Cortland, NY 13045-5160 Town Of Cortlandville 3577 Terrace Road Cortland, NY 13045-3552 RE: Suit-Kote Terminal Tank Project Suit-Kote respectfully submits the enclosed plans, application, and related analysis for construction of 2 asphalt storage tanks at our Cortlandville Terminal site. The two proposed tanks will support Suit-Kote’s continued operation in Central New York, providing materials utilized by civil construction firms throughout the region in critical infrastructure projects. The tanks will be located in the existing containment of the terminal property, which will be upgraded to meet or exceed current environmental standards. The containment area will be impervious, per the industry standard Gulf Oil Field test, as is the case with all Suit-Kote Facilities. The capacity of the system will exceed the 110% capacity of the largest tank and storm water, ensuring high levels of safety and environmental protection. The tanks will be erected on reinforced concrete pads and placed in service in accordance with the highest standards of construction, testing, operation, and maintenance; as prescribed by the NY Department of Environmental Conservation (DEC), the industry reference American Petroleum Institute (API), and all other applicable standards, as is the case with all of Suit-Kote’s facilities. As one of the area’s largest employers, we are excited to embark on this substantial investment in our facilities and community with this upgrade to our existing industrial site, which is adjacent to other Industrial Zone 2 Properties. The Cortlandville Fire District had the opportunity to attend the Cortland County Coordinated Review Committee meeting on Friday January 6111, 2023 at 10 am regarding Suit Kote's application to add two asphalt storage tanks at their Cortlandville Terminal site; 3911 Route 11. This is the site of the previous fire that occurred on February 16`h 2022 While the Cortlandville Fire District based on information provided by Suit-Kote concedes the potential for these tanks to erupt in fire is minimal, the overall fire load at this facility is significant. The Fire District is requesting that Suit-Kote be required to install at least one fire hydrant prior to the railway crossing as pail of this application process. We have discussed this with Suit-Kote and the Cortlandville Water Department. A quote was obtained last year for informational purposes and provided to Joe Perrone, EHS Director Friday January 6", 2023 as it was indicated the cost to install said would hydrant would cost around $150,0000.00. The quote is from last year and enclosed with this letter but said cost then was $44,164.00. As has been discussed previously, the fire department needed to lay 3,000 feet of five -inch hose to reach the fire. This is not practical and is time consuming to accomplish allowing the fire to grow exponentially before adequate water flow can be established and applied to any fire. We also want to be very clear in stating we appreciate having Suit-Kote as a business and neighbor in our Fire District.
