HomeMy WebLinkAboutDec 2019 Minutes (3) (1) STATE OF NEW YORK COUNTY OF CORTLAND TOWN OF HARFORD December 2, 2019 The Town Board of the Town of Harford met for a regular monthly meeting at the Harford Town Hall on December 4, 2019 at 7:30 pm. Present at the meeting were Michelle Morse; Supervisor, Daryl Cross, Dave Stoner, Karen Snover Clift; Councilmen, Jennifer Fox; Town Clerk, and other town residents. Councilmen Todd Loope was not able to attend the meeting. The minutes of the November 4, 2019 Budget Meeting were read for information and corrections. RES #78: BE IT RESOLVED to approve the minutes as read and corrected. Daryl Cross made a motion to adopt Resolution #78. Dave Stoner seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Aye The minutes of the November 4, 2019 Regular Meeting were read for information and corrections. RES #79: BE IT RESOLVED to approve the minutes as read and corrected. Daryl Cross made a motion to adopt Resolution #79. Karen Snover Clift seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Aye Bills listed on General Abstract #12 Highway Abstract #12, and Harford Mills Water District Abstract #12, were read by the Clerk and submitted to the Board for review. RES #80: BE IT RESOLVED that the bills be approved as submitted and for the Supervisor to make the necessary payments. Daryl Cross made a motion to adopt Resolution #80. Karen Snover Clift seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Aye Visitors Comments: Bill Ackrod and Kevin Westcott from Dryden Ambulance spoke to the Board about increasing the amount of Harford’s Ambulance contract in order to cover their cost and stay competitive. Michelle will update Becky Bailey. RES #81: BE IT RESOLVED to do an amendment to the the 2020 Ambulance Contract to read, January 1, 2020 – December 31, 2020 the Town of Harford will pay $10,000.00 for the Dryden Ambulance Service. Daryl Cross made a motion to adopt Resolution #81. Dave Stoner seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift – Aye Joe K spoke to the Board about the Roger Hatfield house that is next door to him. He is very concerned about what is next for the property. Michelle Morse assured him that the Town would be very involved with any decisions in regards to Mr. Hatfield’s plans for the property. Lynn Rider spoke with the Board about what is expected of him in regards to clearing the snow from all new sidewalks on Route 221 in Harford. RES #82: BE IT RESOLVED that Lynn Rider will use his own equipment, at his discretion and will be paid $75.00 per hour. Lynn and his equipment are covered under the Town Insurance. The Highway Garage will supply the sand and or salt. Daryl Cross made a motion to adopt Resolution #82. Dave stoner seconded the motion Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift- Aye Sandy Price County Legislator was not able to attend the meeting, a copy of her report is on file in the Town Clerks Office. Michelle Morse reported on the following correspondence: A check from the Town Clerk for $181.00 for November fees. A check from the Harford Dept. for $465.24 for fuel. A check from the Cortland County for $7,885.29 for snow and ice removal. A check from the Enterprise for 40,000.00 to maintain normal operating fees/costs of the Harford Mills Water District. Michelle Morse submitted the Supervisor’s monthly report. RES #83: BE IT RESOLVED that the Supervisor’s monthly report be approved as presented and read. Dave Stoner made a motion to adopt Resolution #83. Karen Snover Clift seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift- Aye Jack Holcomb Highway Superintendent was not able to attend the meeting. And no report was provided. Old Business: RES #84: BE IT RESOLVED that the Harford Town Board agrees to hire Coughlin and Gerhart as the new legal counsel for the Town of Harford. And the clerk will send a letter to Mr. Walsh. Dave Stoner made a motion to adopt Resolution #84. Karen Snover Clift seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift- Aye RES #85: BE IT RESOLVED that effective January 1, 2020 the Town of Harford will pay 90% of the cost of health insurance and the employee will pay 10% of the cost. Daryl Cross made a motion to adopt Resolution #85. Karen Snover Clift seconded the motion. Daryl Cross – Aye Dave Stoner – Aye Michelle Morse – Aye Karen Snover Clift- Aye New Business: The Town Clerk will contact Courtney Metcalfe about holding another Preparedness Event at the Town Hall in early May 2020. RES #86: BE IT RESOLVED to allow Dave Canfield up to $250.00 for the Town Christmas Party. Karen Snover Clift made a motion to adopt Resolution #86. Daryl Cross seconded the motion.
