TOWN BOARD MINUTES
March 9 , 1967

The regular meeting of the Town Board of the Town of Danby
was held at the Town Hall at 8 : 00 P . M . Thursday , March 9 , 1967 .
Board Members Present : Supervisor James H . Cortright , Councilmen
Donald Barber , Donald Makie , Justices
Floyd Dorn andMoses . Peter .
Also present : Highway Superintendent Chaffee , Zoning Officer
Hatfield and Mrs . Joan Stewart , Mrs . Dorothy Zeh ,
Mrs . Harriet Moore , Mr . and Mrs . Doyle Webber ,
Alfred Schoneman , James Epp , Gary Bachelor , Hollis
Oltz , Fred Oltz , Jonathan Stout , Ted Merritt , Gould
Colman and Fred Thayer .
Supervisor Cortright called the meeting to order . Minutes
of the February meeting were read and approved .
COMMUNICATIONS
1 . From Mr . Sweet of the Ithaca City School District re : offer
of employment at the school for youth activities by person
who was refused because of age . Also Mr . Sweet will assist
in any way possible .
2 . Schedule of school activities from Mrs . Moore for the youth .
3 . Photostatic information for a capital program from Dr . Bryce .
4 . From Tompkins County Department of Health re : Control of Air
Contamination and Air Pollution from Open Fires .
PRIVILEGE OF FLOOR
None from the Board . •
Mrs . Dorothy Zeh said that she had been asked to be the
Town of Danby representative to the Tompkins County Women ' s
Republican Club , and accepted .
Mrs . Harriet Moore asked to make copies from the capital
program information which had been presented.
Mrs . Nan Webber presented a written schedule for school
activities .
COMMITTEE REPORTS
Highway - Peter reported that he had been asked about using the
waste oil from Morse Chain on dirt roads . In checking
with the highway superintendent , it was found to be
diluted with water , therefore unsuited for practical ume .
Zoning - Makie presented copies of the Town of Danby Road Name
maps to the clerk , to be issued at 25% each . A map to
be given to : . County Highway Department , Sheriffs Office ,
State Police , Post Office , 3 Danby Fire Houses , Assessors
Justices , Councilmen , Town Historian , Supervisor and
Ehgineer Towlson .
Makie advised the Town Board and Highway Superintendent
looking over a location of road access to water tank
with the possibility of a development .
Fire - none
Cemeteries - none
Youth - Barber reported there has been skating at Jennings Pond
and a dance is planned .

OLD BUSINESS
H ighway Superintendent Chaffee reported receiving a plan on a
h ighway storage building along with an estimate .
Zoning Officer Hatfield reported he has prepared for the County
Assessment office a list of new houses , with numbers , built in
the last five years . Also , Attorney Thaler has suggested that
Hatfield send letters . to violators of the junk car law with the
intent of cooperating with the law .
P lanning Board Chairman Fred Thayer reported possible changes in
the proposed revision of the 1958 zoning ordinance . Planning
Board has agreed to continue commercial zoning for all areas
so designated . on the 1958 map .

Board of Assessors - no one present
. Jennings Pond - progress 411
Troy Road Junkyard - Situation still the same . No meeting
scheduled between the attorneys .
West Danby Water District - Supervisor has contacted people
across the railroad and they do not wish to be
included in the district . There will be 100%
participation of those that are going to be included .
Sanitary Land Fill - still under negotiation .
Danby School as :regards youth - Schedule meeting between Dr .
Bardwell , Town Board , and Mrs . Webber and Mrs .
Moore for the purpose of establishing a schedule
for the use of the school .
NEW BUSINESS
RESOLUTION # 3 AUTHORIZATION TO POST TOWN HIGHWAYS
WHEREAS , the several members of the Town Board , Town of
Danby , County of Tompkins , New York , at a regulfar meeting of
the Town Board after due consideration of a request by the
Town Highway Superintendent for authorization. to post town
highways and regulate load limits therein as provided for by
law .
RESOLVED , that the Highway Superintendent be and is here -
by authorized to post said town highways as provided for by
Section 1660 , Subdivision 11 of the . Vehicle and Traffec Law
Manual and be it further
RESOLVED , that a certified copy be forwarded to the
Tompkins County Highway Department Superintendent and a certified
copy of this resolution be posted on the bulletin board at the
Town Clerk ' s office .

APPOINTMENT OF ASSESSOR - Makie moved to adopt a resolution in
appreiation of the late William
Bergman ' s services as Chairman of
the Board of Assessors .
Unanimously seconded .
Mr . Bergman be recognized for a letter of recommendation and
commendation for his services as Chairman of the Board of
Assessors for the Town of Danby . In that during the years
1964 - 1967 , he did an exceptional job in his position as
assessor of properties for, the Town of Danby .

Paul Smith , Chairman of the Danby Republican Committee submitted
their recommendation of Fred Thayer to serve as Chairman of the
Board of Assessors .
Makie made the motion to appoint Fred Thayer an assessor to
fill the unexpired term of the late William Bergman and to
serve as Chairman of the Board of Assessors . Seconded by Barber .

At this time Fred Thayer announced his resignation as Chairman
of the Planning Board to accept the appointment of assessor .
BOND FOR NEW HIGHWAY TRUCK - Peter moved that upon acceptance
III of the new highway truck by the
highway superintendent , the super -
visor be authorized to -make:
application to secure a bond for
payment of said truck .

ACCESS TORWATER TANK - Supervisor Cortright feels meeting should
be set up between owner Dr . Reed , Town
Board and Project Engineer .
DEPUTY TOWN CLERK - Peter moved to appoint Mrs . Priscilla Barber
Deputy Town Clerk , at an hourly rate of $ 1 . 50 ,
not to exceed $200 . 00 annually . Seconded

GENERAL FUND BILLS - Peter moved to pay bills # 34 through #42
as listed on Warrant #34, totalling
$ 2 , 013 . 85 . Seconded by Barber . 5 ayes ,

HIGHWAY FUND BILLS - Dorn moved to pay bills #23 through #35
I/ - as listed on Warrant #3 , totalling $1 , 367 . 53 .
