Special Town Board Meeting

Present: Town Supervisor Beth McGee, Town Councilperson Virginia Bryant, Town Councilperson
Mike Carpenter, Town Councilperson Mimi Mehaffey, Town Councilperson Becky Sims, Town Clerk
Alice Linton, Deputy Town Clerk Sue Thompson
Supervisor McGee called the meeting to order at 6:10 p.m. Town Clerk Linton lead the assemblage in
the Pledge of Allegiance to the Flag.
Privilege of the Floor: No one wished to speak.
Old Business:
Cemetery Maintenance RFP:
Supervisor McGee stated B&B Landscaping rescinded their bid due to a misunderstanding of the scope
of the work to be performed. Their bid did not include maintaining back areas of the cemeteries. The
other bid received was based on acreage, so it did include the back areas. The acreage was included in
the RFP. The back area was not done in the first mow. The second bidder would include clean-up of the
back areas in their bid. There are clearly headstones in the back areas of the cemeteries and the acreage
included those areas. The second bid was from Matt Lincoln for $900 per month. Supervisor McGee did
amend the contract, with the Board’s instructions, with the rear sections of both Christian and
Presbyterian Cemeteries included and changing so the mowing for July 4th and Labor Day would be
done up to two weeks prior to those holidays.
Councilperson Carpenter moved, with a second by Councilperson Sims to rescind the contract with
B&B Landscaping.
Vote: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye,
Councilperson Sims aye, Supervisor McGee abstain. Carried.
Councilperson Carpenter moved, with a second by Councilperson Sims to award the bid for cemetery
mowing to Matt Lincoln at $900 per mow for four cemeteries, based on acreage, approximately once a
month; and authorize the supervisor to sign a contract with Matt Lincoln as amended at the June 12, 2019
Town Board meeting.
Discussion: Supervisor McGee mentioned contracts with cemetery maintainers often run through September.
The Cemetery Committee opted to go through October.
Councilperson Mehaffey recommended that at the end of the year there be a discussion with Matt Lincoln to
determine if he would recommend mowing more often during some periods and less during others.
Supervisor McGee reported funds have already been allocated for this expense.
Vote: Councilperson Bryant aye, Councilperson Carpenter aye, Councilperson Mehaffey aye,
Councilperson Sims aye, Supervisor McGee aye. Carried
Councilperson Sims asked to explore the question of no longer selling cemetery plots.

Supervisor McGee stated there are different thoughts on that. The Town Clerk and Deputy Town Clerk
have put together their thoughts on the matter. One possibility would be allowing cremations only. Deputy
Clerk Sue Thompson estimated there are about 80 unsold plots, which are all in the Christian Cemetery.
These sell for $300 per plot.
Councilperson Carpenter suggested reducing the price of plots and setting a time to stop selling plots.
Deputy Clerk Thompson suggested the cemeteries could be closed without selling more plots, but that would
need to be a decision that would take more thought. Councilperson Carpenter suggested that residents should
have time to purchase a plot if they had been considering doing so.
Councilperson Carpenter moved to sell plots for $50 each, for cremation only, over the next 2 years, making
this very clear that sales will be closed in 2 years and that will be the Town’s policy. Supervisor McGee
seconded this motion.
Discussion: Supervisor McGee suggested that an assessment be done with Matt Lincoln, Town Clerk Linton
and Deputy Clerk Thompson on what spaces are still available.
Councilperson Mehaffey mentioned the way this is presented to residents would be very important.
Everyone in the town would need to be notified. She liked the direction this is going and would like the
Town Board to work with the Cemetery Committee on recommendations.
Bob Lynch was recognized by the supervisor to give his comments. He stated the discussion of closing
cemeteries was not on the agenda. The Town Board has a policy of not moving forward on an item until the
public has the opportunity to comment.
The motion on the floor was tabled. Councilperson Carpenter asked to have this on the agenda for the
regular July meeting for discussion, and have a vote at the August regular meeting.
Adjournment: Supervisor McGee adjourned the meeting at 6:45 p.m.
