HomeMy WebLinkAboutFeb 2019 Minutes (1) STATE OF NEW YORK COUNTY OF CORTLAND TOWN OF HARFORD February 4, 2019 The Town Board of the Town of Harford met for a regular monthly meeting at the Harford Town Hall on February 4, 2019 at 7:30 pm. Present at the meeting were Michelle Morse; Supervisor, Daryl Cross, Dave Stoner; Karen Snover Clift Councilmen, Jennifer Fox; Town Clerk, Jack Holcomb; Highway Supervisor, Sandy Price; County Legislator, Becky Bailey Town Bookkeeper; and other town residents. The minutes of the January 7, 2018 Regular Meeting were read for information and corrections. RES #7: BE IT RESOLVED to approve the minutes as read and corrected. Daryl Cross made a motion to adopt Resolution #7. Karen Snover Clift seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Aye RES #8: BE IT RESOLVED to approve the 2019 Appointments as read and corrected. Daryl Cross made a motion to adopt Resolution #8. Dave Stoner seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift - Aye Bills listed on General Abstract #2, Highway Abstract #2, and Harford Mills Water District Abstract #2, were read by the Clerk and submitted to the Board for review. RES #9: BE IT RESOLVED that the bills be approved as submitted and for the Supervisor to make the necessary payments. Karen Snover Clift made a motion to adopt Resolution #9. Daryl Cross seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift - Aye Sandy Price County Legislator gave her report a copy is on file in the Town Clerks Office. Jack Holcomb Highway Superintendent gave his report. A copy of his report is on file at the Clerk’s office. Councilman Todd Loope joined the meeting at 8:15pm At 7:00pm on Monday February 4, 2019 the Town Judge presented her 2018 books for the Board to review. RES #10: BE IT RESOLVED that the board has reviewed and approved the Town Judges books as presented. Dave Stoner made a motion to adopt Resolution #10. Karen Snover Clift seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Aye Todd Loope - Abstained Visitor’s comments: Gary Tennant spoke to the Board about getting more members for the Assessment Board. At this time there are only two members and with the reval being done they will need more help. The Town Clerk will put a message on the sign, Karen will ask her husband and Michelle will put it out on Facebook. Old Business: Karen Snover Clift made an offer of $200.00 for the purchase of the butcher block in the Town Hall kitchen. RES #11: BE IT RESOLVED that the Board approves Karen Snover Clifts offer of $200.00 for the butcher block. Dave Stoner made a motion to adopt Resolution #11. Todd Loope seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Abstained Todd Loope – Aye The Board had a discussion about the Preparedness Fair that will be held in Harford on April 27, 2019. There is still much planning to do. Let’s get busy! Michelle Morse reported on the following correspondence: A check from the Town Clerk for $84.00 for January fees. A check for the Sales Tax for $77,416.90. New Business: The Town of Harford is required to have a Sexual Harassment Policy on file. The board has reviewed the policy presented by the Town Clerk. RES #12: BE IT RESOLVED that the Town Board approves the 2019 Town of Harford Sexual Harassment Policy. Todd Loope made a motion to adopt Resolution #12. Karen Snover Clift seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Aye Todd Loope - Aye Michelle Morse submitted the Supervisor’s monthly report. RES #13: BE IT RESOLVED that the Supervisor’s monthly report be approved as presented and read. Dave Stoner made a motion to adopt Resolution #13. Karen Snover Clift seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Aye Todd Loope- Aye RES #14: BE IT RESOLVED to adjourn the meeting at 9:15 p.m. Dave Stoner made a motion to adopt Resolution #14.
