November 4, 2019
The Town Board of the Town of Harford met for a Budget meeting at the
Harford Town Hall on Nov 4, 2019 at 7:00 pm. Present at the meeting were
Michelle Morse; Supervisor, Daryl Cross, Dave Stoner, Karen Snover Clift;
Todd Loope Councilmen, Jennifer Fox; Town Clerk, Becky Bailey Town
Bookkeeper, and other town residents.
The purpose of the meeting was to adopt the 2020 Town Budget.
RES #71: BE IT RESOLVED to adopt the 2020 Town Budget as presented.
Dave Stoner made a motion to adopt Resolution #71. Daryl Cross seconded
the motion.

RES #72: BE IT RESOLVED to adjourn the meeting at 7:30 p.m.
Daryl Cross made a motion to adopt Resolution #72 . Todd Loope seconded
the motion.

at the Harford Town Hall on Nov 4, 2019 at 7:30 pm. Present at the meeting
were Michelle Morse; Supervisor, Daryl Cross, Dave Stoner, Karen Snover
Clift; Todd Loope Councilmen, Jennifer Fox; Town Clerk, Becky Bailey
Town Bookkeeper and other town residents.
The minutes of the October 7, 2019 Regular Meeting were read for
information and corrections.
RES #73: BE IT RESOLVED to approve the minutes as read and corrected.
Karen Snover Clift made a motion to adopt Resolution #73. Todd Loope
seconded the motion.

Bills listed on General Abstract #11 Highway Abstract #11, and Harford Mills
Water District Abstract #11, were read by the Clerk and submitted to the
Board for review.
RES #74: BE IT RESOLVED that the bills be approved as submitted and for the
Supervisor to make the necessary payments.
Todd Loope made a motion to adopt Resolution #74. Karen Snover Clift
seconded the motion.

Visitors Comments:
Cheryl Sacco and Angelo Catulano from Coughlin and Gerhart LLP spoke to
the Board about their law firm and what they can do for the Town of Harford.
Michelle Morse will get back to them.
Shirley Smith spoke to the Board about the need for more people to get
involved in the EMT training.
Joe K spoke to the Board about the Roger Hatfield house that is next door to
him. He is very interested in purchasing the property.
Sandy Price County Legislator gave her report, a copy of it is on file in the
Town Clerks Office.
Michelle Morse reported on the following correspondence:
A check from the Town Clerk for $871.00 for October fees.
Michelle Morse submitted the Supervisor’s monthly report.
RES #75: BE IT RESOLVED that the Supervisor’s monthly report be approved
as presented and read.
Todd Loope made a motion to adopt Resolution #75. Karen Snover Clift
seconded the motion.

Jack Holcomb Highway Superintendent was not able to attend the meeting. A
copy is on file at the Town Clerk’s office.
Old Business:
Harford Mills Water District water bills relevied.
RES #76: BE IT RESOLVED that the Harford Town Board approves for the
Town Clerk to send the unpaid Harford Mills Water District Bills on to the
Real Property Tax Office.
Todd Loope made a motion to adopt Resolution #76. Karen Snover Clift
seconded the motion.

RES #77: BE IT RESOLVED to adjourn the meeting at 9:30 p.m.
