HomeMy WebLinkAbout1-10-2001 Enfield Town Board reg.pdf DRAFT TOWN OF ENFIELD REGULAR TOWN BOARD MEETING MINUTES WEDNESDAY, JANUARY 10TH, 2001 The regular monthly meeting of the Town of Enfield Town Board was held Wednesday, January 10th, 2001 following the Public Hearing scheduled for 6:30 p.m. The meeting was held at the Enfield Community Building, 182 Enfield Main Road, Ithaca, New York with Supervisor Owens presiding. Present – Supervisor Jean Owens, Town Councilman Greg Stevenson, Town Councilman Mark Roach, Town Councilman Richard Holley, Town Councilman Joe Schehr. Others present were, Highway Superintendent Ron Updike, Town Clerk Alice Laue. Pledge of Allegiance to the Flag Supervisor Owens led the assemblage in the Pledge of Allegiance to the Flag. Privilege of the Floor Peggy Hubbell read from the Danby Area News an announcement of Frank Proto, Dandy’s County Board Representative and the Danby Supervisor meeting with members of the public monthly at the Danby Store. Bill Mather spoke about the proposed Jacksonville water district. Jack Hubbell – inaudible Correspondence Vital Communities Workshop January 20th, 2001. Sprague Insurance – John Kuehn introduced himself to the board. Mr. Kuehn has looked over the town’s program with NYMIR and will be working with the highway superintendent to look at some of the values in the equipment schedule. Reports/Committees Tompkins County Board of Representative Dan Winch County Board of Representatives has gone through their Organizational Resolutions. Sales Tax revenue for fourth quarter is a possible 2 to 4per cent increase. Library grand opening 1/14/01. Regular Town Board Meeting Minutes 1/10/01 2 Highway Department – Highway Superintendent Updike Plowing snow and cindering. Replaced and repaired signs, put up delineators, patched pot holes. Superintendent met with John Friedborn from Cascadilla Tree Service, they drove around the town checking the trees that need overhead trimming. Mr. Friedborn is going to get back with Superintendent Updike with a price on what it would cost to do the overhead trimming. According to OSHA the highway department legally can not do this trimming using the bucket on the loader. Enfield Volunteer Fire Company – Fire Chief Stevenson Chicken Barbeque Sunday, January 14th, 2001. Quarterly report due next month. 2000 Budget Transfers Supervisor Owens asked for the following 2000 Budget Transfers from the Contingency line A1990.4. From A1990.4 $1,318.07 to A1620.4 Buildings From A1990.4 378.25 to A1670.4 Office Supplies From A1990.4 14.00 to A7550.4 Celebrations From DA1990.4 11.92 to DA9060.82 Motion made by Councilman Holley, seconded by Councilman Roach that the Town Board of the Town of Enfield approve the following 200 budget transfers from line A1990.4, Contingency. From A1990.4 $1,318.07 to A1620.4 Buildings From A1990.4 378.25 to A1670.4 Office Supplies From A1990.4 14.00 to A7550.4 Celebrations From DA9060.81 11.92 to DA9060.82 Discussion Vote – Supervisor Owens yes. Town Councilmen Roach, Stevenson, Holley, Schehr yes. Monthly Bills Supervisor presented monthly bills for payment .Electric bill for the community building was questioned again. Councilman Holley to check with NYSEG about what it would cost to do an energy audit on the community building. Motion made by Councilman Stevenson, seconded by Councilman Holley that the Town Board of the Town of Enfield authorize the supervisor to pay General Fund vouchers #1 – 17, dated 1/10/01, in the amount of $23877.15. Highway Fund vouchers # 1 – 8, dated 1/10/01, in the amount of 11583.76. Small Cities Grant (HUD) #3 vouchers number 1 and 2, dated 1/10/01, in the amount of 11450.83. Enfield Volunteer Fire Company voucher SF-1, dated 1/10/01, in the amount of $25,000.00. Discussion Vote – Supervisor Owens yes. Town Councilmen Stevenson, Roach, Holley, Schehr yes. Regular Town Board Meeting Minutes 1/10/01 3 Commemorative/Historical Society Councilman Holley read the motion written by Jack Hubbell. We the Town Board of the Town of Enfield acknowledge that the projects mentioned in Town attorney Wilson’s letter or September 13, 2000, pursuant to Supervisor Owens request, were in fact projects undertaken by the Commemorative Committee, not the Enfield Historical Society. The Commemorative Committee was duly appointed by a previous Town Board. We further acknowledge that the projects were undertaken to partially offset the expenses incurred by the Town for the celebration of the Town’s 175 birthday in 1996, not for the benefit of the Enfield Historical Society. A major project planned by the Commemorative Committee for the celebration was the publication of a “Enfield History” book. Councilman Holley made this a motion and Councilman Schehr seconded this motion so it could be discussed. Discussion – need of a letter from the town attorney correcting his letter of 9/13/00. Motion is asking the board to affirm something that happened previously, this board can’t affirm that any of these things happened. Motion made by Councilman Schehr, seconded by Supervisor Owens that this motion be tabled until the town board receives a letter from the town attorney and that the letter and the motion essentially say the same thing. Motion to be brought up at a later date. Discussion Vote – Supervisor Owens yes. Town Councilman Schehr yes. Town Councilman Roach yes. Town Councilman Holley yes. Town Councilman Stevenson no. Executive Session Motion made by Councilman Roach, seconded by Councilman Holley that the Town Board of the Town of Enfield move into Executive Session for personnel reasons. Discussion Vote – Supervisor Owens yes. Town Councilmen Roach, Schehr, Stevenson, Holley yes. Motion made by Councilman Schehr, seconded by Councilman Stevenson that the Town Board of the Town of Enfield move out of Executive Session and resume with the regular town board meeting. Regular Town Board Meeting Minutes 1/10/01 4 New Business 2001 Organizational Resolutions 2001Organizatuional Resolutions reviewed. Motion made by Councilman Stevenson, seconded by Councilman Roach that the Town Board of the Town of Enfield approve the adoption of the 2001 Organizational Resolutions. Discussion Vote – Supervisor Owens yes. Town Councilman Roach yes. Town Councilman Stevenson yes. Town Councilman Schehr yes. Town Councilman Holley yes. Audit Meeting Date set for Audit Meeting is Tuesday, January 16th, 2001 at 6:30 p.m. at the Enfield Community Building. Adjournment Motion made by Councilman Holley, seconded by Councilman Roach that the regular monthly meeting of the Town of Enfield Town Board adjourn. Discussion Vote - Supervisor Owens yes.
