REGULAR TOWN BOARD
MEETING MINUTES
WEDNESDAY, MAY 12TH, 2004
7:00 P.M.
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday, May 12th, 2004 at the Enfield Community Building, 182 Enfield Main Road,
Ithaca, NY at 7:00 p.m. with Supervisor Fisher presiding.
Present: Supervisor Gary Fisher. Town Councilperson Greg Stevenson, Town
Councilperson Peggy Hubbell, Town Councilperson Sandra Small, Town Councilperson
Larry Lanning. Also present were Highway Superintendent David Miller and Town
Clerk Alice Laue.
Pledge of Allegiance to the Flag
Supervisor Fisher led the assemblage in the Pledge of Allegiance to the Flag.
Privilege of the Floor
David Jacobson – 16 Shudaben Road
Asked what was being done in regard to the complaint and petition filed with the Town
Board at the April Town Board Meeting?
Mary Jo Lovelace – Mecklenburg Rd
Interested in the Planning Board meeting on a regular basis. Supports the Planning Board
getting active.
Communications
Sprague Insurance –
Letter giving town additional credit for equipment over insured but are holding credit
pending premium on new Mack ten wheel dump truck.
Quarterly Sales Tax Report
Town of Enfield received $148,091.29 in sales tax. Sales tax up somewhat from previous
year.
SPCA
Received monthly report.

International Code Council
Received notice that the State of New York is going to extend municipalities membership
for twelve months or provide them with an initial membership for twelve months if they
are not already members and we are already a member so will be getting a twelve month
extension.
Route 79 Bridge Closing
DOT Bridge closing will not occur until 2006 due to budgeting limitations.
Indicated that they are planning to divert all traffic traveling west out of Ithaca off onto
North Applegate Road to Perry City Road, Perry City Road to Route 227 to
Mecklenburg. Traffic traveling to Ithaca would be routed from Mecklenburg to Perry
City Road to Route 96.
Tompkins County Water Resource Council
Received annual report.
State Comptroller
Received letter from State Comptroller concerning amount of payment municipalities
will have to pay N.Y. State Retirement, which has gone up considerably in the last
several years and is forecast to continue to go up.
Semi-Annual Mortgage Tax
Semi-annual mortgage tax distribution through March 31st, 2004 for the Town of Enfield
was $17,168.98 – 11.41 percent decrease from 2003 for the same period of time.
Electronic Filing of Justice Reports
We are filing electronically for the Justices now.
IRS
IRS waived the back withholding taxes and interest from 2001 based on what was
originally assessed the discrepancies in the reporting forms. The W-2’s, 941’s and W3’s
didn’t match.
SARA Grants
Correspondence concerning SARA Grants – Law that provides funding for SARA Grants
(State Archives Records Administration) has a sunset clause that is about to expire and
they are asking municipalities for their support.
Committee/Reports
Code Enforcement – Written reports

Personnel Committee - Town Councilperson Small
Nothing to report.
Supervisor Fisher would like to see a packet of all employment forms, Code of Ethics,
Employee Handbook put together for new employees.
Economic Clearing House
No progress has been made. Town Councilperson Lanning requested another copy of
local business in the town for updating.
Strategic Development Plan
Plan on Camoin Associates website.
Cemetery Committee – Town Councilperson Hubbell
Meeting third Tuesday of the month. Goal for this year is completing work in Christian
Cemetery this summer. Supervisor Fisher asked for a budget of expenses. Town
Councilperson Stevenson asked if any thought had been given to stopping smowmobilers
from riding through Christian Cemetery, he could see it as a future problem.
Old Business
Employee Manual – Town Councilperson Small
Received final copy. Reviewing it and putting it in everyone’s’ box for the next meeting.
Resolution #35 Cash Payment in Lieu of Insurance
Moved by Supervisor Fisher, seconded by Town Councilperson Stevenson.
WHEREAS, the Town of Enfield established a policy to pay employees cash in lieu of
health insurance premiums; and
WHEREAS, those payments are considered supplemental wages and subject to payroll
tax deductions; and
WHEREAS, Raymond Poole has elected to receive the cash payment in lieu of health
insurance paid by the town; NOW, THEREFORE BE IT
RESOLVED, that the Town Board of Enfield authorizes the supervisor to pay cash
payment to Raymond Poole and related employer payroll taxes as part of the normal
payroll payments.

Resolution #36 School House Reunion Grant
Moved by Town Councilperson Hubbell, seconded by Town Councilperson Stevenson.
Resolved that the Town Board accept the grant and authorize the supervisor to sign a
contract and vouchers for the Tompkins County Community Celebrations 2004 Grant in
the amount of $275.00.

