TOWN CF DANBY
PUBLIC HEARING MINUTES
August 24 , 1966
Pursuant to a motion adopted by the Town Board of the Town
of Danby on August 4 , 1966 , the said Town Board held a public
hearing at the Town Hall on August 24 , 1966 at 7 : 30 P . M . to hear
all interested persons for or against a proposal to provide for
a Partial Tax Exemption of real property owned by certain persons
w ith limited income who are 65 years of age or over in accordance
w ith section 467 of the Real Property Tax Law ( added by Chapter
® 616 , Laws of 1966 ) .
Present : Supervisor James H . Cortright , Councilmen Donald Makie
and Donald Barber , Justices Henry Makarainen and Moses
P eter .
Also present : Herbert Muzzy , Fred Thayer , Milton Todd , Alfred
Schoneman , Rowland Tamblyn , George Potter , Ralph Wilbur ,
Paul Hoover , Bob Doan , Gould Colman , Joe Loomis and
D orothy Schlater .
Supervisor Cortright opened the Public Hearing and asked if
anyone desired to be heard regarding tax exemption for the aged .
From the Town Board , Justice Peter asked how many peope it
w ould effect and how much loss of revenue . Supervisor Cortright
answered these figures will come from the Chairman of the Assessors .
Councilman Makie said this could well be the straw that breaks the
camel ' s back, that if the exemption was made some people would be
able to keep their homes when oterwise they might haveko . go to
the County Home .
From those present , Ralph Wilbur went on record not too much
in favor and asked how will it be policed ? Discussion followed
w ith Herb Muzzy commenting this could snowball , and feels the
property should be recovered if left to an heir , as in welfare
cases . Also there is already welfare to take care of people .
Gould Colman, troubled by problem met with in this way , feels it
might be based same as veteranr.s: - . exemtpion instead ! of 50% no
matter what . the assessment is . Others present were ib agreement
for the tax exemption or had no comments .
Supervisor Cortright made the following comments during the
above discussion :
Persons have to make application each year , and _ this will
n ot start until 1968 . As soon as persons do not meet the require -
ments , they disqualify . Those who apply for this , would not
n ecessarily be persons accepting welfare . If any sculdtatd :ery ,
they will be turned down by the assessors .
Supervisor Cortright closed the public hearing at 9 : 25 P . M .
