HomeMy WebLinkAboutMay 2019 Minutes (1) STATE OF NEW YORK COUNTY OF CORTLAND TOWN OF HARFORD May 6, 2019 The Town Board of the Town of Harford met for a regular monthly meeting at the Harford Town Hall on May 6, 2019 at 7:30 pm. Present at the meeting were Michelle Morse; Supervisor, Dave Stoner; Karen Snover Clift; Daryl Cross; Councilmen, Jennifer Fox; Town Clerk, Becky Bailey Town Bookkeeper; and other town residents. Councilmen Todd Loope was not in attendance The minutes of the April 1, 2018 Regular Meeting were read for information and corrections. RES #25: BE IT RESOLVED to approve the minutes as read and corrected. Daryl Cross made a motion to adopt Resolution #25. Karen Snover Clift seconded the motion. Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Aye Daryl Cross – abstained Bills listed on General Abstract #5, Highway Abstract #5, and Harford Mills Water District Abstract #5, were read by the Clerk and submitted to the Board for review. RES #26: BE IT RESOLVED that the bills be approved as submitted and for the Supervisor to make the necessary payments. Daryl Cross made a motion to adopt Resolution #26. Karen Snover Clift seconded the motion. Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Aye Daryl Cross – Aye Sandy Price County Legislator, was not able to attend the meeting copy of her report is on file in the Town Clerks Office. Visitors Comments: Bob Marsh spoke to the Board about purchasing a portable generator for the Highway Department. This would make it possible to get the trucks out if electricity was lost. Daryl Cross will speak with the Highway Superintendent about a generator and having a solid maintenance plan. Shirley Smith asked the Board, what are we going to do about the crime sprees in the town? Michelle Morse explained that we can’t just take matters into our own hands. However as a community we must pay attention to what is happening around us and continue to call the police. Jack Holcomb Highway Superintendent was not able to attend the meeting. A copy of his report is on file at the Clerk’s office. Michelle Morse reported on the following correspondence: A check from the Town Clerk for $95.00 for April fees. Michelle Morse submitted the Supervisor’s monthly report. RES #27: BE IT RESOLVED that the Supervisor’s monthly report be approved as presented and read. Dave Stoner made a motion to adopt Resolution #27. Karen Snover Clift seconded the motion. Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Aye Daryl Cross – Aye Michelle Morse spoke to the Board about 2 projects that Kevin McMahon the Code Enforcement Officer has been working on and needs Board approval for. RES #28: BE IT RESOLVED that the Board approves the placement of a new double wide to be placed at 1258 Babcock Hollow Rd. This is providing that all Cortland County Health Department regulations and all Harford Zoning laws are followed. Daryl Cross made a motion to adopt Resolution #28. Karen Snover Clift seconded the motion. Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Aye Daryl Cross – Aye RES #29: BE IT RESOLVED that the Board approves the donation of a singlewide at 1254 Babcock Hollow Rd. This is providing that all Cortland County Health Department regulations and all Harford Zoning laws are followed. Also the trailer must not be more than 15 years old and all sewer issues at the property must be resolved. Dave Stoner made a motion to adopt Resolution #29. Karen Snover Clift seconded the motion. Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Aye Daryl Cross – Aye Old Business: The Harford Town Board has accepted a bid for the removal of 20 trees at the Harford Mills Cemetery. RES #30: BE IT RESOLVED that the Board accepts the bid from Ron Dingman for $ 19,999.99. The Clerk will contact him for paperwork and a start date. Daryl Cross made a motion to adopt Resolution #30. Karen Snover Clift seconded the motion. Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Aye Daryl Cross – Aye There will be a meeting on Monday May 20 at 7:00pm to discuss the moving of the War Monument. The Clerk will send a letter to Mr. Best. Done The Board would like the Clerk to send thank you notes to all venders that participated in the Preparedness Fair. Done New Business: Daryl Cross spoke about the wonderful job that Economy Paving did on Rte. 221. He would like the Clerk to send them a letter. Done Daryl Cross will speak to Ron Walsh about creating a sidewalk law for the Town of Harford in order to keep the new sidewalk s free from clutter and damage. Dave Stoner stated that Newark Valley would very much like to use our ball field again this season. Michelle Morse reported that the front porch and ramp on the Town Hall is in need of replacement and the Town Hall needs to be painted. The Clerk will run ads for both jobs and the bids will be open at the June meeting. Done RES #31: BE IT RESOLVED to adjourn the meeting at 9:05 p.m. Dave Stoner made a motion to adopt Resolution #31.