Resolution carried.
Town Cleanup
Highway Superintendent Miller reported half way through cleanup. To date have
removed six dumpsters of junk and a dumpster for metal to go tomorrow.
Tire Recycle
The Board encourages Enfield residents to use Town of Ulysses and Newfield tire
collection days as a means of getting rid of old tires.
Bridges – Hines Road Bridge
Highway Superintendent reported the county engineer contacted him; they would like to
replace 417 square feet of the grating on top of the bridge at the cost of $4700.00 to the
town.
Supervisor Fisher – In this year’s budget there is $2000.00 appropriated for bridge
repairs. Originally the bridge reserve fund was set up specifically for the Harvey Hill
Road Bridge and when that bridgework was done technically the Town Board should
have dissolved that fund and transferred the balance back to a general bridge fund.
Town Councilperson Stevenson stated that a general bridge fund would be to the town’s
benefit as the town is responsible for the topping or driving surface of all the bridges.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Lanning that the Town Board authorize repairs to the driving surface of the Hines Road
bridge deck for an amount not to exceed twenty-five percent of the $4700.00 cost
estimate and that funds for this project be in excess of the $2000.00 in the 2004 budget
for bridge repairs come from the fund currently and or formerly known as the Harvey
Hill Road Bridge Fund DA5120.4

County Comprehensive Plan
Tompkins County Planning Department is presently visiting each municipality to present
an overview. For more information, one can visit their website at wwwtompkins

Software Accounting
Obtaining estimates. Price of software package $5000.00 - $6000.00. Supervisor Fisher
would like to budget for it in 2005.
Standard Workday/Hours Worked
Reminder that elected town board members are to keep track of the hours spent on town
business for the month of May.
Garage on Highway Right of Way – Hubbell Drive
Bank waived the variance requirements. Supervisor Fisher commented that although
there are no current plans to do anything with the road, the Town does not take the
position that nothing will be done in the future. Nothing is grandfathered nor are any
rights given up by the Town as a result of the garage having been built on the right of
way. Supervisor Fisher will address this issue with the attorney for the Town.
Voting Machines
Town Clerks to get together May 17th, 2004 to discuss their concerning regarding
electronic voting machines. Municipal Officers meeting the next day to discuss
electronic voting machines.
Dan Winch – County Legislative
Spoke about Assessment Review. Committee discussing ways towns and county can
help each other save money. Sales tax revenues.
New Business
Floor in Community Building Bathroom
Tile floor needs replacing, estimates to be obtained.
Community Building Cleanup
Organizations using the community building to take part in a cleanup Saturday May 15th,
2004 at 9:00 a.m.
Appointments
Norm Pure unable to serve on the Assessment Review Board. Supervisor Fisher asked
the board to appoint Linda Heyman to the Town of Enfield Assessment Review Board.
Motion made by Supervisor Fisher, seconded by Town Councilperson Stevenson that the
Town Board approve the appointment of Linda Heyman to the Town of Enfield
Assessment Review Board.

Motion carried.
Audit
Supervisor Fisher presented bills for payment.
Motion made by Town Councilperson Lanning, seconded by Town Councilperson
Stevenson that the Town Board of the Town of Enfield authorizes the supervisor to pay
General Fund Vouchers #94-111, and dated 5/12/04, in the amount of $6,970.37.
Highway Fund Vouchers #54-62, dated 5/12/04, in the amount of $5,793.42. Community
Development Grant vouchers 10-12 dated 5/12/04, in the amount of $17,462.20.

Announcements
Annual fiscal report filed electronically.
Enfield Planning Board
Supervisor Fisher announced that he would see about getting the Planning Board together
for a meeting within the following week.
Route 227 Bridge
Highway Superintendent Miller would like to see something sent to the state requesting
that they fix the bridge on Route 227 before starting the Route 79 Bridge.
Town Councilperson Lanning asked if anything was going to be done about new facilities
and if so what? Town Councilperson Lanning asked that a committee be appointed to
look in this.
Motion made by Town Councilperson Lanning, seconded by Town Councilperson
Stevenson that the Town Board appoint a committee to look at new facilities.
Discussion – Discussed need to look at the whole picture, need to look at space issues
and requirements, liability issues for ground field cleanup, (sides of highway barns).
Unified court system, general work, and resources available.
Appointment of committee tabled until next Town Board meeting.

Privilege of the Floor
Pat Dougherty – 330 Sheffield Road
Introduced David Soule and told the board that after graduation David was going into the
Marines.
Mary Jo Lovelace - Encouraged a Planning Board meeting.

Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Lanning that the regular monthly meeting of the Town of Enfield Town Board adjourn.
