M . , Thursday , February 9 , 1967 Board Member present : Supervisor James H . Cortright , Councilmen Donald Makie , and Donald Barber , Justices Floyd Dorn and Moses Peter , Also Present : Zoning Officer Hatfield and Gary Bachelor , Vernon Underwood , Fred and Hollis Oltz , Reg Nelson , Mrs . Dorothy Zeh , Mrs . Marge Epp , Mr . and Mrs . Bill Miller , Mr . and Mrs . Charles Stewart , Mrs . Joyce Moore , Mrs . Harriet Moore , Rick Dobson , John Myers , Mrs . Marcia DeSa , and " Duke" Schoneman . Supervisor Cortright called the meeting to order . Minutes of the January meeting were read and approved as corrected . * COMMUNICATIONS 1 . Department of Audit and Control acknowledging receipt of Local Law No . 1 . 2 , Department of State acknowledging receipt of Local Law No . 1 , 3 . Reply from Supervisor to Evangeline Thatcher regarding trees in West Danby . Also to Margaret Adams and and an answer from Mrs . Adams . 4 . Department of Audit and Control with check of $ 354 . 41 in payment of town land acquired by the state . 5 . Letter of resignation by William Bergman , Chairman of Board of Assessors . PRIVILEGE OF FLOOR . None from the Board . Reginald Nelson asked if any thought had been given to changing the speed Limit through the village . Supervisor answered that this is regulated by the State , and asked that Mr . Nelson write the State Traffic Commission and send a copy of the letter to him so that he may back up this request . Mr . Nelson asked if he might made up preliminary plans for a highway _equipment storage building . Supervisor said that Mr . Chaffee was asked to submit to the Town Board what he needs in a building as far as size and cost estimates so to present these plans to Mr . Chaffee . This will be part of the Capital Improvements Program . Mrs . Joyce spoke that she brought four boy scouts from Troop 49 who are working on their citizenship and community merit badge and this is one of the requirements . " Duke" Schoneman asked about any correspondence on meeting with the Board of Education regarding use of the Danby School . The supervisor answered , " yes , we have some and it appears that we are going to have some success . " He has a letter drafted to go to the president of the Community Council explaining the whole situation as seen _at this point . There will have to be supervision and believe an _arrangement may be worked out whereby this may be a local person , one that would be on the school payroll and paid by the school and then the town will reimburse the school for these expenses . This will be over and above any youth appropriation . All the activities will need to be scheduled thatf are in the , school . They will need to be pre - scheduled and in talking with Dr , Bardwell , it was generally agreed , for the purposes of getting started and possibly to continue , providing this works as is expected , six months ' schedule ahead . • The Town Board will act as a clearing house as far as the scheduling is concerned . " Duke" asked about >: the pond situation . Supervisor Cortright apologized for a letter missed under communications and had the clerk read a letter addressed to the State Parks Commission informing them that the work on Jennings Pond is completed with the exception of some trimming up , including figures on the use of the pond during the simmer 1966 . " Duke" asked if the Town Board is doing anything toward a Capital Improvements Program . Supervisor replied , " yes , and needs estimates , building sizes and cost estimates on construction for all the projects before a capital improvement program can be developed . The highway superintendent is responsible for getting figures on the highway equipment storage area , 78 the Fire Commissioners will supply the information regarding estimated cost of building construction , equipment , etc . "This is ;their responsibility and the supervisor made it clear the the TOWN BOARD IS NOT RESPONSIBE FOR THE CONSTRUCTION OF A FIRE HOUSE OR FIRE HOUSES , THE PURCHASE OF EQUIPMENT , ETC . , absolutely not the - case ," Makie injected , " It is against the law , at present . " Supervisor continued , " as far as the youth building is concerned , a letter being prepared to the CommunitycCouncil president indicates what is needed in order to proceed toward a capital improvements program including a youth building . "Figures are needed before a capital improvements_ peogram can be developed . Supervisor outlined how the town board will approach priority of a program : 1 . askrfor figures , building sizes types and cost estimates . - 2 , hold a public information meeting where all the figures will be gone over for the benefit of the public . - 3 . then hold - a referendum - so that each - person in the town , who desires , may indicate byrvote , which building has priority of feels that it should be none . c "A referendum would not be binding - - only a tool to assist the Town B oard , and will remain the responsibility and prerogative of the Town B oard . V Mrs , Harriet Moore thanked the Town Board for going to the Board Of - Education . • Mrs . Joan Stewart asked when the public information meeting will - be held , to hwich the supervisor answered , " as soon as Town Board gets figures on costs ; " John Myers asked if any plans of extension of the Ithaca Sewer System into the Town . Town Board answered , "no , density of our population and topography is against this . There is _ a sewer study in the Town along with Caroline and Newfield at present . " • Mr . Myers asked about Committee Reports regarding January minutes . Each Board member outlined duties to their respective committees . COMMITTEE REPORTS • Highway - none Fire a Town Board met with the Fire Commissioners to discuss the water district . Supervisor will go to the engineer and askdhow he will derive - at cost per hydrant per month , in progess of refigura in g . Youth - Barber reported that use of school for the youth had been discussed . A hayride and a dance have been held . Cemeteries - Dorn reported on Huttunen ' s completion of work on Peter Cemetery . He has talked to highway superintendent regarding updating cemeteries , but with the present labor force , this could not be continued . OLD Insurance - Peter reported the Deputy Clerk in West Danby is now bonded .. BUS INESS - al' brio!. Zoning ® Hatfield reported the Junk Car Law goes in effect February 21 , 1967 . ` P lanning Board - no one present - Appeals Board - no one present Chairman of Assessors - absent J ennings Pond - letter read under Privilege of the Floor Troy Road Junkyard and Sanitary Land Fill - still negotiating • - West Danby Water District - Supervisor reported that •he and Makie met with the engineers who are going ahead to establish boundaries . -Dofhave a - local surveyor . Town Office Building - discussed under Privilege of the Floor . Road Maps - Councilman Makie showed Town of Danby Road Maps . c C ' Peter moved that the road map , presented by Makie , be the official o d, name map for the Town of Danby . Iaie seconded . 5 ayes , 0 noes , carried . Audit of former Justice Makarainen ' s books - Ployd Dorn reported that the audit of Justice Makarainen ' s books is completed . N EW BUSINESS Supervisor said the Town Historian has asked for an appropriation to cover the cost of some typing along with the DeWitt Historical Society doing a pamphlet on the history of the Town . - Makie moved that the Town Board appropriate $ 50 . 00 to the Town Historian toward costs in compiling a pamphlet on the history of the Town .
