HomeMy WebLinkAbout1966-03-03 41: TOWN OF DANBY TOWN BOARD MINUTES - March 3 , 1966 The regular meeting of the Town Board of the Town of Danby was held at the Town Hall , Thursday , March 3 , 1966 at 8 : 00 P . M . Present : Supervisor James H . Cortright ; Justices Moses P eter , Henry Makarainen ; Councilmen Donald Barber and Donald Makie . Also present : Highway Superintendent Chaffee , Zoning III Officer Hatfield , Chairman of Assessors William Bergman , and Wendell Bryce , Joe Short , Gordon Roberts , Ralph Wilbur , John Freccero , Rick Dobson , Roger Howell , John Benjamin . Supervisor Cortright called the meeting to order . Minutes of the February meeting were read and approved . COMMUNICATIONS 1 . From Celia Conklin objecting to care on Traver Road . 2 . From Margaret Admas regarding a dead tree and snow removal near residence in West Danby . 3 . From Department of Audit and Control with Statement of Policy Relative to Municipal Borrowing for Investment Purposes . 4 . Invitation from Danby PTA to attend their March 8th meeting . 5 . Notice of Tentative State Equalization Rate being 47 % . PRIVILEGE OF FLOOR Gordon Roberts asked when copies of the proposed zoning ordiance would be available to Appeals Board . Supervisor referred question to Fred Thayer . Gordon also remarked that - melting snows wash out the shoulder on curve of Jersey Hill Road . Cortright asked Chaffee to contact Stevenson , who thought this should be direct contact . Supervisor will contact Stevenson . Rick Dobson would like to see bids out on jobs in Danby , referring to the development of the West Danby Water District . Supervisor said not put out for bid and discussion followed on steps involved in establishing a water district . Makie said his work on the geological evaluation is gratis . REPORTS OF COMMITTEES Highway - none Zoning - none Fire - none Cemeteries - none Insurance - none Youth : none - OLD BUSINESS . Highway - Superintendent Chaffee reported agreement for Special Improvements , ready to sign . Zoning - Hatfield reported that no permits were issued in February . P lanning Board - no report . Appeals Board - no report . B oard of Assessors - Chairman Bergman reported new evaluation cards ready for discussion week of March 7 , has official tax maps but index not prepared . Also field book is not ready . A meeting was scheduled between assessors and town board for March 9 , at 7 : 30 P . M . Jennings Pond - Town Board arranged to coordinate work on the dike with the schedule of the Finger Lakes State Parks . If there is enough time this month before the parks commission put the splas boards in place in the spillway , the board will advertise for construction bids . If not , this will be done in the fall . In either case , Cortright reported six inches of gravel and six inches of fine grit will be placed on the beach to provide swimming this summer . 42 Troy Road Junkyard - not yet set down for trial . West Danby Water District - Supervisor reported that testing is finished at seven 2 1/ 2 inch wells . An eight - inch well going down more than 100 feet will be drilled for further testing . Sanitary Land Fill - Supervisor reported that neither Strobel or Pampuch want to sell land . Makie made the motion that Peter contact realtor Warren Poole to look into purchasing land for sanitary fill . Seconded by Barber . 5 ayes , 0 noes , carried . Town Office Building - Supervisor Cortright will call architect to meet on March 9 . Junkyard Law - waiting to incorporate in the zoning ordinance . h NEW BUSINESS . Resolution #3 Transfer .of Funds Moved by Makie . Seconded by Makarainen . Roll Call : Donald Makie Henry Makarainen James Cortright Moses Peter Donald Barber 5 ayes , 0 noes , carried . Retirements. Plan for Highway Employees - Peter will contact Metropolitan , Etna , Prudential , and Ithaca Agency Insurance Companies for information on a retirement plan to be offered Ali ft1c4L ter.rn in 1967 . Makie moved to accept the Highway Superintendents recommendation to give the five highway employees an across - f � r the - board increase of 10 cents an hour effective immediately . Seconded by Makarainen . 5 ayes , 0 noes , carried . I1 Executive Session - Scheduled for April 5 . Highway Agreement for Special Improvements - signed by Town Board . Peter moved to pay General Fund Bills #23 through #37 totalling $4 , 829 . 92 as listed on Warrant 3 . Seconded by Barber . 5 ayes , 0 noes , carried . Makarainen moved to pay Highway Bills #21 through #29 totalling 4 $ 775 . 14 as listed on Warrant 3 . Seconded by Makie . 5 ayes , 0 noes , carried . Makie moved to accept the Supervisor ' s Report .
