Board Member Henry Hansteen noted the Norbut Enfield Project glare study waiver, and asked if that would be on the agenda. Board Chair Daniel Walker stated the glare study is available therefore a waiver would not be necessary. Town Clerk Ellen Woods intervened to direct interested people to the Norbut Enfiel d Project documents on the Laserfiche available through the town website www.townofenfield.org linked on the page of the announcement. The SEQR resolution is easily available as well through the link on the announcement. Board Vice Chair Henry Hansteen moved to approve January 6, 2021 Minutes and requested a second: Aaron Abb 2nd Vote: ALL YES Motion carried Minutes for January 6, 2021 were approved Board Chair Daniel Walker recused himself from voting on the Norbut project (due to his professional association with Labella Associates). Board Chair Daniel Walker appointed Alternate Member Aaron Abb as a voting member in his place regarding the Norbut Project. Board Chair Daniel Walker facilitated the meeting Acting Chair Michael Carpenter requested review of the resolution to approve the FEAF application. Parts 1, 2 and 3 were made available with screen sharing. Review of FEAF Part 1, Part 2 (SEQR) and Part 3 demonstrated compliance with the lead agency. A negative determination was declared therefore the Norbut Solar Farm Enfield Project is feasible in the proposed location in the Town of Enfield, NY. This action is Consideration of Site Plan Approval for four 5 MWAC solar arrays. The system will be interconnected with the NYSEG utility grid at a POC on Applegate Road. JRB Partners LLC, Owner; NSF Enfield applicant, Dan Huntington, Agent; and 2. This is a type 1 Action for which the Town of Enfield Planning Board is acting in an uncoordinated environmental review with respect to the Norbut Solar F arms Enfield proposal; and 3. The Planning Board, on February 3, 2021, has reviewed and accepted as adequate a Full Environmental Assessment form part 1, prepared and submitted by the Applicant; site plan drawings entitled “Enfield Solar Development” prepared by Labella, dated November 2020; and 4. The planning Board on February 3, 2021 has prepared a Full Environmental Assessment Form Parts 2 and 3; NOW, THEREFORE BE IT RESOLVED: That the town of Enfield Planning Board hereby makes a negative determination o f environmental significance in accordance with article 8 of the Environmental Conservation Law and 6 NYCRR Part 617 New York State Environmental Quality Review for the above referenced action as proposed, based on the information in the FEAF Part 1 and fo r the reasons set forth in the FEAF Parts 2 and 3, and, therefore, an Environmental Impact Statement will not be required. Site Plan Review and Solar Law Public Hearing requirements reviewed. ● And a request for more user friendly access to relevant information on the town website (a search feature) ● The town website migration and development are scheduled to be implemented later in the year.
