TOWN OF DANBY
PUBLIC HEARING MINUTES
September ' 22 , 1966
Pursuant to a motion adopted by the Town Board of the Town
of Danby on September 1 , 1966 , the said Town Board held a
P ublic Hearing at the Grange Hall , 5 Valleyview Road , West
Danby , New York , Tompkins County , on September 22 , 1966 at
8 : 00 P . M . regarding formation of the West Danby Water
D istrict

III 'Own Board Members Present : Supervisor James H . Cortright ,
Councilmen Donald Makie , Donald Barber and Justice Henry
Makarainen . Justice Peter arrived at 9 : 00 P . P .
Also present : Engineer Frank Hughes of the Standard Engineering
Company , Town Attorney Manley Thaler and
58 residents of West Danby .
H eating was called to order by Supervisor Cortright who
introduced . Frank Hughes to give a history of the water
district planning .
Mr . Hughes ' report consisted of design ; outline specifications ;
estimated construction and operating costs ; estimated total
costs including engineering , legal , land acquisition , and
administration ; financial data relating to debt service ,
approximate cost per User , monthly income from typical water
rates schedule , etc . ; conclusions and recommendations .
Alternate designs have been " A " with no fire protection
and " B " with limited fire protection
A complete report is on file in the Town Clerk ' s office .
Mr . Manley Thaler , Attorney for the Town outlined the Town ' s
procedure in implementing a water district .
There being no opposition from the public for a water district ,
the following comments were made :
Harold Cook - " need the fire protection , so favors plan " B "
Roy Casterline - ' Tavors it , but does not go by his home "
received 4n answer that this can be provided for .
George Potter - " boundaries of district are important to many
people " - - questioned north end line residents .
The engineer stated that before final plans are
made a survey will be made of houses . District
can always be extended .
III Walt Chapman - expressed appreciation to the Town Board for
seeing the need for a water district and
undertaking to do something about it .
Supervisor Cortright anticipated the passage at the October 6
Town Board meeting of a resolution establishing the West Danby
Water District .
Public Hearing adjourned at 11 : 30 P . M .
