M . Present : Supervisor James H . Cortright , Justice Moses Peter and Councilmen Donald Barber and Donald Makie . Absent : Justice Henry Makarainen Chaffee Others Present : Highway Superintendent / and Zoning Officer Hatfield , Fred Thayer , Darwin Geuther , Mrs . Mildred Weitzel , Herbert Muzzy , Joe Short , Alfred Schoneman , Wendell Bryce , Dick Bethke , Mrs . Charlotte Hautala , Mrs . Sue Hautala , Ralph Wilbur , Mr . and Mrs . Robert Winnickey , Mr . and Mrs . Clifford Hill , Mervin Hammond , Richard Ryant , Ronald and Lawrence Elia , Edward Hill , Francis Tober and John Teti . Supervisor Cortright called the meeting to order . Minutes of the October meeting were read and approved . COMMUNICATIONS 1 . Information Bulletin concerning reapportionment action in Counties in New York State . 2 . From Department of Audit and Control re : Town Highway Superintendent ' s salary to be paid from Town General Fund . 3 . From Department of Public Works with Certificate of Insurance for Permits on State Highways . 4+ . From the State of New York Department of Health - Subject : Engineering Reports Wastewater Facilities Projects . 5 . From State of New York Department of Health - Subject : Temporary Financing Sewage Works . 6 . Association of Towns re : Town ' s dues in the association . 7 . From Department of Agriculture and Markets re : Dog Enumeration . 8 . The Standard Engineering Corporation Re : Proposed Public Water Supply in West Danby . 9 . Resignation from Justice of the Peace Henry Makarainen . PRIVILEQ OF FLOOR Justice of the Peace Peter proposed that the Town Board take immediate action to fill Justice Makarainen ' s office as there is a school at Cornell starting November 18 that is first needed to perform any judicial duties . Fred Thayer , Chairman of the the Danby Planning Board led a discussion , involving the above - mentioned present , on the Conservation Districts . Joe Short , commended work done on south end of Nelson Road . Wendell Bryce thanked the Board for $ 2000 . 00 allotment for Danby Youth . REPORTS OF COMMITTEES Highway - none Zoning - Councilman Makie reported he has not heard word about Town Highway Maps . Clerk to write Regional Planning Board that Town Board has requested an answer as to where are the town highway maps . . . Fire - none Insurance - none Youth - none 64 OLD BUSINESS Highway Superintendent Chaffee reported that the new cinder spreader is ready . Zoning Officer - no report P lanning Board - no report Appeals Board - no one present B oard of Assessors - no one present Jennings Pond - Supervisor Cortright reported boat launching site is in , and pipe will be delivered this week . C Troy Road Junkyard - no report from lawyer . { W est Danby Water District - no further report Town Office .Building - Discussion followed on renovating a part of Town Hall for a more suitable place to meet . Sanitary Land Fill - no . report . , NEW BUSINESS Supervisor Cortright handed to each Board member a copy of the proposed local law regarding junkyards , in its final form , who must retain their copy for at least 7 da endar days , exclusive of Sunday , before final passage . After the 7 day requirement , a public hearing must be held with notice published once in the Ithaca Jouranl at least 5 . days bef ore the meeting . . D og Enumerators - Peter moved to appoint Paul Hoover and , Gould Colman as dog enumerators for the Town of Denby , year 1966 . Seconded by Barber , 4 ayes , 0 noes , carried . G eneral Bills - Makie moved that General Bills totalling $ 268 : 10 #91 through #99 as listed on Warrant 11 be paid . Seconded by Barber . 4 ayes , 0 noes , carried . Highway Bills - Barber moved that Highway Bills totalling $ 815 . 26 # 100 through # 109 as listed on Warrant 11 be paid . Seconded by Peter . 4 ayes , 0 noes , carried .
