HomeMy WebLinkAbout1968-01-04 117 TOWN OF DANBY TOWN BOARD MINUTES January 4 , 1968 The regular meeting of the Town Board of the Town of Danby was held at the Danby Fire House , Thursday , January 4 , 1968 at 8 : 00 P . M . Board Members Present : Supervisor James H . Cortright , Councilmen Donald Makie , Francis Wright and Town Justices Floyd Dorn . Absent : Town Justice Moses Peter Also Present : Zoning Officer Hatfield , Highway Superintendent • Chaffee , Mrs . Sue Hautala , John Myers , Alfred Schoneman , Willard Daetsch and Attorney Richard Thaler arrived at 8L50 P . M . r Supervisor Cortright called the meeting to orders Minutes of the December meeting were read and approved . COMMUNICATIONS No communications received by Clerk . Supervisor reported on communications he received . 1 . Telegram from Senator Robert Kennedy advising that Miss E sther Newberg has joined the staff as assistant for Economic Development . She will have an office in Syracuse , New York and Washington and will be available to Towns and Counties on Federal Assistance Programs . Supervisor will keep communi - cation . 2 . Notification from the State that Ithaca Insurance Agency has / . shown proof of insurance for a special hauling permit for h ighways . 3 . Letter from Transportation Commissioner regarding recent t ransportation bond advising what state aid is available as far as public transportation and aviation is concerned . .. 4 . Letter from the New York State Department of Equalization and Assessment advising that they will be doing a sample assessment in order to determine equalization rate . PRIVILEGE OF FLOOR None from the Board . John Myers asked about sewer extension south from the Melody Inn . Councilman Makie gave following answers : He talked best summer with Public Works people in Ithaca who could see no reason why an agreement could not be worked out bout generally that would take water too , which actually we don ' t need but the rate charged for sewage is based on the amount of water used , so could make complications . Problem of extending from Melody Inn is that getting up by Nelson Road or thereabouts and start downhill , need of a pumping station . However , could go up either from Ridgecrest Road or from Melody Inn up Nelson Road a ways but not through Troy • Road intersection , goes down again . It is limited to this extent , however , all these areas are in need of sewage treatment . To form a district takes an interested person in the vicinity to get to gether with neighbors and petition for a district and sure Town Board would continue from there . REPORTS ; OF COMMITTEES Highway e Supervisor Cortright met with Peter who has talked with Highway Superintendent Chaffee and were he here , would make the recommendation that he and Chaffee have agree on salary increases for the highway employees . Under New Business Zoning on Reported by Councilman Makie - Makie reported he has talked with Planning Beard Chairman Joe Short who said Jim Lee had been out of town past two or three weeks to be able to reach . The Zoning Ordinance is revised with the lawyer ' s changes and wording with the change of districts and coordinated with the zoning map . Waiting to be typed . . 128 _ Makie will contact Mt Short . Must locate the copy with these changes . Planning Board had lengthy meeting with Rick Dobson who proposes building a lake in back of present place , a shopping plaza within couple of milestof village and some type of development on trailer court and land opposite the Town Hall which is owned by Awad . Planning Board advises presenting any plans in writing with speci . fications . Fire « No = deport . Cemeteries - Reported by Justice Dorn - none • Insurance - Reported by Justice Dorn - -none Youth - no report . Refuse Collection and Disposal - Reported by Councilman Makie - none OLD BUSINESS Highway Superintendentes Report - Chaffee reported no better price on plow for the bucket loader , so will not buy new plow at this time . Recommended rebuilding a plow to fit the bucket loader . Board in agreement . Zoning Officer Hatfield - had no report . Monthly report was received . Planning Board - no ane present - no minutes presented . Appeals Board - no one present . Board of Assessors - no one present . West Danby Water District - Supervisor Cortright reported loan with FHA near closing . The right - of -way. across Dr . Reed to tank site is near completion as far as legal • work is concerned . In process of having an appraisal done on tank site and well site . Recreation Land - In West Danby , it was decided - to wait until the County Planning Board is functioning which is expected to sometime in