Special Town Board Meeting
Enfield Community Building
Wednesday, August 16, 2017
6:30 p.m.
Present: Town Supervisor Ann Rider, Town Councilperson Beth McGee, Town Councilperson Becky
Sims, Town Highway Superintendent Buddy Rollins, Town Clerk Alice Linton. Absent: Town
Councilperson Virginia Bryant and Town Councilperson Mike Carpenter.
Supervisor Rider led the assemblage in the Pledge of Allegiance to the Flag at 6:38 p.m.
Privilege of the Floor: Highway Superintendent Rollins stated he was contacted by Tompkins County Soil
and Water regarding hosting a tire clean-up day in the Town of Enfield. The Town would need to provide a
loader and 2-3 laborers from 10:00 a.m. to 2:00 p.m. on either Saturday, October 14 or 21. Soil and Water
would provide trucks for the tires, a person to collect fees for each tire, and advertising. The collection
would be open to anyone in Tompkins County. Superintendent Rollins stated the highway guys would be
willing to work on either of the suggested days and he would be willing to support this if there was money
available in the A fund to cover pay for the Town employees.
Supervisor Rider moved, with a second by Councilperson McGee, to authorize entering into an Agreement
with Tompkins Soil and Water to host a tire collection day in October with an estimated cost of $600 from
the A Fund.
Vote: Councilperson McGee aye, Councilperson Sims aye, Supervisor Rider aye. Councilperson Bryant
and Councilperson Carpenter absent. Carried
Town of Enfield 2018 Budget Discussion: Supervisor Rider stated the purpose of this Special Town
Board meeting was to have group input on the budget process. She called attention to an article in the
July/August issue of the Town and Topics magazine published by the Association of Towns. The article
listed important deadlines for the budget process.
Supervisor Rider stated she had received some information on budget lines already:
The Association of Town's dues will remain the same as 2017 at $800
The Tompkins County Health Consortium will increase premiums by 5%
Supervisor Rider suggested discussing salary increases - for the past few years everyone has received a 2%
increase. She also suggested discussion of having an attorney at every meeting.
Councilperson McGee asked if the Aquifer Study would be paid off this year. There was approximately
$22,172 committed in the 2017 budget that will not be needed this year. She also suggested a 2% increase
in the Fire Department contract, rather than the 1.8% increase allowed by the NYS tax cap, so they would
have a little extra to put towards an annual audit.
Supervisor Rider asked if the Board would like to allocate money toward highway building improvements.
Councilperson McGee suggested waiting for more information on a grant for a salt/sand storage building.
She also mentioned a new line should be added to the A Fund for Uniform/Clothing Allowance in the
amount of $400 for the Highway Superintendent's allowance.
Highway Superintendent Rollins stated he may be hiring a new employee to replace the one who left earlier
this year, but would like to keep the salary lines the way they are. He also mentioned several times in the
past few years the Board had considered a $5,000 salary increase to bring his salary in line with other

Highway Superintendents. He would like that to be considered again this year, along with an
administrative assistant.
After review of figures from the NYS Retirement System information regarding hours worked and salaries,
Councilperson Sims would like to do some research to be sure all elected officials have salaries in-line with
other towns.
Highway Superintendent Rollins suggested several items the Town Board should consider:
Salt/sand storage building
Generator for the highway building
Maintenance of two large wooden Town of Enfield signs that are dry and cracking
Spreader hanger building
He also asked the Town Board to consider a cold storage building if the old highway building becomes
unavailable.
Councilperson Sims asked about contractual lines, and if most money would be spent from them before the
end of the year. She suggested the cost of the Town newsletter might not be a good value - it could possibly
be done more efficiently.
Audit Claims:
Supervisor Rider moved, with a second by Councilperson McGee to authorize the Supervisor to pay
General Fund voucher #214 dated August 16, 2017 in the amount of $1,000.00.
Vote: Councilperson McGee aye, Councilperson Sims aye, Supervisor Rider aye. Councilperson
Bryant and Councilperson Carpenter absent. Carried
Privilege of the Floor: No one wished to speak.
Schedule Next Special Meeting: Another special meeting to discuss the 2018 budget was set for Monday,
September 18 at 6:30 p.m. at the Enfield Town Hall, 168 Enfield Main Road.
Adjournment: Supervisor Rider moved, with a second by Councilperson Sims to adjourn the meeting at
8:03 p.m.
