REGULAR TOWN BOARD
MEETING MINUTES
WEDNESDAY,
JANUARY 14th, 2004
6:30 P.M.
The regular monthly meeting of the Town Board of the Town of Enfield was held
Wednesday, January 14th, 2004 at the Enfield Community Building, 182 Enfield Main
Road, Ithaca, NY at 6:30 p.m. with Supervisor Fisher presiding.
Present: Supervisor Gary Fisher. Town Councilperson Greg Stevenson, Town
Councilperson Peggy Hubbell, Town Councilperson Sandra Small, Town Councilperson
Larry Lanning. Town Clerk Alice Laue was also present.
Pledge of Allegiance to the Flag
Supervisor Fisher led the assemblage in the Pledge of Allegiance to the Flag.
Privilege of the Floor
Carol Barriere - Enfield Main Rd., expressed her interest in continuing to work on the
committee involving the Community Building.
Committees/Reports
County Legislative Representative Winch gave an update on what the County Legislation
is doing.
Highway Department –
Since Superintendent Miller was not present, Supervisor Fisher read a report he
submitted.
For the last month we have been plowing, cindering, working on trucks, making chains
and started a sign inventory on the roads.
Code Enforcement – Clark/Hetherington
Ron Clark reviewed annual Code Enforcement report.
He had forty calls, did three Certificates of Occupancy inspections, one address, six final
inspections for CO’s, footer inspections, four set up inspections for modulars, nine
property checks, four complaints, one footer pouring, eight framing inspections.
Hetherington –
Basement inspections, problem with a modular construction, issued an order to remedy,
numerous garbage complaints.
Multi-Jurisdictional Litigation - Town Councilperson Stevenson

Working with Tompkins County Planning Dept. group on a Multi-Jurisdictional
Hazardous Litigation Plan. Group is waiting for an initial draft plan. Town of Enfield’s
share of project is $2350.00.

Resolution made by Town Councilperson Small, seconded by Town Councilperson
Hubbell..
VOTING DELEGATE AND ALTERNATE DELEGATE FOR YEAR 2004
NYS ASSOCIATION OF TOWNS ANNUAL MEETING
WHERAS, the NYS Association of Towns Annual Meeting will be held February
15-18, 2004 in New York City; and
WHEREAS, the Town of Enfield is member in good standing with the NYS
Association of Towns and is eligible to have voting rights at the said meeting; and
WHEREAS, it is necessary for the governing Town Board to appoint an Official
Delegate and Alternate Delegate who will have voting rights on behalf of the Town of
Enfield at the said meeting; and
WHEREAS, it was approved at the regular Town Board’s December 10, 2003
meeting that Sandra Small and Lawrence Lanning would be attending the 2004 NYS
Association of Towns Training School and Annual Meeting, now therefore be it
RESOLVED, the governing Town Board of the Town of Enfield hereby appoints
Sandra Small and Lawrence Lanning, Councilpersons, as the Official Delegate and
Alternate Delegate, respectively on behalf of the Town of Enfield at the 2004 NYS
Association of Towns Annual meeting, and be it further
RESOLVED, the governing Town Board of the Town of Enfield hereby authorize
the payment of their “actual and necessary” expenses in doing so, all of which are
specifically authorized by State law as legitimate and proper town charges.

RESOLUTION #4 1-04 Prepayment of Contracts Exceeding One Year.
Resolution made by Supervisor Fisher, seconded by Town Councilperson Small.

PREPAYMENT OF CONTRACTS EXCEEDING ONE YEAR
WHEREAS, Town law permits the payment of contracts exceeding one year in
advance of audit and,
WHEREAS, The Town of Enfield has executed contracts for periods exceeding
one year,
RESOLVED that the Enfield Town Board does affirm that the supervisor be, and
hereby is duly authorized to pay amounts due on contracts exceeding one year in advance
of audit of claim,
FURTHER BE IT RESOLVED, that the Town of Enfield adopted policy number
400.2, titled “Prepayment of Certain Bills” (Version 1.3- amended 12/07/02 and
approved 12/11/02.) be amended to add contracts exceeding one year to the list of claims
that the Enfield Town Supervisor is authorized to pay in advance of audit.

RESOLUTION #5 Designation of Depository for Direct Deposit of CDBG Funds
Resolution made by Supervisor Fisher, seconded by Town Councilperson Hubbell.
DESIGNATION OF DEPOSITORY FOR DIRECT DEPOSIT OF
CDBG FUNDS
RESOLVED, The J. P. MORGAN CHASE BANK, Governmental Services Group, 2
Court Street, 2nd Floor, Binghamton, NY 13901-3110 is designated as the depository for
all direct deposit Community Development Block Grant (CDBG) funds received from the
State of New York as the result of Project Number 374HR108-03 (Housing
Rehabilitation) and Project Number 374TA263-02 (Technical Assistance).

RESOLUTION #6 Authority to Sign GOSC Block Grant Semi-annual Progress Reports
Resolution made by Supervisor Fisher, seconded by Town Councilperson Hubbell.

RESOLVED, The Enfield Town Supervisor is hereby duly authorized to sign the
Governor’s Office for Small Cities, Small Cities Community Development Block Grant
Program Semi-Annual Progress Reports.

RESOLUTION #7 Individuals Authorized to Sign Requests for CDBG Funds from
GOSC
Resolution made by Supervisor Fisher, seconded by Town Councilperson Hubbell.
INDIVIDUALS AUTHORIZED TO SIGN REQUESTS FOR CDBG FUNDS
FROM GOSC
.RESOLVED, the individuals authorized to sign requests for Community Development
Block Grant funds from the Governor’s Office for Small Cities are Alice Laue, Larry
Lanning, Sandra Small and Peggy Hubbell.

