HomeMy WebLinkAbout12-27-16-Special-Meeting Draft Town of Enfield Special Town Board Meeting Minutes Enfield Community Building Tuesday, December 27, 2016 7:00 p.m. Present: Town Supervisor Ann Rider, Town Councilperson Mike Carpenter, Town Councilperson Henry Hansteen, Town Councilperson Michael Miles, Town Clerk Alice Linton. Excused: Town Councilperson Virginia Bryant. Supervisor Rider opened the special town board meeting at 7:00 p.m. by leading the assemblage in the Pledge of Allegiance to the Flag. Privilege of the Floor: No one wished to speak. Approval of Pre-Paid Vouchers: Councilperson Carpenter moved, with a second by Councilperson Miles to authorize the supervisor to pay General Fund vouchers #371 to #376 dated December 27, 2016 in the amount of $3,112.83 and Highway Fund vouchers #226 to #228 dated December 27, 2016 in the amount of $5,957.08. Vote: Councilperson Carpenter aye, Councilperson Hansteen aye, Councilperson Miles aye, Supervisor Rider aye. Councilperson Bryant excused. Carried. Budget Amendments: Supervisor Rider moved, with a second by Councilperson Carpenter, to adopt Budget Amendment #2016-36. Budget Amendment #2016-36 Aquifer Study Fund WHEREAS, expenses have exceeded the budget in General Fund line A1620.41 entitled “Aquifer Study”, now therefore be it RESOLVED, that revenue line A2705 entitled “Aquifer Donations” be decreased by $5,000.00 and line A9040.8 entitled “Workers Comp” be decreased by $190.00 and line A1620.41 be increased by $5,190.00. Discussion: Supervisor Rider stated she hoped to have the Aquifer Study completed in 2017 and was reminded there was $5,000 in a savings account that was specifically earmarked for the Aquifer Study. This budget amendment will move the funds from the savings account into a budget line. Vote: Councilperson Carpenter aye, Councilperson Hansteen aye, Councilperson Miles aye, Supervisor Rider aye. Councilperson Bryant excused. Carried. Supervisor Rider moved, with a second by Councilperson Carpenter to adopt Budget Amendment #2016-37. Enfield Town Board Special Meeting, December 27, 2016 2 Budget Amendment #2016-37 Buildings - Contractual WHEREAS, expenses have exceeded the budget in General Fund line A1620.4 entitled “Buildings – Contractual”, now therefore be it RESOLVED, that line A1010.4 entitled “Town Board – Contractual” be reduced by $500.00 and General Fund lineA1316.11 entitled “Personnel Services" (Assistant Bookkeeper) be reduced by $150.00 and General Fund line A1620.1 entitled “Buildings – Personnel Services” be reduced by $160.00 and General Fund line A1620.4 be increased by $810.00. Vote: Councilperson Carpenter aye, Councilperson Hansteen aye, Councilperson Miles aye, Supervisor Rider aye. Councilperson Bryant excused. Carried. Supervisor Rider moved, with a second by Councilperson Miles to adopt Budget Amendment #2016- 38. Budget Amendment #2016-38 Medical Insurance WHEREAS, expenses have exceeded the budget in General Fund budget line A9060.81 entitled “Medical Insurance”, now therefore be it RESOLVED, that line A9040.8 entitled “Worker's Comp” be reduced by $55.00 and line A9060.81 be increased by $55.00. Vote: Councilperson Carpenter aye, Councilperson Hansteen aye, Councilperson Miles aye, Supervisor Rider aye. Councilperson Bryant excused. Carried. Supervisor Rider moved, with a second by Councilperson Carpenter to adopt Budget Amendment #2016-39. Budget Amendment #2016-39 General Repairs - Personnel Services WHEREAS, expenses have exceeded the budget in the Highway Fund line DA5110.1 entitled “General Repairs – Personnel Services” now therefore be it RESOLVED, that Highway Fund line DA5142.1 