th and there might be changes resulting from those comments which would put us past the expiration date of October 31, 2017. TB Resolution 2017-120: Setting a public hearing regarding a proposed local law extending the moratorium on new two-family dwellings and on the addition of a second dwelling unit to an existing one-family dwelling, through December 31, 2017 Resolved, that the Town Board of the Town of Ithaca will hold a public hearing at the Town Hall, 215 North Tioga Street, Ithaca, New York on the 16th day of October, 2017 at 5:30 p.m. for the purpose of considering a proposed local law Extending the Moratorium on New Two-family Dwellings, and on the Addition of a Second Dwelling Unit to an Existing One-family Dwelling, through December 31, 2017, and be it further Resolved, that at such time and place all persons interested in the proposed local law may be heard concerning the same; and it is further Resolved, that the Town Clerk of the Town of Ithaca is hereby authorized and directed to publish a notice of such public hearing in the Ithaca Journal and to post a copy of same on the signboard of the Town of Ithaca.
