HomeMy WebLinkAboutJune 2019 Minutes (1) STATE OF NEW YORK COUNTY OF CORTLAND TOWN OF HARFORD June 3, 2019 The Town Board of the Town of Harford met for a regular monthly meeting at the Harford Town Hall on June 3, 2019 at 7:30 pm. Present at the meeting were Michelle Morse; Supervisor, Dave Stoner; Todd Loope; Daryl Cross; Councilmen, Jennifer Fox; Town Clerk, Becky Bailey Town Bookkeeper; and other town residents. Councilwomen Karen Snover Clift was not in attendance The minutes of the May 6, 2018 Regular Meeting were read for information and corrections. RES #32: BE IT RESOLVED to approve the minutes as read and corrected. Daryl Cross made a motion to adopt Resolution #32. Dave Stoner seconded the motion. Dave Stoner – Aye Michelle Morse – Aye Todd Loope – abstained Daryl Cross – Aye Bills listed on General Abstract #6, Highway Abstract #6, and Harford Mills Water District Abstract #6, were read by the Clerk and submitted to the Board for review. RES #33: BE IT RESOLVED that the bills be approved as submitted and for the Supervisor to make the necessary payments. Daryl Cross made a motion to adopt Resolution #33. Todd Loope seconded the motion. Dave Stoner – Aye Michelle Morse – Aye Todd loope – Aye Daryl Cross – Aye Sandy Price County Legislator, gave her report a copy is on file in the Town Clerks Office. Visitors Comments: Bob Marsh spoke to the Board about purchasing a portable generator for the Highway Department. This would make it possible to get the trucks out if electricity was lost. RES #34: BE IT RESOLVED that the Town Board authorizes Jack Holcomb Highway Superintendent to spend up to 10,000.00 on a generator for the Highway Garage. Daryl Cross made a motion to adopt Resolution #34. Dave Stoner seconded the motion. Dave Stoner – Aye Michelle Morse – Aye Todd Loope – Aye Daryl Cross – Aye Jack Holcomb Highway Superintendent was not able to attend the meeting. A copy of his report is on file at the Clerk’s office. Michelle Morse reported on the following correspondence: A check from the Town Clerk for $304.00 for May fees. A check from the Weitzman’s for $208.50 for scrap metal. A check from the County for $399.10 for mortgage tax. A check from the County Rd Fund for $15,461.34. Michelle Morse submitted the Supervisor’s monthly report. RES #35: BE IT RESOLVED that the Supervisor’s monthly report be approved as presented and read. Dave Stoner made a motion to adopt Resolution #35. Daryl Cross seconded the motion. Dave Stoner – Aye Michelle Morse – Aye Todd Loope – Aye Daryl Cross – Aye Michelle Morse read a letter to the Board that she received from Roger Hatfield. He would like to donate his property located at 55 Rte. 200 for the Harford Mills community to use, in return his taxes would be refunded. RES #36: BE IT RESOLVED that the Board declined the donation of the property at 55 Rte. 200 in Harford Mills. The Town Clerk will send a letter. Done Dave Stoner made a motion to adopt Resolution #36. Todd Loope seconded the motion. Dave Stoner – Aye Michelle Morse – Aye Todd Loope – Aye Daryl Cross – Aye Old Business: The Town Supervisor opened the bids for the removal and replacement of the Town Hall front porch. RES #37: BE IT RESOLVED that the Board accepts the bid from Johnson Valley Construction for $ 8,561.00. The Clerk will contact him for paperwork and a start date. Done Daryl Cross made a motion to adopt Resolution #37. Todd Loope seconded the motion. Dave Stoner – Aye Michelle Morse – Aye Todd Loope – Aye Daryl Cross – Aye Michelle Morse spoke to the Board about Jury Duty Pay. She will contact Dryden and other surrounding towns to find out what they do. The Board will make a decision at the next meeting. The Board talked about time carry over. Michelle will ask questions during her meeting with the auditor. Daryl Cross would like the Clerk to send the Vehicle and Traffic Law information that pertains to sidewalks to the property owners at 770 and 768 Rte. 221 in Harford. Done New Business: The Town Board talked about paying the Assessment Board. Gary Tenant who had been on the Assessment Board for 10 years stated he has never been paid. RES #38: BE IT RESOLVED that the members of the Assessment Board will be paid $75.00 on normal years and $150.00 on the re -evaluation years. Dave Stoner made a motion to adopt Resolution #38. RES #39: BE IT RESOLVED that the Board approves Margo Stone as a Zoning Board member and Tom Atwood as a Planning board member. Dave Stoner made a motion to adopt Resolution #39. Todd Loope seconded the motion.