RESOLUTION #8 Final Payment to Tompkins Trust Company on 1999 Dump Truck
Resolution made by Supervisor Fisher, seconded by Town Councilperson Lanning.
FINAL PAYMENT TO TOMPKINS TRUST COMPANY ON
1999 DUMP TRUCK
WHEREAS, The amortization schedule for contract number 001-0045977-001 between
the Tompkins Trust Company and the Town of Enfield for the lease purchase of the 1999
Mack Dump Truck requires a payment of $713.01 on the 20th of each, and,
WHEREAS, The contract balance plus residual after the April 2004 payment is $1.00,
RESOLVED, That the Enfield Town Supervisor is authorized to pay $714.01 rather than
$713.01 in April 2004 thus reducing the contract balance plus residual to $0.00 and
paying the contract balance due in full.

Tompkins County Drug and Alcohol Agreement
Supervisor Fisher presented the Tompkins County Drug and Alcohol Testing Agreement.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Lanning that the Town Board authorize the Supervisor to sign the agreement between the
County of Tompkins and the Town of Enfield for employee drug and alcohol testing.
Discussion - Need to use driver’s license in place of social security number as
identification. Letter to be written to drug testing company voicing our complaint of
using social security number for identification.
Vote - Supervisor Fisher aye. Town Councilperson Stevenson aye, Town Councilperson
Small, Town Councilperson Hubbell aye, Town Councilperson Lanning aye. Motion
carried.
2004 Spending Town Highway Funds
2004 Spending Town Highway Funds Agreement was presented for signatures.
Motion made by Town Councilperson Lanning, seconded by Town Councilperson
Stevenson that the Town Board approve the spending of and signing of the 2004
Spending Town Highway Funds Agreement.

carried.
Bills
Bills presented for payment.
Motion made by Town Councilperson Stevenson, seconded by Town Councilperson
Small that the Town Board of the Town of Enfield authorize the Supervisor to pay
General Fund Vouchers #8-20,excluding voucher #21, and pay vouchers #22 – 27 dated
1/14/04 and Highway Fund vouchers #1 – 13, dated 1/14/04.

2004 Organizational Resolutions
2004 Organization Resolutions re-opened.
Discussed - Salary increase of 3 percent promised and budgeted for in 2003.
At January 7, 2004 Special Town Board meeting salary increase was 2.8 percent in most
instances.
Salary Schedule
$15.72 per hour for machinery operators.
Motion made by Supervisor Fisher, seconded by Town Councilperson Hubbell that the
salary for machinery operators be increase to $16.19 per hour. Paid biweekly.

Deputy Highway Superintendent
2004 $16.69 per hour. Deputy Highway Superintendent receives a fifty cent per hour
differential. Paid biweekly.
Motion made by Supervisor Fisher, seconded by Town Councilperson Lanning that the
salary for the Deputy Highway Superintendent be $16.69 per hour.

approve the following:
Salary schedule.
Part Time Employees $10.00 per hour.
Town Clerk $9708.00
Deputy Town Clerk $8.22 per hour
Justices $9654.00
Court Clerks $3221.00
Councilpersons $2280.00
Bookkeeper $9.00 per hour
Attorney –
Code Enforcement Officer - $15.00 per hour
Assistant Code Enforcement Officer - $12.00 per hour
Highway Superintendent - $40,176.00
Supervisor -$8,040.00

Personal Committee – Sandra Small Chair, Supervisor Gary Fisher, Town Councilperson
Greg Stevenson. Sub- Committee (Highway) Superintendent Miller and one employee
representative.
Motion made by Supervisor Fisher, seconded by Town Councilperson Hubbell that the
Town Board approve the Personal Committee that consists of Sandra Small Chair,
Supervisor Gary Fisher, Town Councilperson Greg Stevenson. Sub- Committee
(Highway) Superintendent Miller and one employee representative in addition to the
basic committee.

Cemetery Committee
Motion made by Supervisor Fisher, seconded by Town Councilperson Small that the
Town Board approve a Cemetery Committee consisting of Peggy Hubbell Chair, Roger
Laue, Carol Barnett, and Donald Barnett.
Discussion – Additional members may be nominated in the future.

Lanning aye, Town Councilperson Small aye, Town Councilperson Stevenson aye.

Ad Hoc –Code of Conduct – Individuals outside of Town Government.
Fire, Disaster, and EMS Advisory Board (three year term)
Motion made by Supervisor Fisher, seconded by Town Councilperson Hubbell that the
Town Board approve the Economic Clearing House Committee consisting of
Larry Lanning Chair, Town Councilperson GregStevenson, Supervisor Gary Fisher and
Town Councilperson Peggy Hubbell.
Discussion – Committee to coordinate what we are going to do in the town with
Economic Development Strategy.

Other Business
Employee Handbook – Town Councilperson Stevenson
Amtek representative willing to meet to resolve Employee Handbook issues.
Committee of Town Councilperson Stevenson, Town Councilperson Small, Highway
Superintendent Miller and one highway employee representative to meet and review
handbook by end of the month.

Audit Meeting
Motion made by Town Councilperson Hubbell, seconded by Town Councilperson Small
that the Town Board annual Audit Meeting be held Tuesday, January 20th, 2004 at the
Enfield Community Building.
Discussion – none
Vote – Supervisor Fisher aye. Town Councilperson Lanning aye, Town Councilperson
Hubbell aye, Town Councilperson Small aye, Town Councilperson Stevenson aye.
