Jonathan and a bystander removed an occupant from an overturned vehicle that was submerged in water. We commend Jonathan for his heroic service and are privileged to declare him a Recognized Citizen of Cortlandville. BRAVO! H.Old Business H-1 Aquifer Protection Permit Application of CP Read Realty LLC (Meldrim’s Paint), regarding proposed 6,000 square foot retail store and associated parking on a existing partially developed site located at 3975 NYS Route 281, Tax Map # 86.13-01-32.000 I.New Business I-1 Town Clerk I-2 Town Attorney I-3 Town Board Member(s) Report(s) I-4 Town Supervisor I-5 Grants: a.Receive &file correspondence dated December 1,2022 from the New York State Office of Community Renewal regarding notification that the Annual Performance Report for the 2021 Town-wide Housing Community Development Block Grant (CDBG)Project #287HR317-21 is due to be submitted no later than Friday, January 13, 2023. FINAL b.Receive &file grant award letter dated December 9,2022 from Empire State Development (ESD)regarding grant #120694 in the amount of $32,500 for Strategic Planning and Feasibility Studies at Gutchess Lumber Sports Complex. c.Receive &file correspondence from Christy Coon,William G.Pomeroy Foundation regarding a grant award for a historic marker to be placed at the South Cortland Cemetery. d.Resolution to authorize approval of payments (Drawdown #5 in the amount of $2,250.00)regarding the 2021 Town-wide Housing Rehabilitation Community Development Block Grant (CDBG)Project # 287HR317-21. I-6 Resolution to adopt the 2023 Holiday Schedule for Town employees. I-7 Resolution to adopt the 2023 Town Board Meeting Schedule held the first & third Wednesdays of each month with the exception of the first meeting in November and an extra meeting on the last Wednesday in December. Meetings will be held in person at the Peter Alteri Jr. Municipal Garage located at 3587 Terrace Road or via zoom. I-8 Resolution to approve Gutchess Lumber Sports Complex (GLSC) Phase 2 Smith Site Development, LLC Payment Application No. 3 (ESD Project No. 133,379) dated November 15, 2022 in the amount of $1,250,517.40. I-9 Resolution to acknowledge that the Comprehensive Plan Implementation Committee is an advisory board, therefore minutes are not required since there are no binding actions taken. I-10 Resolution to amend the Town of Cortlandville Personnel Policy (Employee Handbook) dated April, 2022 in regards to Vacation Leave. A correction will be made to reflect vacation leave provided to employees hired after September 1, 2016. The updated policy will replace the Personnel Policy last revised on April 6, 2022. I-11 Accept letter of resignation from Andrew Niver, Motor Equipment Operator (MEO) effective January 1, 2023 and authorize Larry Drach, Highway Superintendent to seek a Motor Equipment Operator (MEO) to fill vacancy at the Cortlandville Highway Garage. FINAL I-12 Resolution to authorize Larry Drach, Highway Superintendent to move Town Employee Nathan Hage from Motor Equipment Operator (MEO) to Heavy Equipment Operator with CDL effective December 21, 2022 at a rate of $27.59 per hour. Effective January 1, 2023 the rate will be $28.97 per hour. I-13 Town Board to adopt a resolution amending the previously adopted bond resolution dated January 5, 2022. I-14 Rescind Town Board resolution # 237 of 2022 and adopt new resolution with requested changes per New York State Parks, Recreation & Historic Preservation (OPRHP) regarding grant (not to exceed $500,000) for the Gutchess Lumber Park Development Phase 2 Project #21054. I-15 Receive & file Mobile Home Park Renewal Application for CNH Trailer Park for the year 2023 and resolution to renew the permit as recommended by Code Enforcement Officer, Desiree Campbell. I-16 Receive & file letter dated December 19, 2022 and revised Mobile Home park Inspection Summary from Code Enforcement Officer, Desiree Campbell regarding exterior property maintenance re-inspections of the Cortland Mobile Home Park and resolution to renew the permit as recommended. I-17 Authorize Supervisor to transfer the following funds from fund balances into the following reserve accounts per the 2022 Budget: - $50,000.00 from DB fund balance into Highway Equipment Capital Reserve Fund DB 231 - $15,000.00 from Water fund balance into Water Improvement Capital Reserve Fund SW 231 - $25,800.00 from Sewer fund balance into Sewer Improvement Capital Reserve Fund SS 231 I-18 Resolution to adopt the latest version of the Code Enforcement Rules by New York State for Part 1203 of Title 19 J.Executive Session or Attorney Client Discussion (if needed)
