Discussion : Junk cars : gener .11 consensus : removing of same proceeding very satisfactorily . Billboards aced signs : Mr . Muzzy agreed to see Mr . Hatfield periodically to check . Moved and passed that all signs and billboards be prohibited from now on unless in compliance with zoning . Reports and Letters : Mr . Arsenault on the request for • trailer park on the Coddington Road . According to the map , a portion of the land is not suit : ble . Residents passive for the most p rt . One lady reported she failed to sell a parcel of her land because of the report that a trailer park was to be constructed . Mr . Short read a letter from Mr . Kantor representing Mrs . Margery Treat . (Copies attached ) Mr . Short also reported a discussion with Mr . Ligouri , who stated "not without special sewerage treatment o = and an ok from the Board of He : lth . " Discussion followed . Moved by Darwin Geuther , seconded by George Arsenault that the Denby Planning Board does not approve of trailer p : rks anywhere in Denby . Motion passed . The Board took cognizant of an article appearing in the April Issue of the New York State P lanning News . Three p = ragraphs are attached to the minutes . The Board went on record as being in favor of continued membership in the "New York State Federation of O fficial Planning Org : nizations . " Bill for the $ 25 . 00 has been submitted to the Town Clerk for approval and payment by the Town Board . A letter from Mr . Joyce C X . Wang , Planning Consult : nt , of Troy , New York requesting copies of the Denby 701 plan was read by Mr . Short . The Bo == rd agreed that the booklets should be sent . A copy of a letter which was sent to Mr . Corturight was also read by Mr . Frank Ligouri concerning the Sanitary Land Use B ill . OTHER Motions Passed : ( 1 ) That minutes of the Town Board Meetings be made available to members of the Denby Planning Board . T Other Motions Continued : ( 2 ) that the Town Clerk , at a set fee , be made available for the taking. :' and typing of minutes of the Danby Planning Board meetings . ( 3 ) That the ; Planning Board be authorized by the Town Board to acquire options on properties on both sides of the Town Hall . . and across the road . If authorized Mr . Muzzy will negotiate . Short . i Oft 4;.:(& ) � I ` FROM APRIL " NEW YORK STATE PLANNING NEWS " The original cost of a new mobile home 1 is rarely that of the average house, and the market value of a used mobile home depreciates each year at least 5 percent of 1 its original cost. In contrast, in the pres- ent state of our economy, other types of real property typically tend to appreciate in value or at least to hold their original \value over a long number of years . Thus, § t is not to be unexpected that taxpayers and even town officials should sometimes think that mobile home owners are not in fact paying their fair share of real estate taxes . Considering these facts, what is the best approach for the town ? • The short term one is manifest : the community can be educated that a prop- erty tax on a mobile home, even if per- . fectly administered , will not raise as much revenue as a property tax on a conven- tional home . It could be that the mobile 'home is a more desirable type of neces- sary cheap housing for a town than other t`'pes ( i .e . , slums ) which also do not pro- duce as much tax revenue as single family lousing. I . A long term approach might be to . change the type of tax to one which pro- duces more revenue . For example, Cali- fornia and Colorado, two states with ap- preciably more mobile homes than New York State, impose " in lieu " taxes which are only partly based on value .
