HomeMy WebLinkAbout11-20-17-Special-Meeting Town of Enfield Special Town Board Meeting Enfield Town Hall Monday, November 20, 2017 6:30 p.m. Present: Town Supervisor Ann Rider, Town Councilperson Virginia Bryant, Town Councilperson Beth McGee, Town Councilperson Becky Sims, Town Clerk Alice Linton. Absent: Town Councilperson Mike Carpenter. Supervisor Rider led the assemblage in the Pledge of Allegiance to the Flag at 6:35 p.m. Privilege of the Floor: Town Clerk, Alice Linton, presented information from Bookkeeper Debby Kelly regarding payment to the NYS Retirement System. If payment is made prior to December 15, 2017 instead of prior to February 1, 2018, the Town would save approximately $500. Supervisor Rider stated she is concerned about cash flow in the highway fund so does not recommend making the payment in December. Councilperson McGee would like this information to be considered during the budget process for the 2019 budget. Town of Enfield 2018 Budget Discussion: Supervisor Rider moved, with a second by Councilperson Bryant to move the 2018 Preliminary Budget to the 2018 Final Budget. Discussion: Councilperson McGee asked about line A8160.4, Refuse and Garbage. Supervisor Rider stated that was used to pay the monthly bill, plus the dumpsters for Clean-Up Days. Councilperson McGee asked if Supervisor Rider had adjusted the benefit lines to reflect proposed increases in salaries. Supervisor Rider stated she had changed the Social Security line, but the State Retirement line needed to be changed also. It was agreed to raise that line to $21,750. Councilperson McGee questioned if $7,000 was a realistic figure for revenue line A2544 Dog Licenses since, as of October 31, the revenue was $5,502. It was agreed to reduce that line to $6,000. Councilperson McGee asked about revenue line A2770, Miscellaneous Revenue, which was budgeted at $3,000. Only $746.30 was received as of October 31 in that line. Supervisor Rider mentioned scrap metal and sale of used vehicles would go in that line, but highway vehicles would go in the highway fund. It was agreed to reduce that line to $2,000. Councilperson Sims calculated that with the suggested change in Employee Benefit line items, the total Employee Benefits would be $60,655. By plugging in the recommended changes, the tax rate would be 7.33939 and the tax rate increase would be 2.798%. Supervisor Rider moved, with a second by Councilperson McGee to amend the proposed Final Budget as follows: Increase expense line A9010.8, Employee Benefits State Retirement, from $21,650 to $21,750; Decrease revenue line A2544, Dog Licenses, from $7,000 to $6,000; Decrease revenue line A2770, Miscellaneous Revenue, from $3,000 to $2,000. Vote on Amendment: Councilperson Bryant aye, Councilperson McGee aye, Councilperson Sims aye, Supervisor Rider aye. Councilperson Carpenter absent. Enfield Town Board Special Meeting, November 20, 2017 2 Vote on original motion to move the 2018 Preliminary Budget to the 2018 Final Budget with amendments: Councilperson Bryant aye, Councilperson McGee aye, Councilperson Sims aye, Supervisor Rider aye. Councilperson Carpenter absent. Supervisor Rider moved, with a second by Councilperson McGee to adopt the 2018 Final Budget. Discussion: Councilperson Sims asked if one-half of the cost of the Enfield Volunteer Fire Company audit ($3,150) was reflected in the Fire Protection Budget. Supervisor Rider stated it was. Vote: Councilperson Bryant aye, Councilperson McGee aye, Councilperson Sims aye, Supervisor Rider aye. Councilperson Carpenter absent. Fire Contract: Councilperson McGee provided Town Board members with copies of a draft contract she had prepared. There were several sections that she asked Town Attorney Guy Krogh to review and add appropriate language to. She will ask him to review the entire document before the next regular Town Board meeting in December. She will ask Highway Superintendent Rollins if the highway department will agree to continue providing snowplowing for the fire company premises as time, personnel, and resources permit. Supervisor Rider stated she would put this item on the meeting agenda for the regular December meeting. Councilperson Sims asked what the next steps in the process would be. Councilperson McGee suggested that, after Attorney Krogh checks the language in the document, the Town Board would review the document. Once they approved the contract, it would go to the EVFC for their review. Once both parties were in agreement, a public hearing would be scheduled. This process would probably not be completed by December 31, so the contract now in effect would need to be continued into January 2018. Privilege of the Floor: Councilperson McGee stated she appreciated the spirited and thorough budget process that the Town Board engaged in.
