HomeMy WebLinkAbout1-18-12 Audit Meeting.pdf Town of Enfield Audit Meeting Minutes Enfield Town Hall Wednesday, January 18, 2012 5:00 p.m. Present: Town Councilperson Chris Hern, Town Councilperson Vera Howe-Strait, Town Councilperson Ann Rider, Town Councilperson Debbie Teeter, Town Clerk Alice Linton, Town Justice Betty Poole, Town Justice James Varricchio, Town Bookkeeper Pat Podufalski. Town Supervisor Roy Barriere absent until 5:45 p.m. Town Councilperson Teeter opened the meeting at 5:10 p.m. by leading the assemblage in the Pledge of Allegiance to the Flag. Town Justice James Varricchio asked for a moment of silence in memory of David Owens, town highway employee, who passed away today. Town Councilperson Teeter moved, with a second by Vera Howe-Strait, to lower the town hall flag to half mast until the day after the funeral for David Owens. Vote: Councilperson Hern aye, Councilperson Howe-Strait aye, Councilperson Rider aye, Councilperson Teeter aye, Supervisor Barriere absent. Town Justice Betty Poole’s and Town Justice James Varricchio’s books were presented for audit. Justice Poole explained each Justice has two accounts – a regular account which balances out each month and a bail account. She also mentioned she has a $29.00 new check charge that she is working with the bank to have removed from her account. Councilperson Teeter moved, with a second by Councilperson Rider to approve the Town Justice books as presented. Vote: Councilperson Hern aye, Councilperson Howe-Strait aye, Councilperson Rider aye, Councilperson Teeter aye, Supervisor Barriere absent. At this time Justice Poole and Justice Varricchio left the meeting. Town Bookeeper Pat Podufalski’s books were presented for audit. She explained that whatever is left in a fund at the end of the year goes into the unappropriated fund balance, except for grants and escrow monies. Town Supervisor Barriere joined the meeting at this time. Councilperson Rider asked what bank each account is held in. The Justices and Town Clerk have accounts with the Tompkins Trust Company and the Town Bookkeeper with J.P. Morgan. Councilperson Teeter moved, with a second by Councilperson Hern to approve the Town Bookkeeper’s books as presented. At this time Town Bookkeeper Pat Podufalski left the meeting. Town Clerk Alice Linton’s books were presented for audit. Councilperson Rider asked how money from taxes was distributed. Town Clerk Alice Linton explained first the town’s warrant is met in full, and then the remainder collected goes to the county. After April 1, all unpaid tax bills are turned over to the county for collection. Councilperson Teeter moved, with a second by Councilperson Howe-Strait to approve the Town Clerk’s books as presented. Vote: Councilperson Hern aye, Councilperson Howe-Strait aye, Councilperson Rider aye, Councilperson Teeter aye, Supervisor Barriere aye. Supervisor Barriere stated he will be meeting with the State Comptroller’s Office on January 24 to get the final results of the town’s audit. Supervisor Barriere stated he would like to revisit the issue of a ban v. moratorium on hydrofracking in the Town of Enfield at the next town board meeting, due to new information he has received. Councilperson Hern stated he had received three quotes for new furnaces for the Community Building and will do further research before the next town board meeting on the different furnace manufacturers.
