I-6 Resolution to authorize the relevy of delinquent Water and Sewer
accounts to the 2023 Tax Roll of the Town of Cortlandville. The total
amount relevied for water is $15,250.08 and the total amount relevied for
sewer is $16,260.87.
I-7 Receive & file the Cortland County Planning Department Review &
Recommendations dated November 10, 2022 regarding the Aquifer
Protection Permit of CP Read Realty, LLC and set a Public Hearing date
of December 21, 2022 at 5:00 p.m.

22-32 dated November 16,2022 regarding the Aquifer Protection
Permit of CP Read Realty, LLC located at 3975 Route 281

I-8 Receive & file the Final Press Release and Ratings & Assessments Chart
dated November 21, 2022 from Moody’s Investors Service. Moody’s has
affirmed Issuer Ratings and Debt Instrument Ratings of 1104 U.S. cities
and counties. The Town of Cortlandville has been listed with a continuous
rating of Aa3.
I-9 Resolution to authorize Highway Superintendent, Larry Drach to purchase
a 2023 International HV513 SFA Truck ($137,819.00), Viking-Cives
Plow/Body Package ($95,352.52) and a 7 year warranty ($4,300) for a
total of $234,680.12 from Allegiance Trucks, Liverpool, New York.
I-10 Receive & file the Mobile Home Park Renewal Application for Cortland
Estates Mobile Home Park for the year 2023.
a.Receive &file Mobile Home Park Inspection Summary from Code
Enforcement Officer,Desiree Campbell regarding an exterior
inspection of Cortland Estates Mobile Home Park completed on
October 12,2022.A re-inspection will be conducted as violations
exist.Code Enforcement Officer recommends no action at this
time until violations are cleared.
I-11 Receive & file the Mobile Home Park Renewal Application for Landmark
Mobile Home Park and authorize the renewal for the year 2023.
a.Receive &file letter dated December 02,2022 from Code
Enforcement Officer,Desiree Campbell regarding a completed
exterior property maintenance inspection of the Landmark Mobile
Home Park on October 11,2022.No violations were noted at the
time of inspection and Code Enforcement Officer recommends the
Town Board to approve the submitted renewal.
I-12 Receive & file letter dated November 15, 2022 from Code Enforcement
Officer, Desiree Campbell regarding a completed exterior property
maintenance inspection of the CNH Mobile Home Park on October 14,
2022. A few items need attention which are in the process of being
handled by the park manager.
I-13 Receive & file the Speed Limit Reduction Request correspondence dated
November 28, 2022 from New York State Department of Transportation in
regards to receiving the recent filing of a speed limit reduction request for
Highland Road and Hoy Road in the Town of Cortlandville.

I-14 Set a Public Hearing date of December 21, 2022 at 5:00 p.m. to be held
at the Peter Alteri Jr. Municipal Garage, 3587 Terrace Road regarding the
Aquifer Protection Permit Application of CP Read Realty, LLC, 3975 NYS
Route 281, Tax Map # 86.13-01-32.000.
I-15 Resolution to acknowledge the receipt of 2017 Empire State Development
(ESD) Grant # AC571 in the amount of $862,467.16 as of November 18,
2022 and authorize the repayment of $682,798.21 back to the Water
Account with an interest amount of $331.05.
I -16 Authorize Supervisor to sign Change Order # 4 effective December 08,
2022 in regards to Gutchess Lumber Sports Complex Phase 2
construction change of contract times. Due to the weather certain items
will be completed in the spring. Substantial completion is expected by
December 30, 2022 with Final completion expected by June 02, 2023.
I-17 Resolution to authorize Larry Drach, Highway Superintendent to hire Teri
Thorington as a part time cleaner for the Cortlandville Highway Garage
with a wage of $18.00 per hour effective 12/08/2022. Clay Walker has
retired effective 12/08/2022 leaving a vacancy.
I-18 Resolution to authorize Larry Drach, Highway Superintendent to
purchase a welder in the amount of $6,500 and air compressor in the
amount of $3,000 which are both needed for assisting the Highway
Department to continue serving the needs of the Town.
I-19 Resolution to authorize the annual clothing allowance for Highway
Department employees as $600 per employee for each year to be used
towards the purchase of work related clothing.
I-20 Resolution to authorize the Town Board to sign the Commercial Crime
Coverage Policy for the Town of Cortlandville for the year 2023.
I-21 Resolution to authorize the Town to enter into a continued 6 month lease
agreement between the Town of Cortlandville and Versatile Office Trailers
regarding the existing 10x40 office trailer at Gutchess Lumber Sports
Complex for the amount of $4,548.00. The trailer is used as an office
space for our Parks & Recreation Director, onsite staff, as well as a
meeting space.
I-22 Resolution to authorize the relevy of unpaid Fire & Safety Inspection fees
to the 2023 Town & County Tax Bills.
