TOWN OF DANBY
TOWN BOARD MINUTES
April 7 , 1966
The regular meeting of the Town Board of the Town of Danby
was held at the Town Hall , Thursday , April 7 , 1966 at 8 : 00 P . M .
Board members present : Supervisor James H . Cortright ,
Councilmen Donald Barber and Donald Makie , Justices Henry
Makarainen and Moses Peter . Supervisor Cortright called the
• meeting to order . Minutes of the March meeting were read and approved ,
Also present : Highway Superintendent Chaffee , Zoning
Officer Hatfield , and Coleman , Short , Schoneman , Thayer , Geuther ,
and Mrs . Weitzel .
COMMUNICATIONS
1 . Metropolitan Insurance Company re : Effect of Medicare on
Employee Benefit Plan Medical Expense Coverage .
2 . Certicate of Final State Equalization Rate - 4 % .
3 . Annual Financial Report for 1965 received at Department of
Audit and Control .
4 . Danby PTA thanking Town Board for help in installing the
School Bus sign .
5 . Tompkins County Assessment Department - Policy of Board of
Supervisors regarding Sale of Tax Maps .
6 . Department of Public Works re : Land Use at Expressway
Interchanges .
7 . Request for work to be done on Deputron Road from resident ,
by the Highway Department .
PRIVILEGE OF FLOOR
None from the Board .
Mr . Short asked about Dobson displaying septic tank off
state highway north of the village .
Mr . Coiflan raised question of March 9th meeting when Town
Board met with an architect relative to construction of town
office building . Supervisor Cortright answered " specifically
for a town office building " . Coltman questioned priority of a
town office building - - for what and where it will be located .
Supervisor outlined as this building having a meeting room
for 30 to 40 people and 6 desks and should be used strictly
• for the functions of the town government , anything else should
be in another building .

Councilman Makie added that a recreation center , if needed ,
should be by a group of people getting together .
Joe Short questioned what the function of the Planning Board
• is at this point . Discussion followed , such as fate of present
• town hall , need for a community center and need of a new fire
station .
The Town Board went on record to welcome any plans that
any individual or group makes as to whether Danby should have
a community center . Any proposed construction will be put to
the voter for referendum .

Cemeteries - none
Insurance - retirement plan for highway employees pending , re :
information to be considered .
Supervisor Cortright reported the insurance audit
on April 1 , and stand chance of premium refund .

Youth - planned recreation and socials at the school . Supervisor
✓ eported meeting with Ed Sebring . Put through a request
for an amendment to the budget . Approval has been
✓ eceived from State Department .
OLD BUSINESS
Highway - rime .
Zoning - Hatfield reported 2 building permits issued past month ,
and turned down 3 requests for. trailers . Regarding
the Riding Stable sign on Dobson ' s property , Attorney
Thaler said it can be put iap _ because of non- conforming
use .
Planning Board - copies of the minutes were given to Town
Board urging that a junkyard law be enforced ; ; '
separate from zoning .
Appeals Board - none
Assessors - none
Town Hall Study - covered under Privilege of Floor .
Jennings Pond - Community Council will take care of 4 on 5
floats which are needed to mark off swimming
area . Discussion on dike in need of being
fenced off because of a temptation to walk on .
Troy Road Junkyard - still pending .
West Danby Water District - . well drilling down 62 feet .
Sanitary Land Fill - realtor has problem in contacting people .
Retirement Plan - one plan presented for consideration from the
Channing Company .
NEW BUSINESS
Executive meeting - schedule. if needed .
E qualization Rate - under communications .
N elson Road Trgffic Control - County Highway Superintendent
cannot put up a yield sign . Yellow T sign
can be put up 500 feet on Nelson Road from
main highway .
Town of Danby Signs - Makie moved to purchase new Town of
Danby signs saying " zoned for your protection . "
Seconded by Barber . 5 ayes , 0 noes , carried .
Supervisor asked Zoning Officer to check on
number of signs needed .
Highway Bills - Peter moved to pay Highway Bills #30 through
#49 totalling .$3 , 107 . 04 as listed on Warrant 4 .
Seconded by Barber . 5 ayes , 0 noes , carried .
G eneral . Fund Bills - Makie moved to pay General Fund Bills
#38 through #45 totalling $227 . 28 as listed
on Warrant 4 . Seconded by Makarainen . 5 ayes ,
0 noes , carried .
Supervisor ' s Report - Accepted by Barber . Seconded by Makie .
4 ayes , 0 noes , carried .
P eter moved to adjourn at 10 : 30 P . M . Unanimously agreed .
