Reason for site visit: The purpose of this visit was to meet with a representative from the Town of Harford and Mary Ericson FEMA
PAC for Cortland County to inspect sites damaged by the recent flood during disaster FEMA -1650 DR -NY to determine debris
related issues, the extent of the damages, and eligibility tender the Public Assistance Program.
Observations:
Site 1: The East Branch of Owego Creek behind a mobile home located at 1114 Route 221 in Harford. During FEMA -1650 DR -NY
flood waters eroded a section of maintained lawn treasuring approximately 2001 x 30'W x 8'D exposing a gas main that runs
though the creek. The Town representative was worried that debris will come downstream and damage the exposed pipe. The home
is approximately 300' away from the creek; the gas main is owned by a private company and the applicant was unsure what the
name of the company was. Due to the level of the water we were unable to determine what if any debris is in the creek. However as
far as could be determined there is no eligible applicant at the site so the site is not eligible for Category A public assistance.
Applicant has no other eligible damages from this declared disaster.
Resolutions:
Site 1: The PAC/PAL team should make sure that the Town of Harford has notified the owner of the gas main about the exposure
and the possibility of damage.

REASON FOR SITE VISIT: THE PURPOSE OF THIS VISIT WAS TO MEET WITH A REPRESENTATIVE FROM THE TOWN OF HARFORD
AND MARY ERICSON, FEMA PUBLIC ASSISTANCE COORDINATOR FOR CORTLAND COUNTY TO INSPECT SITES DAMAGED BY THE
RECENT FLOOD DURING DISASTER FEMA -1650 -DR -NY TO DETERMINE DEBRIS RELATED ISSUES, THE EXTENT OF THE DAMAGES
AND ELIGI$ILITY UNDER THE PUBLIC ASSISTANCE PROGRAM.
OBSERVATIONS: THE EAST BRANCH OF OWEGO CREEK BEHIND A MOBILE HOME LOCATED AT 1114 ROUTE 221 IN HARFORD.
DURING FEMA -1650 -DR -NY FLOODWATERS ERODED A SECTION OF MAINTAINED LAWN MEASURING APPROXIMATELY 200 FEET
LONG X 30 FEET WIDE X 8 FEET DEEP EXPOSING A GAS MAIN THAT RUNS THROUGH THE CREEK, THE TOWN REPRESENTATIVE
WAS WORRIED THAT DEBRIS WILL COME DOWNSTREAM AND DAMAGE THE EXPOSED PIPE. THE HOME IS APPROXIMATELY 300
FEET AWAY FROM THE CREEK; THE GAS MAIN IS OWNED BY A PRIVATE COMPANY AND THE APPLICANT WAS UNSURE WHAT THE
NAME OF THE COMPANY WAS. DUE TO THE LEVEL OF WATER, WE WERE UNABLE TO DETERMINE WHAT IF ANY DEBRIS IS IN THE
CREEK. HOWEVER, AS FAR AS COULD BE DETERMINED THERE IS NO ELIGIBLE APPLICANT AT THE SITE SO THE SITE IS NOT
ELIGIBLE FOR CATEGORY 'A' PUBLIC ASSISTANCE.
APPLICANT HAS NO OTHER ELIGIBLE DAMAGES FROM THIS DECLARED DISASTER.
RESOLUTIONS: THE PUBLIC ASSISTANCE COORDINATOR/PUBLIC ASSISTANCE LIAISON TEAM SHOULD MAKE SURE THAT THE
