HomeMy WebLinkAbout12-20-12 Special-Board-Meeting.pdf Town of Enfield Special Town Board Meeting Minutes Enfield Community Building Thursday, December 20, 2012 6:30 p.m. Present: Town Supervisor Roy Barriere, Town Councilperson Chris Hern, Town Councilperson Vera Howe-Strait, Town Councilperson Ann Rider, Town Councilperson Debbie Teeter, Town Clerk Alice Linton. Absent: Town Highway Superintendent Barry Rollins Supervisor Barriere opened the meeting at 6:30 p.m. by leading the assemblage in the Pledge of Allegiance to the Flag. Supervisor Barriere explained there was no written agenda, but the purpose of this meeting was to pay end of the year bills and approve three budget amendments. There are nine bills to be pre-paid: Office of the State Comptroller Justice Court Fund, Blue Cross/Blue Shield for retirees, Blue Cross/Blue Shield for dental insurance, Ithaca Agway for beautification, NYSEG, Thaler and Thaler November and December billings, US Geological Survey for $2,000 approved at the December 12 meeting, United States Postal Service for stamped envelopes for the bookkeeper, HSC for furnace work in November. These vouchers will come back in front of the board in January as pre-paids on Warrant #1. Councilperson Teeter moved, with a second by Councilperson Rider to authorize the supervisor to pre-pay the nine bills submitted by the supervisor. Vote: Councilperson Hern aye, Councilperson Howe-Strait aye, Councilperson Rider aye, Councilperson Teeter aye, Supervisor Barriere aye. Carried Budget Amendment #2012-20 Supervisor Barriere moved, with a second by Councilperson Rider to approve Budget Amendment #2012-20. WHEREAS, expenses have exceeded the budget in the General Fund Account, line item A8810.4, titled “Cemeteries - Contractual”, now therefore be it RESOLVED, that the General Fund Account, line item A8810.2, titled “Cemeteries – Equipment”, be decreased by $250.00 and General Fund Account, line item A8810.4, titled “Cemeteries - contractual”, be increased by $250.00. Discussion: A reimbursement was received for having a gravesite dug and that money went directly into budget line A2190 under reimbursement instead of a negative expense. There is plenty of money in the equipment line item. Vote: Councilperson Hern aye, Councilperson Howe-Strait aye, Councilperson Rider aye, Councilperson Teeter aye, Supervisor Barriere aye. Carried Enfield Town Board Special Meeting, December 20, 2012 2 Budget Amendment #2012-21 Supervisor Barriere moved, with a second by Councilperson Teeter to approve Budget Amendment #2012-21. WHEREAS, expenses have exceeded the budget in the General Fund Account, line item A7550.4, titled “Celebrations - Contractual”, now therefore be it RESOLVED, that the General Fund Account, line item A7550.1, titled “Celebrations – Personnel”, be decreased by $100.00 and General Fund Account, line item A7550.4, titled “Celebrations - contractual”, be increased by $100.00. Discussion: These funds need to be moved to cover the last expense approved for the beautification grant. Vote: Councilperson Hern aye, Councilperson Howe-Strait aye, Councilperson Rider aye, Councilperson Teeter aye, Supervisor Barriere aye. Carried Budget Amendment No. 2012-22 Supervisor Barriere moved, with a second by Councilperson Hern to approve Budget Amendment #2012-22. WHEREAS, expenses have exceeded the budget in the Highway Fund Account, line item DA9050.8, titled “Employee Benefits – Unemployment Insurance”, now therefore be it RESOLVED, that the Highway Fund Account, line item DA9030.8, titled “Employee Benefits – Social Security”, be decreased by $800.00 and Highway Fund Account, line item DA9050.8, titled “Employee Benefits – Unemployment Insurance”, be increased by $800.00. Discussion: This budget amendment is to transfer funds in employee benefits to cover a deficit that is shown in the unemployment insurance that is typically not cleared up until the end of the year. Extra funds are being moved in case more is needed for the December payroll. Vote: Councilperson Hern aye, Councilperson Howe-Strait aye, Councilperson Rider aye, Councilperson Teeter aye, Supervisor Barriere aye. Carried Other Business: Councilperson Howe-Strait moved, with a second by Councilperson Teeter to nominate Ann Rider to fill the position of town supervisor from January 1, 2013 to December 31, 2013 due to the resignation of Roy Barriere effective December 31, 2012. Discussion: Councilperson Hern stated he felt it was a good idea for a board member to move into that position since she is already familiar with the goings-on in the town. Supervisor Barriere mentioned he cannot vote on this motion. Vote: Councilperson Hern aye, Councilperson Howe-Strait aye, Councilperson Rider abstain, Councilperson Teeter aye. Carried Enfield Town Board Special Meeting, December 20, 2012 3 Mike Carpenter thanked Supervisor Barriere for all the time and service he gave to the town as supervisor. Nancy Spero asked what the procedure would be to fill the vacant seat. Councilperson Rider moved, with a second by Councilperson Howe-Strait that in order to fill the vacated Councilperson Rider's term that the board make a general announcement that anyone interested in the councilperson's position submit a one page resume of their personal and professional qualifications and interest in filling this position for one year ending December 31, 2013 to the town clerk and putting a deadline of January 25, 2013 to receive such resume. Discussion: Councilperson Rider stated here is no set process - it is up to the board how they decide this, but at this particular time this is the process for this one appointment. It is not a precedent. Vote: Councilperson Hern aye, Councilperson Howe-Strait aye, Councilperson Rider aye, Councilperson Teeter aye, Supervisor Barriere abstain. Carried Marnie Kirchgessner asked what the procedure would be to fill the position of Town Justice Jim Varricchio who recently passed away. Supervisor Barriere replied the board will be talking with the other Town Justice, Betty Poole, to see if she would like the board to appoint someone to fill the position, if she would like the board to contract with a neighboring town, or if she had other suggestions. That conversation may not take place until January. The term would be until the end of 2013. In November 2013 there will be an election for both justice seats. One will be for a four-year term and one for a two-year term.
