March 4, 2019
The Town Board of the Town of Harford met for a regular monthly meeting
at the Harford Town Hall on March 4, 2019 at 7:30 pm. Present at the meeting
were Michelle Morse; Supervisor, Dave Stoner; Todd Loope; Karen Snover
Clift Councilmen, Jennifer Fox; Town Clerk, Becky Bailey Town
Bookkeeper; and other town residents.
Councilman Daryl Cross was not in attendance.
The minutes of the February 4, 2018 Regular Meeting were read for
information and corrections.
RES #15: BE IT RESOLVED to approve the minutes as read and corrected.
Dave Stoner made a motion to adopt Resolution #15. Karen Snover Clift
seconded the motion.

Bills listed on General Abstract #3, Highway Abstract #3, and Harford Mills
Water District Abstract #3, were read by the Clerk and submitted to the Board
for review.
RES #16: BE IT RESOLVED that the bills be approved as submitted and for the
Supervisor to make the necessary payments.
Todd Loope made a motion to adopt Resolution #16. Dave Stoner seconded
the motion.

Sandy Price County Legislator, was not able to attend the meeting copy of her
report is on file in the Town Clerks Office.
Jack Holcomb Highway Superintendent was not able to attend the meeting .
A copy of his report is on file at the Clerk’s office.
Old Business:
Mark Crispell and John Shamko have agreed to be on the Assessment Board.
RES #16: BE IT RESOLVED that the Board approves Mark Crispell and John
Shamko as the new Assessment Board members
Todd Loope made a motion to adopt Resolution #17. Dave Stoner seconded
the motion.

Michelle spoke to Larry Fitts office, he is very sick and the reval will not get
finished this year.
The Board had a discussion about the Preparedness Fair that will be held in
Harford on April 27, 2019. Michelle will reach out to Courtney Metcalf about
a meeting for March 18th.
THOUGHTS
April 27, 2019 from 10-3, Fire Department 911 signs, Dryden’s ladder truck
and ambulance, sheriff fingerprints, put ad in Cortland Standard and the
shopper, petition for the playground and ask Rich what it should say.
Move the monument this summer.
New Business:
The Harford Mills Water District Board needs a resolution to accept the land
transfer from TE Enterprise
RES #17: BE IT RESOLVED that the Harford Mills Water District Board
approves the land transfer from TE Enterprise.

Michelle Morse reported on the following correspondence:
A check from the Town Clerk for $191.00 for February fees.
A check for the snow and ice for $ 7,730.67.
Michelle Morse submitted the Supervisor’s monthly report.
RES #18: BE IT RESOLVED that the Supervisor’s monthly report be approved
as presented and read.
Todd Loope made a motion to adopt Resolution #18. Karen Snover Clift
seconded the motion.

RES #19: BE IT RESOLVED to adjourn the meeting at 8:30 p.m.