entitled “Snow Removal - Personnel Services” be reduced by $1,432.80 and Highway Fund line DA5140.1 entitled “ Brush, Weed Removal – Personnel Services” be decreased by $8,000.00 and Highway Fund line DA5142.14 entitled “Personnel Services – Overtime” be reduced by $1,001.00 and line DA5110.1 be increased by $10,433.80. Vote: Councilperson Carpenter aye, Councilperson Hansteen aye, Councilperson Miles aye, Supervisor Rider aye. Councilperson Bryant excused. Carried. Supervisor Rider moved, with a second by Councilperson Carpenter to adopt Budget Amendment #2016-40. Budget Amendment #2016-40 General Repairs - Personnel Services Overtime WHEREAS, expenses have exceeded the budget in the Highway Fund line DA5110.14 entitled Enfield Town Board Special Meeting, December 27, 2016 3 “General Repair - Personnel Services - Overtime” now therefore be it RESOLVED, that the Highway Fund line DA5142.14 entitled “Snow Removal - Personnel Services - Overtime” be reduced by $2,480.00 and Highway Fund line DA5110.12 entitled “Boots and Clothing” be reduced by $200.00 and Highway Fund line DA9040.8 entitled “Worker's Comp” be reduced by $2,280.00 and line DA5110.14 be increased by $4,960.00. Vote: Councilperson Carpenter aye, Councilperson Hansteen aye, Councilperson Miles aye, Supervisor Rider aye. Councilperson Bryant excused. Carried. Supervisor Rider moved, with a second by Councilperson Carpenter to adopt Budget Amendment #2016-41. Budget Amendment #2016-41 Machinery - Contractual WHEREAS, expenses have exceeded the budget in the Highway Fund line DA5130.4 entitled “Machinery - Contractual” now therefore be it RESOLVED, that the Highway Fund line DA5142.4 entitled "Snow Removal Contractual" be reduced by $2,788.00 and line DA5130.4 be increased by $2,788.00. Vote: Councilperson Carpenter aye, Councilperson Hansteen aye, Councilperson Miles aye, Supervisor Rider aye. Councilperson Bryant excused. Carried. Supervisor Rider moved, with a second by Councilperson Carpenter to adopt Resolution #2016-63. Resolution #2016-63 Bridge Reserve Account WHEREAS, the Town Board allocated funds for Bridge Repairs- Contractual in the 2016 Highway Fund budget, now therefore be it RESOLVED, that the Town Board authorizes the Town Supervisor to transfer $26,500 from line DA5120.4 to the Highway Fund Bridge Reserve Savings Account. Vote: Councilperson Carpenter aye, Councilperson Hansteen aye, Councilperson Miles aye, Supervisor Rider aye. Councilperson Bryant excused. Carried. Councilperson Hansteen moved, with a second by Councilperson Carpenter to adopt Resolution #2016-64. Resolution #2016-64 Equipment Reserve Account WHEREAS, the Highway Superintendent requested the Town Board place leftover highway funds at the end of December, 2016 in Account DA231, now therefore be it RESOLVED, that the Town Board authorizes all funds remaining in highway line accounts as of December 31, 2016 be put in the Equipment Reserve Account DA231. Discussion: Supervisor Rider was concerned that the amount left in the highway fund savings account might not be enough to cover an emergency. Carried. Supervisor Rider moved, with a second by Councilperson Carpenter to adopt Resolution #2016-65. Resolution #2016-65 Declare January 2, 2017 Legal Holiday WHEREAS, January 1, 2017, New Year's Day, falls on a Sunday and State and Federal governments state January 2, 2017 is a legal holiday, now therefore be it RESOLVED, that January 2, 2017 be declared a legal holiday in the Town of Enfield. Vote: Councilperson Carpenter aye, Councilperson Hansteen aye, Councilperson Miles aye, Supervisor Rider aye. Councilperson Bryant excused. Carried.
