August 5, 2019
The Town Board of the Town of Harford met for a regular monthly
meeting at the Harford Town Hall on August 5, 2019 at 7:30 pm. Present
at the meeting were Michelle Morse; Supervisor, Dave Stoner; Daryl
Cross; Karen Snover Clift Councilmen, Jennifer Fox; Town Clerk, Jack
Holcomb Highway Superintendent, Sandy Price, County Legislator and
other town residents.
Councilmen Todd Loope was not in attendance.
The minutes of the July 8, 2019 Regular Meeting were read for
information and corrections.
RES #45: BE IT RESOLVED to approve the minutes as read and
corrected.
Daryl Cross made a motion to adopt Resolution #45. Dave Stoner
seconded the motion.

Bills listed on General Abstract #8, Highway Abstract #8, and Harford
Mills Water District Abstract #8, were read by the Clerk and submitted
to the Board for review.
RES #46: BE IT RESOLVED that the bills be approved as submitted
and for the Supervisor to make the necessary payments.
Karen Snover Clift made a motion to adopt Resolution #46. Daryl Cross
seconded the motion.

Sandy Price, County Legislator gave her report. A copy is on file at the
clerk’s office.
Visitors Comments:
Dawn Potter spoke to the Board about the Harford-Harford Mills
Community Association organizational meeting that was held at the
Town Hall July 21, 2019. Several town residents attended.
They will be holding a chicken barbeque at the Harford Town Hall on
August 24, 2019 at 12:00pm. The next meeting will be on August 25 th at
3:00.
Michelle Morse reported on the following correspondence:
A check from the Town Clerk for $773.00 for July fees.
A check for 2nd quarter Sales Tax for $71,756.70.
A check from Weitzman’s for $207.07
Michelle Morse submitted the Supervisor’s monthly report.
RES #47: BE IT RESOLVED that the Supervisor’s monthly report be
approved as presented and read.

Jack Holcomb, Highway Superintendent gave his report. A copy is on file
at the Clerk’s office.
Old Business:
A reminder of the Budget Workshop to be held on August 20, 2019.
Tom Atwood who has a background in painting and construction spoke
to the Board about the exterior condition of the Town Hall. He explained
that preparation is going to be the key to the next paint job. The building
will need to be scraped, chalked, sanded, some repairs and then quality
paint used. Also the painters must be certified to remove lead paint, the
back stairs need painting and the chimney needs work.
The Board talked again about siding and it was decided that the Clerk
would get the paint tested for lead and create a Universal Bid form that
can be used for painting and or siding.
New Business: The auditor has asked that the Town Board make sure
they have a Procurement Policy in Place. The Town Supervisor and
Town Clerk are working on this.
RES #48: BE IT RESOLVED to adjourn the meeting at 8:55pm.