June . At that time , they will furnish technical assistance to the Town of Danby Planning Board . The Danby Planning Board will be requested to make a study and survey of recreational requirements in West Danby . For land in the Jennings Pond area , Attorney Thaler asked on what basis does he negotiate - - for an option , an immediate sale purchase , how many acres of aind are wanted , in what location , how much- road frontage . Boynton ° s letter refers to being a parcel of land as agreed upon . The tax map will be referred to first . Town Board agreed to have Attorney' Thaler negotiate a purchase offer with a contingency of obtaining funds , for recreation land in the - Jennings Pond area . Survey for Gas Service - Supervisor has had no report on this . Street Light at end of Hornbrook Road - Supervisor Cortright checked with the maps and number of lights . There never was light at Hornbrook Road • corner . After some discussion as to where the Town should have lights , the Town Board - agreed to survey Routes 34 & i6 , Route 96B , an 129 and the Coddington Road to find out how many inter* sections are not lighted and plan for needs in next year 's budget . S ign for Justice Court at Fire House - Supervisor Cortright re - ported that Wayne Palmer is making a sign and post . Supervisor will talk with Jim Epp on getting sign lighted . Furnace for Town Hall - Supervisor did not draw specifications because of the need of money in the General Fund . There is coal at the Town Hall and Mr . Slights will build a fire anytime there . Salaries : RESOLUTION # 1 - 1968 SALARY INCREASES - HIGHWAY EMPLOYEES BE IT RESOLVED , that for the year commencing January 1 , 1968 , all employees of the Highway Department of the Town of Danby , be granted a 15 cent per hour increase in pay and that their salary as modified by the 15 cent per hour increase as proposed herein be and the same shll be their salary until modified by further resolution of this Board . Refuse Collection and Disposal - Moses Peter , Chairman Donald Makie Attorney Thaler commented that as the Town becomes more complex with their problems and as these committees function , 41) there - is no reason why - the committee people , when they run into a problem where they need legal advice , should hesitate to call upon the attorney either by telephone or in person , likewise as one of their clients . It would also be a great advantage to the Town Board and timesaving if the Committee is Chairman will draw up resolutions before the Town Board meetings . Must function like a business . Supervisor Cortright stated that progress is being made as far as committees are concerned and this was reflected here onight , in Mr . Peter ' s absence , a committee recommendation was brought before the Board . Councilman Makie related the Town ' s position greatly changed from eight years ago when he became acquainted with the Town Board . " The Town is at the threshold of having a lot of things happening , the water district is a good example . " The Town is functioning on pretty muchoof a shoestring and the goodwill of many people --primarily the Supervisor ' s part . The Town asks a . 131 a lot of the Supervisor . " With the workload he is expected to starry and to find then , unless he is independently wealthy , a job where he can do this . "We should be looking toward arranging finances in the Town and keeping this in mind- - that we make this eMentually to a full time position . " There is talk of sewage districts , we have lots of problems with our water district , growth in Danby will bring more problems . " Eight - years ago there wasn ' t a committee , we didn ' t know where our cemeteries were ; . " This relates back to the one person who really represents the Town- -that is the Supervisor . " We should be able to put this person , in time , in the position where he does represent the Town and do so on amore equitable basis . "There will always be one person when talking of the Town of Danby- - that is the Supervisor . " That person should have the - time and be paid , so he can be avail - . - able a significant portion of time - - not just evenings or take time off from work . " c Supevisor Cortright vouched for what Makie has said . It is a full -time job and has been able to - make good use of the time when he has been off from work . General Fund Bills - Dorn moved to pay General Fund Bills # 1 through # 8 as listed on Warrant 1 , totalling $ 846 . 65 . Seconded by Makie . 4 ayes , 0 noes , caried . Highway Fund Bills - Wright moved to pay Highway' Fund Bills # i through # 7 as listed on Warrant 1 , - totalling $ 767 . 60 . 4 ayes , 0 noes , carried .
