HomeMy WebLinkAboutOct 2019 Minutes STATE OF NEW YORK COUNTY OF CORTLAND TOWN OF HARFORD October 7, 2019 The Town Board of the Town of Harford met for a Tentative Budget meeting at the Harford Town Hall on Oct 7, 2019 at 7:00 pm. Present at the meeting were Michelle Morse; Supervisor, Daryl Cross, Dave Stoner, Karen Snover Clift; Todd Loope Councilmen, Jennifer Fox; Town Clerk, Jack Holcomb; Highway Superintendent, Becky Bailey Town Bookkeeper. Michelle Morse spoke to the Board about a meeting she attended. Representatives from other towns explaining that they were adding 10,000.00 to their budgets for Workman’s Comp in order to cover the cost. Workman’s Comp figures have not been established for 2020 at this time. RES #63: BE IT RESOLVED to approve $5,000.00 be moved from the Highway Fund savings and $5,000.00 be moved from the General Fund saving to cover the cost of Workman’s Comp for the 2020 budget Daryl Cross made a motion to adopt Resolution #63. Dave Stoner seconded the motion. Present at the meeting were Michelle Morse; Supervisor, Daryl Cross, Dave Stoner, Karen Snover Clift; Todd Loope Councilmen, Jennifer Fox; Town Clerk, Jack Holcomb; Highway Superintendent, Becky Bailey Town Bookkeeper and other town residents. The minutes of the September 9, 2019 Regular Meeting were read for information and corrections. RES #65: BE IT RESOLVED to approve the minutes as read and corrected. Daryl Cross made a motion to adopt Resolution #65. Todd Loope seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Aye Todd Loope-Aye The minutes of the September 23, 2019 Special Meeting were also read for information and corrections. RES #66: BE IT RESOLVED to approve the minutes as read and corrected. Daryl Cross made a motion to adopt Resolution #66. Dave Stoner seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Aye Todd Loope-Aye Bills listed on General Abstract #10 Highway Abstract #10, and Harford Mills Water District Abstract #10, were read by the Clerk and submitted to the Board for review. RES #67: BE IT RESOLVED that the bills be approved as submitted and for the Supervisor to make the necessary payments. Dave Stoner made a motion to adopt Resolution #67. Daryl Cross seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Aye Todd Loope -Aye Sandy Price County Legislator was not able to attend the meeting, a copy of her report is on file in the Town Clerks Office. Visitors Comments: None Michelle Morse reported on the following correspondence: A check from the Town Clerk for $549.00 for September fees. Michelle Morse submitted the Supervisor’s monthly report. RES #68: BE IT RESOLVED that the Supervisor’s monthly report be approved as presented and read. Todd Loope made a motion to adopt Resolution #68. Daryl Cross seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift- Aye Todd Loope – Aye Jack Holcomb Highway Superintendent gave his report. A copy is on file at the Town Clerk’s office. Jack Holcomb Highway Superintendent left the meeting at 8:00. Old Business: The Board talked about the new Harford Highway Report form that was created for Jack in order for the Highway Department to be in Compliance with State. Michelle will speak to Jack about completing the form every month as his report to the Board. RES #69: BE IT RESOLVED that the Harford Town Board expects the new Harford Highway Report form to be used by the Highway Superintendent for monthly reporting. Dave Stoner made a motion to adopt Resolution #69. Daryl Cross seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift- Aye Todd Loope - Aye The Board would like the Town Clerk to send a letter to Mr. Best explaining the delays in moving the monument. She will also send a Hold Harmless agreement Mr. Best to sign so everything is in order for moving the monument in the spring. New Business: The Harford Town Board will hold a Public Hearing on November 4, 2019 at 7:00pm to adopt the 2020 town budget. . RES #70: BE IT RESOLVED to adjourn the meeting at 8:35 p.m. Dave Stoner made a motion to adopt Resolution #70. Todd Loope seconded the motion.
