TOWN OF DANBY
TOWN BOARD MINUTES
October 6 , 1966
The regular meeting of the Town Board of the Town of Danby was
held at the Town Hall , Thursday , October 6 , 1966 at 8 : 00 P . M .
Present : Supervisor James H . Cortright , Justices Henry Makarainen ,
Moses Peter , and Councilmen Donald Barber and Donald Makie .
' Also present : Highway Superintendent Chaffee , Assessor William
Bergman , and Mrs . Harriet Moore , Alfred Schoneman and
Woitto Lehto .
Supervisor Cortright called the meeting to order . Minutes of
the September meeting were read and approved .
COMMUNICATIONS
1 . From Attorney Thaler re : Proposed Zoning Ordinance . Also memo
to please advise re Wiggins ' clients in agreement to sit down
and discuss details on sale of 50 acres and rest of items .
2 . From Mayor Johns to Congressman Howard Robison re : "South
Aurora Street Problem " .
3 . To Glens Falls Insurance re : Inspection of Town of Danby
Highway Department .
4 . To George McKnight in Buffalo from Ithaca Regional Planning
Board , expressing their confidence in Danby ' s present and
future planning program .
5 . To Edgar Sebring from Supervisor re : Youth Program pre - audit
sheet and claim and requesting meeting with Town Board and
persons handling youth program .
6 . To Ithaca Agency re : Liability Insurance for Highway Work Permits .
7 . From Miss Thatcher , West Danby re : 2 large elms near her residence .
8 . Resolution adopted by County Board of Supervisors providing for
a partial tax exemption of real property owned by certain
persons with limited income , 65 years of age or older .
9 . From City School District , Ithaca , outlining lectures to be
held regarding city and regional planning .
10 . From State Department of Public Works regarding Town Highway
Improvement Program .
11 . From State Department of Public Works re : state requisition of
property from the Town .
12 . From State Traffic Commission re : regulation of traffic and the
use of traffic control devices .
PRIVILEGE OF FLOOR
None from the Board .
"Duke " Schoneman renewed Community Council ' s invitation to attend
their meetings . Supervisor Cortright said he enjoyed their Annual
Meeting . Regarding Jennings Pond , " Duke " has fertilized and seeded
lawn area and graded top soil which will be fertilized and seeded .
Supervisor asked if any expense is involved to which Mr . Schoneman
said , "No " . Duke also feels the Capital Improvements Program is
a good thing and has volunteered his help .
Mrs . Harriet Moore referred to September minutes about " engaging
an architect " . Supe rvisor answered , " Yes , in process " .
REPOTS OF COMMITTEES
ITTEES
Highway - none
Zoning - Councilman Makie reported he has not heard from Regional
Planning Board , regarding maps .
Fire - none
Cemeteries - Justice Makarainen reported Mr . Huttenen has started
work on Peters Cemetery .
Insurance - Peter had a call from Scott , Jr . On insurance policy
premiums for coming year .
Youth - none

OLD BUSINESS
H ighway - Superintendent Chaffee reported one Erwin Project finished .
( South end of Nelson Road ) . Pipe has been replaced by
Jennings Pond brdge . Aluminum hard hats have been pur
chased for highway department men . Trees , which Miss
Thatcher refers , have been looked into , but thought the
job was more than they had the equipment for . Chaffee
has made one contact , needs someone to handle chain saw .
Peter recommended George Payton .
Mr . Chaffee would like to have a cinder spreader for
this winter , costing around twenty - six to twenty - eight '
hundred . Supervisor Cortright said it is possible to I
make this purchase from - Item 3 of the Highway Fund ,
but will have to advertise for bids .
Zoning - Officer Hatfield submitted a permit report to October
1 , 1966 . c
P lanning Board - no member present .
Appeals Board - no member present . •
B oard of Assessors - Chairman Bergman reported minor discrepancies
found on the assessment roll . He spent some time going
around Town . Supervisor asked about order of a griev -
ance notice . " How is an increase notified ? " Bergman
answered , " By 1st class mail . " Referring to how the
tax exemption will effect the total assessment roll ,
Mr . Bergman has no idea how it will effect tax roll ,
but feels it 'behooves the town Board to grant the
exemption , highly recommends the town board ' s considera -
tion ' .
Jennings Pond - Supervisor Cortrtght read the specifications on
Jennings Pond , which he drew up . On file in Town
Clerk ' s office . Bids to be opened October 14 , 8 : 00 P . M .
Troy Road Junkyard - Meeting is scheduled for October 14th with
Attorney Thaler and Danby Planning Board on junkyard
and proposed zoning ordinance .
W est Danby Water District - Supervisor Cortright reported that
the Engineer says a resurvey will be done . Jim has
been approached by MacDaniels in West Danby as to
w hether water can be extended to his place , which
Jim will find out from the Engineer .
With more information needed , the Town Board, is
n ot in a position to establish a water district .
Town Office Building - Supervisor has talked with architect ,
Bagnardi who has been out once and will come to talk
w ith the Town Board .
Sanitary Land Fill - to be discussed at a later date .
Town Retirement Program - removed from agenda .
Tax Exemption for the Aged - Resolution #7 adopted by Justice
Peter . Seconded by Councilman Barber . 5 ayes ,

State Aid on Youth - Supervisor Cortright went over vouchers - •
which have been incorrect .
Preliminary Budget - To be prepared October 10 , at 8 : 00 P , M .
at the Town Hall .

Highway Bills = Peter moved that Highway Bills totalling
$ 1 , 460 . 36 #86 through #99 as listed on Warrant 10
be paid . Seconded by . Ma kie . 5 ayes , 0 noes , carried .
General Bills - Barber moved that General Bills totalling
$ 240 . 50 # 80 thorugh #90 as listed on Warrant 10
be paid . Seconded by Peter . 5 ayes , 0 noes , carried.
Supervisor ' s Report - Peter moved to accept the Supervisor ' s
Report . Seconded by Makarainen . 4 ayes , 0 noes ,
carried .
Barber moved to adjourn .at 11 : 00 P . M .
